The board acknowledged receipt of a Queens Service Medal (QSM) by Devonport –Takapuna resident, Margot McRae for services to heritage protection.
Mrs McRae has spent many hundreds of hours writing submissions and lobbying against the demolition or inappropriate alteration of many heritage buildings in both Devonport and Auckland. She has advocated for buildings to be added to heritage protection schedules, developed a North Shore Historic Heritage Strategy and spoken on the effect on Devonport of the proposed Auckland wharf extension.

The board acknowledged the Westlake Girls High School rowing teams that competed in the recent Maadi Cup. The teams won the following medals: · Gold U15 Quadruple Scull; · Gold U17 Double Scull; · Gold O15 Lightweight Double Scull; · Gold O15 Lightweight Coxed 4; · Bronze U18 Novice Double Scull; and · Bronze U17 Single Scull.

Public notification of Auckland Council's intention to grant a new community lease to Takapuna Croquet Club Incorporated, Auburn Reserve, Takapuna. |

That the Devonport-Takapuna Local Board: a) approve the public notification of Auckland Council’s intention to grant a community lease to the Takapuna Croquet Club Incorporated for Lot 6 DP 78273 NA34B/1156 at Auburn Reserve, Takapuna (Attachment A). b) note that the terms of the proposed new community lease issued under section 54 of the Reserves Act 1977 would be: i. term – 10 years commencing from the date of final approval by the Minister of Conservation (or her delegate) with one ten year right of renewal; ii. rent - $1.00 plus GST per annum if demanded; and iii. the Takapuna Croquet Club Incorporated Community Outcomes Plan as approved be attached to the community lease document (Attachment B). c) note that all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines July 2012 and the Reserves Act 1977. d) request that staff prepare a briefing paper on the first available workshop following the closure of the submissions period and discuss next steps including the composition of any panel required to consider submissions received and will be confirmed by the board in a formal meeting. |

Grant of new community sub-lease to the New Zealand Nutrition Foundation at Fort Takapuna Barracks, Vauxhall Road, Devonport |

Resolution number DT/2017/94 MOVED by Member M Cohen, seconded by Member J O'Connor: That the Devonport-Takapuna Local Board: a) grants a sub-lease to New Zealand Nutrition Foundation for Rooms three and five, Barracks A13, Fort Takapuna Recreation Reserve (refer to Attachment A within the agenda report) on the following terms and conditions: i. term – one year commencing 1 June 2017 with one right of renewal for one year; ii. rent - $1.00 plus GST per annum if demanded; iii. operational charge (including utilities) - $450.00 per annum plus GST; and iv. the New Zealand Nutrition Foundation Community Outcomes Plan (refer to Attachment B within the agenda report) as approved being attached to the sub-lease document; b) notes that all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines 2012, the Reserves Act 1977 and the head lease held by Auckland Council for the Fort Takapuna Barracks. |

Auckland Transport - Overview of Lake Road Improvements Indicative Business Case |

A copy of the Auckland Transport – Lake Road Indicative Business Case presentation has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.
Recommendation/s That the Devonport-Takapuna Local Board: a) receives the report introducing the Lake Rd improvements project and notes that feedback will be sought at the Board’s next scheduled business meeting or other agreed date; b) recommend that Auckland Transport staff undertake the following as part of the public consultation on the Lake Road indicative business case: i. public consultation is undertaken for one month; ii. undertake at least three public events and/or open days, delivered and managed by Auckland Transport; iii. attend the draft local plan ‘drop in session’ at the Takapuna Market on 18 June 2017; and iv. undertake a mail-drop in the Takapuna, Hauraki, Belmont, Bayswater, Narrow Neck and Devonport areas to inform residents of the public consultation.

Resolution number DT/2017/95 MOVED by Chairperson G Gillon, seconded by Member J McKenzie: That the Devonport-Takapuna Local Board: a) receives the report introducing the Lake Rd improvements project and notes that feedback will be sought at the Board’s next scheduled business meeting or other agreed date.
b) supports enhancing walking, cycling and public transport options, but in order to do that, the options need to be attractive and proper infrastructure needs to be in place.
c) recommend that Auckland Transport staff undertake the following as part of the public consultation on the Lake Road indicative business case: i. public consultation is undertaken for one month; ii. undertake at least three public consultation events and/or open days, hosted and delivered by community groups in partnership with Auckland Transport and the Devonport, Belmont and Hauraki areas; iii. attend the draft local board plan ‘drop in session’ at the Takapuna Market on 18 June 2017; iv. undertake a mail-drop in the Takapuna, Hauraki, Belmont, Bayswater, Narrow Neck and Devonport areas to inform residents of the public consultation; v. that Auckland Transport work in partnership with the local board on the consultation material prior to printing and distribution, and include as part of their consultation approach an emphasis on the use of social media; vi. that the consultation documents include options of two lanes each way, with one of those lanes each way being a bus high occupancy lane; vii. that an alternative safe route be scoped for cyclists from Bayswater through Belmont to Esmonde Road; viii. that the provision of current Lake Road parking be scoped; ix. that Seacliffe Avenue be investigated as an alternative for cyclists, especially school pupils once congestion on Lake Road is reduced, and Seacliffe Avenue becomes a less attractive alternative route for motorists; and x. note that Auckland Transport will consult the public on the possible undergrounding of utilities along the Lake Road corridor. d) thank Daniel Newcombe and Tim Mueller for their attendance and presentation. |

Resolution number DT/2017/98 MOVED by Chairperson G Gillon, seconded by Member J McKenzie: That the Devonport-Takapuna Local Board: a) approves the allocation of $50,000 for environment projects to be delivered by the Infrastructure and Environmental Services directorate in 2017/2018 as detailed in the agenda report and summarised in the table below:

notes the asset based services capital budget of $3,325,000
allocated to the Hurstmere Road upgrade project. c) delegates authority to the Chairperson and the Deputy Chairperson to make minor changes to the 2017/2018 Infrastructure and Environmental Services work programme up to a value of $10,000, noting that any changes will be outlined in the subsequent Local Board Services monthly report. |

Programme 2017/2018, noting the following amendments: i. inclusion

narrative presented against community match funding under the heading
“Higher priority for eligibility”; and ii. deletion of the words “(eg headcount, event photo’s, verification of attendance)” from the second bullet point under the heading “Accountability measures”. |
