Chairperson Mulholland opened the meeting and welcomed everyone present.

That the Whau Local Board:

3          Declaration of Interest

Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.

Deputation - Glenavon Trust and request for funding support

 

Sharon Jefferies, Paul Jefferies, Ross Peeters, Frances Peeters, Tepano Tauia and Ana Kolomatangi from Glenavon Trust made a presentation requesting for funding support from the board for their 2017/18 Trust activities.

That the Whau Local Board:

a)      receive the deputation from Sharon Jefferies, Paul Jefferies, Ross Peeters, Frances Peeters, Tepano Tauia and Ana Kolomatangi of Glenavon Trust and thank them for their presentation.

b)      request staff investigate opportunities for support and bring back that information to a future board workshop.

Sandra Murray from New Zealand Product Stewardship Council (NZPSC) made a presentation to the board requesting for board’s support towards their activities.

Approval of the draft Whau Local Board Plan 2017

 

Whau Local Board Plan Summary (Attachment B) was tabled at the meeting. A copy of the document has been placed on file copy of minutes and can be viewed on Auckland Council website.

MOVED by Member D Whitley, seconded by Member D Macdonald:  

That the Whau Local Board:

a)      approve the draft Whau Local Board Plan 2017 for public consultation using the Special Consultative Procedure.

b)      approve the Whau Local Board Plan summary (as tabled at the meeting).

c)      delegate the Chairperson to work with staff, as a matter of urgency, in the event that minor edits are required to the draft local board plan or summary document.

d)      approve a final schedule of Have Your Say (HYS) engagement events as below:

Local Government New Zealand conference and Annual General Meeting 2017

 

Resolution number WH/2017/33

MOVED by Deputy Chairperson S Zhu, seconded by Member D Whitley:  

That the Whau Local Board:

a)      nominate members David Whitley and Duncan Macdonald to attend the Local Government New Zealand 2017 Conference and Annual General Meeting from Sunday 23 July to Tuesday 25 July 2017.

b)      confirm that conference attendance including travel and accommodation will be paid for in accordance with the current Auckland Council Elected Member Expense Policy.

c)      note that any members who wish to attend the AGM must provide their names to the Kura Kāwana project team as soon as possible to ensure that they are registered with LGNZ.

Reinstatement of the Manukau Harbour Forum

 

Resolution number WH/2017/34

MOVED by Member D Whitley, seconded by Deputy Chairperson S Zhu:  

That the Whau Local Board:

a)      agree to re-constitute the Manukau Harbour Forum joint committee with the Franklin, Mangere-Otahuhu, Manurewa, Otara-Papatoetoe, Papakura, Puketapapa, Whau, and Waitakere Ranges Local Boards for the 2016/19 electoral term.

b)      appoint Chairperson Tracy Mulholland as named and member David Whitley as named alternate member to the Manukau Harbour Forum.

c)      confirm that the chairperson and deputy chairperson of the Manukau Harbour Forum will be elected by a majority of members at the first meeting of each electoral term.

d)      confirm the Terms of Reference for the Manukau Harbour Forum as outlined in Attachment A.

e)      delegate authority to the Manukau Harbour Forum to make decisions within its terms of reference, noting that any significant or controversial decisions will only be made by the forum with the confirmation by resolution of all the member boards that would be affected by the decision and that the local board will reserve the right to hold and promote a different view to that of the forum on any issue that may impact the local board area.

f)       confirm that any changes to the forum’s terms of reference will be agreed first by the forum then recommended to the nine member boards for their approval, noting that resolutions must be identical.

g)      note that in order for the requirements of this agreement for the Manukau Harbour Forum to be reached, the resolutions of each of the nine member boards made in respect of recommendations a) (b)-(f) above (with the exception of (b) where appointees are to be named) must be identical and that in the absence of identical resolutions by all member boards the Forum will not meet the requirements under clause 30a of Schedule 7 to the Local Government Act 2002.

a)      delegate the provision of feedback to the Chair and deputy chair to be reported back to the Governing Body by end May 2017 for inclusion in the Auckland Council’s submission to the Justice and Electoral Select Committee’s “Inquiry into the 2016 local authority elections”.
