Papakura Quick Response Round Four 2016/2017

Purpose

1.       The purpose of this report is to present applications received for Papakura Quick Response, Round Four 2016/2017. The Local Board is required to fund, part-fund or decline these applications.

Executive summary

2.       The Papakura Local Board adopted the Papakura Local Grants Programme 2016/2017 on 18 May 2016. The document sets application guidelines for community contestable grants.

3.       The local board is required to allocate grants to groups and organisations delivering projects, activities and services that benefit Aucklanders and contribute to the vision of becoming the world’s most liveable city.

4.       The Papakura Local Board has set a total community grants budget of $127,000 for the 2016/2017 financial year. On the 22 February 2017 meeting, the Papakura Local Board reallocated $22,500 to the community grants budget.

5.       To date, the Papakura Local Board has already allocated $71,083 through the Local Grant Round One and Quick Response Round One, Two and Three. A total of $78,417 remains to be allocated across the 2016/2017 grant rounds.

6.       Sixteen applications were received for the Quick Response Round Four requesting a total of $28,144, see Attachment B.

Comments

7.       The Auckland Council Community Grants Policy supports each local board to adopt a grants programme (see Attachment A).

8.       The local board grants programme sets out:

·    Local board priorities

·    Lower priorities for funding

·    Exclusions

·    Grant types, the number of grant rounds and when these will open and close

·    Any additional accountability requirements.

9.       The Papakura Local Board will operate four quick response and two local grants rounds for this financial year. 

10.     The community grant programmes have been extensively advertised through the council grants webpage, local board webpages, local board e-newsletters, Facebook pages, council publications, radio, and community networks.

11.     For the 2016/2017 financial year, the Papakura Local Board set a total community grants budget of $127,000 for the 2016/2017 financial year. On the 22 February 2017 meeting, the Papakura Local Board reallocated $22,500 to the community grants budget from the Event Partnership Fund.

12.     To date, the Papakura Local Board has already allocated $71,083 through the Local Grant Round One and Quick Response Round One, Two and Three. A total of $78,417 remains to be allocated across the 2016/2017 grant rounds.  After the allocation of the Quick Response Round Four, there is one local grant remaining to allocate for the 2016/2017 year.

13.     It is recommended that the board consider allocating up to $16,000 for this grant round.

14.     Sixteen applications were received for the Quick Response Round Four requesting a total of $28,144, see Attachment B.

Consideration

Local board views and implications

15.     Local boards are responsible for the decision-making and allocation of local board community grants.  The Papakura Local Board is required to fund, part-fund or deadline these grant applications against the local board priorities identified in the local board grant programme.

16.     The board is requested to note that section 50 of the Community Grants Policy states “We will also provide feedback to unsuccessful grant applicants about why they have been declined, so they will know what they can do to increase their chances of success next time.”

17.     A summary of each application is attached, see Attachment B.

Māori impact statement

18.     Community grants provides opportunities for all Aucklanders to undertake projects, programmes, activities that benefit a wider range of individuals and groups, including Maori.  As a guide for decision-making, in the allocation of community grants, the new community grants policy supports the principle of delivering positive outcomes for Maori.

Implementation

19.     The allocation of grants to community groups is within the adopted Long Term Plan 2015-2025 and local board agreements.

20.     Following the Papakura Local Board allocating funding for quick response round four, commercial and finance staff will notify the applicants of the local board’s decision.

Auckland Transport Update May 2017 to the Papakura Local Board

Purpose

1.       The purpose of this report is to respond to resolutions and requests on transport-related matters and provide an update on the current status of Local Board Transport Capital Fund (LBTCF). The report also provides a summary of consultation material circulated to the Board and provides information on transport matters of specific interest to the Papakura Local Board and its community.

Executive summary

2.       In particular, this report covers:

·        Responses to resolutions made by the Board on 26 April 2017 meeting

·        A Local Board Transport Capital Fund update

·        Auckland Transport projects that are being delivered in Papakura.

 

Recommendation/s

That the Papakura Local Board:

a)      note the Auckland Transport update April 2017 report.

b)      request that Auckland Transport provide ‘Rough Orders of Cost’ for five projects:

i)        Shared path along Great South Road, Takanini

ii)       Relocation of pedestrian crossing on East Street, Papakura

iii)      Raised crossing on Wood Street, Papakura

iv)      Directional Plinth from Rail Station.

b)      request Auckland Transport take immediate action to alleviate the safety risks from Elliot street turning into Beach Road through providing extra signage.

