7          Deputations

 

Standing Order 3.20 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Waitematā Local Board. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting.

8          Public Forum

 

A period of time (approximately 30 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 3 minutes per item is allowed, following which there may be questions from members.

9          Extraordinary Business

 

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“An item that is not on the agenda for a meeting may be dealt with at that meeting if-

 

(a)        The local authority by resolution so decides; and

 

(b)        The presiding member explains at the meeting, at a time when it is open to the public,-

 

(i)         The reason why the item is not on the agenda; and

 

(ii)        The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

 

Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“Where an item is not on the agenda for a meeting,-

 

(a)        That item may be discussed at that meeting if-

 

(i)         That item is a minor matter relating to the general business of the local authority; and

 

(ii)        the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

 

(b)        no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Approval of the draft Waitematā Local Board Plan 2017 for public consultation

Purpose

1.       The purpose of this report is to approve the draft 2017 Waitematā Local Board Plan and the Waitematā Local Board Plan summary document for public consultation and confirm the programme of key engagement events to be held as part of this consultation.

Executive summary

2.       The Local Government (Auckland Council) Act 2009 requires that each local board complete a local board plan for adoption by 31 October 2017.

3.       The draft local board plan and summary are attached to this report for the local board to approve for public consultation.

4.       Consultation using the Special Consultative Procedure (SCP) is taking place from 22 May to 30 June 2017.

5.       The formal engagement events the board will conduct are detailed as follows:

·        East event: Jubilee Hall, Parnell, 545 Parnell Road – Wednesday 24 May, 6.00pm - 8.00 pm

·        Central event: Waitematā Local Board Office, 52 Swanson Street, Thursday 1 June, 6.00 - 800pm

·        West event: Grey Lynn Community Centre, 510 Richmond Road – Wednesday 7 June, 6.00 - 8.00pm

·        A formal hearing to be held at an extraordinary meeting either on 8 August 2017.

 

 

Recommendation/s

That the Waitematā Local Board:

a)      approve the draft Waitematā Local Board Plan 2017, being Attachment A to the agenda, for public consultation using the Special Consultative Procedure

b)      approve the 2017 Waitematā Local Board Plan summary document, being Attachment B to the agenda

c)      delegate to the Chair or other delegate to approve minor edits to the draft local board plan and summary document

d)      approve the scheduled formal engagement events, as follows:

i)        East event: Jubilee Hall, Parnell, 545 Parnell Road – Wednesday 24 May, 6.00pm -8.00pm

ii)       Central event: Waitematā Local Board office, 52 Swanson Street – Thursday 1 June, 6.00pm - 8.00pm

iii)      West event: Grey Lynn Community Centre, 510 Richmond Road – Wednesday 7 June, 6.00pm - 8.00pm

iv)      A formal hearing on 8 August 2017.

 

 

Comments

6.       Local board plans are strategic plans for the following three years and beyond. The plans reflect the priorities and preferences of the community and they guide how the local board:

·        makes decisions on local activities and projects

·        provides input into regional strategies and policies

7.       The plans inform the development of council’s 10-year budget. They also form the basis for development of the annual local board agreement for the following three financial years and subsequent work programmes.

8.       The local board is required to use the Special Consultative Procedure (SCP) to consult on the draft local board plan. The period for the SCP is from 22 May to 30 June 2017.

9.       As part of meeting these SCP requirements, a full draft of the local board plan and summary will be made available on the Shape Auckland website, at local libraries, council service centres and the local board office. The summary will also be delivered to all households in the local board area, and engagement events will be scheduled during the SCP period of 22 May to 30 June 2017. These will be advertised on the Shape Auckland website, through local and regional publications, online and through social media.

10.     The draft Waitematā Local Board Plan 2017 (Attachment A) is an aspirational document underpinned by the following six outcomes:

·        inclusive, healthy and connected communities

·        attractive public spaces that meet our communities’ needs

·        a natural environment that is protected and enhanced

·        a high quality built environment that embraces our heritage

·        an accessible, connected and safe transport network with great streets and

·        an innovative, productive and resilient local economy.

11.     The following are some of the key initiatives being proposed under each outcome:

Inclusive communities that are vibrant, healthy and connected

·        continue to invest in accessible and welcoming community facilities

·        support initiatives that provide sustainable and safe housing options

·        work in partnership with our residents, businesses and local groups towards keeping our communities safe

·        empower and support community groups to lead local initiatives such as the Grey Lynn Pump Track project

·        encourage access to, and participation in, local events and arts activities

·        support opportunities to encourage healthy lifestyle choices.

Attractive and versatile public spaces that meet our communities’ needs

·        continue to invest in parks, open spaces and recreation facilities that provide for our community’s needs, now and in the future

·        deliver greater access to quality facilities for sports, cycleways and parks.

The natural environment is valued, protected and enhanced

·        improving air and water quality and the health of our waterways

·        supporting Waitematā to be a low-carbon community

·        increasing the urban forest

·        empowering our communities to strengthen their resilience to disasters

·        regenerating our natural areas to enhance biodiversity.

A high-quality built environment that embraces our heritage

·        identify and protect places with heritage and distinctive character

·        reinforce neighbourhood character and improve town centres

·        ensure developments provide a range of housing types for current and future residents.

An accessible, connected and safe transport network with well-designed streets

·        continue to improve the accessibility and connectivity of the transport network

·        improving safety for all road users

·        ensuring streets are designed as active public spaces.

An innovative, productive and resilient local economy

·        support our business associations to drive local growth and innovation

·        support opportunities that aim to increase the prosperity of our town centres

·        support efforts to achieve a strong and healthy international education sector.

12.    The local board plan summary document (Attachment B) will be used for public notification purposes.

 

Consideration

13.    The draft plan has been developed by considering:

·        the previous two local board plans

·        community and stakeholder feedback received through previous engagement and consultation

·        feedback received at business meetings through deputations and public forum

·        regional strategies, including the Auckland Plan, the Auckland Unitary Plan and the Regional Land Transport Plan

·        regional policies, including Auckland Growing Greener, Thriving Communities, I am Auckland, Public Open Space Strategic Action Plan, Sport and Recreation Strategic Action Plan and Community Facilities Network Plan

·        subject matter expert advice from Arts, Community and Events; Parks, Sports and Recreation; Infrastructure and Environmental Services; Plans and Places, Auckland Transport and Auckland Tourism, Events and Economic Development (ATEED)

·        stakeholder views from the Waitematā Youth Collective and the Inner City Network

·        Views of Mana Whenua.

 

Local board views and implications

14.    The local board’s views have driven the development of the draft plan attached to this report.

Māori impact statement

15.    As part of pre-engagement on the draft plan, the board engaged with Mana Whenua at a sub-regional governance level hui on 17 March 2017 and considered pre-existing feedback from Māori.

16.    During the development of the final plan the board also intends to:

·        send a copy of the draft plan to Mana Whenua for formal submission during the SCP

·        provide opportunities for hui with mana whenua

·        investigate opportunities to connect with Matawaaka and obtain feedback

·        ensure matters of significance to Iwi are incorporated throughout the final Local Board Plan.

Implementation

17.     Formal consultation for the draft local board plan will take place from 22 May to 30 June 2017.

18.    A formal hearing will be held on 8 August 2017.

19.    Amendments will be made to the final plan during August and September.

20.     The final plan will be brought to the board for adoption at a business meeting in October 2017.