·    Additional signage was investigated to alleviate the situation with the road layout as requested by the local board. A programmed switch of the road layout to the next stage of the traffic management plan on the same week of the April local board meeting. This was considered to alleviate the situation regarding the left hand turn from Elliott Street, east onto Beach Road. Auckland Transport is continuing to monitor the situation.

c)      request Auckland Transport to investigate syncing traffic lights on Beach Road-Great South Road lights during peak flow hours.

·    Operational staff are working with Auckland Transport Operations Centre to monitor traffic flows and provide updated information to alter traffic light phasing at the Beach Road-Great South Road intersection particularly at peak times to ease congestion.

d)      request that Auckland Transport monitor and ensure that buses comply with the road code.

·    Noted, Auckland Transport requires all partner organsiations delivering public transport within Auckland to comply with all relevant legislation which includes the rode code (Land Transport (Road User) Rule 2004). Specific queries or concerns can be directed to Auckland Transport to address accordingly.

e)      that Auckland transport provide efficient and reliable service to major events such as the World Masters Games.

·    Auckland is working on providing an efficient and reliable public transport network for Aucklanders which includes major events such as the World Masters Games (the March Auckland Transport board meeting Year to Date notes that public transport punctuality across all modes was reported as 95.4%). For the World Master Games, this included subsidising travel on the public transport network for athletes.

·    The recent Adele concerts were a recent example where 80% of the attendees were carried to and from the concert via public transport over a number of days. Auckland Transport is continually working to improve its service delivery including major events. Other positive recent examples include March Madness (period where students returning to both school and university as well as workers after summer holidays impact on the transport network) and the Justin Bieber concert. Specific feedback can be directed to Auckland Transport to address.

 

Auckland Transport Quarterly Reporting

4.       Auckland Transport provides quarterly reports about the organisations activities. Attachment A provides information about Auckland Transport’s regional and local activities. Attachment B provides information about Auckland Transport’s work with local schools.

 

Auckland Transport’s actions against advocacy plans

5.       This section provides a report about how Auckland Transport is supporting the Papakura Local Board’s ‘advocacy initiatives’ from the 2014-2017 Local Board Plan. The table below notes the local board’s key transport related ‘advocacy initiatives’

A safe cycling and walking network across the south

The Great South Road cycle lane – Takanini was completed in December 2015.

 

Recently, the local board has raised safety concerns related to the cycleway and has been seeking to investigate safer cycling options along Great South Road, Takanini.

 

Clear links between town centre and rail station

The covered walkway from the rail station to the main street was delivered by Auckland Transport through the Local Board Transport Capital Fund.

 

This project highlights the role of the local board in ‘place shaping’ and provides a clear physical linkage from the train station to the Papakura mainstreet.

 

Better and safer connections by road and rail

Better and more joined up bus services, travel information and low bus floors

The New Network rolled out in October 2016 to better join up bus and rail services in the South. Figures from February 2017 have shown an increase in patronage of 16% from the Papakura Station.

 

As part of the rollout of the New Network in the south, all buses can now be lowered to improve entry and exit on to buses.

 

 

Transport capital fund update

Updates

7.       The Local Board Transport Capital Fund is a capital budget provided to all local boards and delivered by Auckland Transport. Local boards can use this fund to deliver projects that they deem important but are not part of Auckland Transport’s work programme. The limitations being that the project must:

·        Be safe.

·        Not impede network efficiency.

·        Be in the road corridor. Although projects running through parks can be considered if there is a transport outcome. 

8.       Papakura Local Board’s annual funding is approximately:

·        $315,491 carried over from 2016/2017 financial year

·        $331,660 for the 2017/2018 financial year

·        $346,396 for the 2018/2019 financial year

·        $351,517 for the 2019/2020 financial year (although the election is in 2019 the 2019/2020 financial year starts before the election so this money can be spent by this term’s local board). 

·        The annual increase is because the fund will now be adjusted for inflation each year.

9.       Local boards can consolidate up to three years of the funding available to them in an electoral term to allocate to projects. For the Papakura Local Board this means a total of approximately $1.34 million could be spent on transport projects in this electoral term.

10.     Auckland Transport encourages all local boards to identify potential projects early in their electoral term to ensure that project planning, procurement and delivery can be undertaken within the current electoral term

 

Local Board Transport Capital Fund Projects

11.     The Papakura Local Board has identified five possible projects that could be funded from their Local Board Transport Capital Fund during planning workshops, the most recent being held on the 3 May 2017. The following potential new projects were identified for further investigation including feasibility and development of a ‘Rough Order of Cost’(ROC):

·    Shared path along Great South Road, Takanini – A shared cycling and pedestrian walkway along Great South Road from Southgate Shopping centre to Taka Street to improve safety for cyclists.

·    Relocation of pedestrian crossing on East Street, Papakura from its existing site further north, to align with the exit from the New World supermarket and the pedestrian access from the Museum & library facility

·    A new raised pedestrian crossing on Wood Street, Papakura to improve pedestrian safety for the local residents.

·    Directional plinth signage/information hub for the Papakura rail station as a way-finding tool.

·    The fifth project relates to a section of local Greenways plan, but requires further clarification prior to local board approval for a ROC. This will be presented at a future local board meeting.

12.     The Papakura Local Board has requested that Auckland Transport investigate the feasibility and provide a cost for each of these proposed projects. Draft recommendations are included in this report. Detailed application forms for each of the projects will be developed and submitted to Auckland Transport’s technical teams by the Auckland Transport Relationship Manager.

13.     Auckland Transport staff will develop the concepts and indicative costs and report back to the local board.

14.     When the ROC is provided by Auckland Transport, this information can be used to assist the local board to prioritise projects that will be progressed for delivery and funded via the Local Boards Transport Capital Fund.

 

Papakura Park & Ride

15.     This project is investigating a trial for Papakura Park and Ride facility to cope with the increase in patronage on the Auckland Transport Metro network.

16.     An engineering study (including a geotechnical assessment) was completed before Christmas and feasibility of this project is being progressed. The results of the current work were expected to be completed by April 2017.

17.     A briefing to the local board was scheduled for 3 May 2017 but has been delayed and will be rescheduled for next month - June 2017.

 


 

Upcoming projects and activities

18.     Auckland Transport provides the Papakura Local Board with the opportunity to comment on transport projects being delivered in this local board area.

19.     In this reporting period for April, one project relating to traffic controls for the current development at the Manukau Golf Course Subdivision was put forward to the local board for comment. No objections were received. A summary of the information is included in Attachment C.

20.     Traffic Control Committee (TCC) decisions are reported on a monthly basis. In April there were two TCC decision in the local board area.

Regional and sub-regional projects

Public transport service

22.     The number of people using public transport in Auckland is reaching record numbers. In the last year 19 million trips were taken on Auckland’s trains, a nearly 20 percent increase over the year prior.

23.     Auckland Transport (AT) is working to improve customer service on public transport. The first project will bring together ticket offices and customer service centres at five train stations. Currently customers need to queue at one point to buy a cash ticket and queue at another to get journey planning advice and other information at AT Metro services.  Bringing the ticket offices and customer service centres together will provide a faster ticketing service and give our customers better service overall.

24.     The five stations that have two offices that will be combined are Britomart, Newmarket, New Lynn, Papakura and Manukau. There is also a customer service centre at Panmure which will be changed to offer tickets as well.  The change will be in place by the end of July 2017.

25.     Safety from crime on public transport (particularly trains) has been raised by local boards and the public over the past few years.  Auckland Transport are responding by delivering a number of projects to improve public safety through the following:

·     New security gates at key stations. Auckland Transport HOP electronic gates will be installed at eight stations over the next 18 months: Ōtāhuhu, Manurewa, Papatoetoe, Henderson, Parnell, Middlemore, Glen Innes and Papakura. Papakura is planned for completion by end of the second quarter of 2018.

·     Law changes so that people that do not pay fares can be removed from trains and fined. 

·     Changing national legislation to allow for staff on trains to be ‘warranted’ (or empowered under legislation to remove people and demand identification). 

26.     Legislative changes are required to enable warranted officers on trains and is currently progressing through Parliament. Auckland Transport is planning a pilot scheme with 18 warranted officers working on the AT Metro public transport network. The presence of legally empowered staff will provide visible security on rail network. 

 

City rail link

27.     Three companies have been shortlisted to progress to the tender stage from a group of eight international companies for the delivery of the entire integrated system, testing and commissioning for the City Rail Link (CRL). They are:

·    John Holland NZ Ltd

·    Laing O’Rourke Australia Construction Pty Ltd

·    RCR Infrastructure (New Zealand) Ltd

28.     The chosen companies will have three months to tender and following evaluation the successful company is likely to be appointed in the last quarter of this year.

29.     The contract will be for the systems that include tracks, power systems, communications, controls, ventilation and signalling from Britomart, through the CRL and connecting to the western line at Mt Eden Station.

30.     The board’s views will be incorporated during consultation on any proposed schemes.

Māori impact statement

31.     No specific issues with regard to impacts on Māori are triggered by this report and any engagement with Māori will be carried out on an individual project basis.

Auckland Council’s Quarterly Performance Report: Papakura Local Board: Quarter three, 1 January - 31 March 2017

Purpose

1.       To provide the Papakura Local Board members with an integrated quarterly performance report for Quarter three 2016/2017, against the Local Board Agreement work programme.

Executive Summary

2.       This report provides an integrated view of performance for the Papakura Local Board, including, financial performance, progress against local board key performance indicators, progress against each operating department work programme, key challenges the board should be aware of and any risks associated with delayed delivery against the Papakura 2016/2017 Work Programme.

3.       The Papakura Local Board Work Programme Snapshot 2016/2017 Q3 (Attachment A) indicates that the programme is largely on track for delivery.

4.       Highlights this quarter were the allocation of the Papakura Youth Scholarships and the sign off on the draft Manurewa-Takanini-Papakura Spatial Priority Area.  

5.       All operating departments with agreed work programmes have provided a quarterly update against their work programme delivery (Attachment B). Of the 129 activities in the work programme, most are reported as ‘green’ status (on track). 

6.       There are 13 work programme items with an ‘amber’ status (behind delivery, some risk) or a ‘red’ status (behind delivery, significant risk):

·     Youth voice and youth-led initiatives

7.       The financial performance in Attachment C contains further detailed information on the financial performance of the board against Quarter three. This signals that within the Locally Driven Initiatives (LDI) some projects (mainly community initiatives) are behind schedule or have not yet commenced ($235,000) while Parks Initiatives are ahead of budget by $52,000. Any LDI unspent mangrove eradication programme funding will be presented for deferral into the next financial year based on staff advice from the Financial Advisory Team – Local Boards. 

8.       In the Asset Based Services area, Parks has overspent in response maintenance and arboriculture ($214,000), while response repairs in aquatic and recreation contracted facilities came under budget ($70,000).

9.       The Papakura Performance Measure Results in Attachment D monitors progress against performance measures set in the local board agreement. In summary, the key performance indicators show that the Year-end outlook is for 45 per cent of measures to be achieved. This is explained in further detail in the report and in the attachment.

That the Papakura Local Board:

a)      receive the performance report for the financial quarter ending 31 March 2017 (Quarter 3).

 

Comments

 

Key Achievements for Quarter three

 

10.     The Papakura Local Board has a number of key achievements to report from the Quarter three period, which include:

·    The blessing of the Pahurehure boardwalk and esplanade.

·    The provision of funding for the well-attended Movies and Music in the Park event being held on the 24th February in Central Park. 

·    The allocation of the Papakura Youth Scholarships to the 19 successful applicants.

·    Sign off on the draft Manurewa-Takanini-Papakura Spatial Priority Area (Integrated Area Plan) with community consultation commencing on the 3rd April. 

 

Key Project updates from the 2016/2017 Work Programme

 

11.     All operating departments with approved 2016/2017 Work Programmes have provided performance report updates via SharePoint for Quarter three (see attachment B). The following are progress updates on projects identified under the outcomes in the Papakura Local Board Plan:

A vibrant metropolitan centre

·    ID2173: Papakura Commercial Project Group action implementation: work is underway to plan and deliver the Papakura street closure event, which will close off Broadway for traffic, on the 8th April. This community event will also mark the commencement of the consultation period on the Integrated Area Plan.  

A skilled workforce for local jobs

·    ID2252: YouthFULL programme through Youth Connections – staff have been working with the Papakura Marae to promote the available opportunities and pathways to employment to local rangitahi. The YouthFull website has also been upgraded with 28 work readiness courses available.

A sports and recreation hub

·    ID4187: Massey Park Aquatic Centre – work is currently being undertaken with regards to the re-roofing of the plant room and swim club, together with the removal of the turret building. The work is expected to be completed in June 2017.

Treasured for its environment and heritage

·    ID594: Support volunteer activity on parks and reserves – the focus in Quarter three has been on the planning for the upcoming planting season with several events currently being planned. 

Strong, safe and healthy communities

·    ID2267: Town Centre safety and economic development – staff have met with the Community Crimewatch Patrols and the Business Association to discuss a framework to increase collaboration with other volunteer groups working in the area. Preparations have also begun for a comprehensive safety review of the Papakura town centre and surrounding areas with the work being undertaken in quarter four.

 

Risks identified in the 2016/17 Work Programme

 

12.     The following are risks that have been identified by operating departments where the progress and performance indicator has been set to ‘red’ – significantly behind budget/time or achievement of outcomes.

Parks, Sport and Recreation

a.   Airfield subdivision park development, including growth funding for provision and locally driven initiative (LDI) funding ($20,000) for a concept plan. There is a delivery risk because the land for the proposed park has not yet been identified within the sub-division. Negotiations are underway with the developers to agree the land to be made available and vest it with the council. However, until the location of the park is agreed this project cannot progress.

Community Facilities

b.   The Drury Sports Complex carpet works, sand slits and top dressing work, funded through the Asset Based Services (ABS) capex budget over which the local board does not have any discretion, has been cancelled to help and fund the Southern Park Lighting project.

c.   The McLennan Park retaining wall renewals project has been cancelled as the works were undertaken in the previous financial year. 

13.     Due to the amount of funding involved the following ‘amber’ risk requires close monitoring.

Parks, Sport and Recreation

d.   The board has approved LDI funding ($300,000) for obtaining resource consent for mangrove removal around the Pahurehure inlet and the Conifer Grove area. The resource consent for the works has been obtained however the work programme needs to be developed and priced. Staff from the Financial Advisory Team – Local Boards, have advised that any LDI unspent mangrove eradication programme funding will be presented for deferral into the next financial year.

 


 

Financial Performance

 

14.     In Locally Driven Initiatives (LDI) some community projects are behind schedule or have not yet commenced ($235,000) while Parks initiatives are ahead of budget by $52,000. Any LDI unspent mangrove eradication programme funding will be presented for deferral into next year, based on officer advice. Most other LDI projects are forecast to be delivered.

15.     In Asset Based Services (ABS), Parks operations Rima has overspent $214,000 mainly in response maintenance and arboriculture, while response repairs in aquatic and recreation contracted facilities came under budget ($70,000). Pukekiwiriki maintenance programme was $80,000 underspent due to internal delays around updating the archaeological report.

16.     The capital expenditure budget of $2.3million is $588,000 behind delivery, but achieving 80% of year to date budget of $2.9million.

17.     In growth funding, the development of walkways, play space and park at Addison subdivision is about to tender for physical works and the Opaheke SID design will be completed this year for work to commence in financial year (FY)18. Renewals overall are financially on target.

18.     The financial summary for Papakura Local Board is attached to this report (Attachment C).

 

Key Performance Indicators

 

19.     The performance measure results show that the local environmental management and local planning and development measures are on track. Most community services measures are tracking below target and are not expected to be achieved at year end.

20.     Full key performance indicator (KPI) data for quarter one is detailed in Attachment D to this report.

21.     This report informs the Papakura Local Board of performance to date for the period ending 31 March 2017.

Māori impact statement

22.     Pukekiwiriki Paa Joint Management Committee has not met during this quarter. 

23.     Iwi have been consulted as part of the resource consenting process for mangrove removal around the Pahurehure inlet and the Conifer Grove area. Ongoing conversations form part of the process going forward.

Puketāpapa Local Board key advoacy for the Manukau Harbour and coastal tracks

1.       The Puketāpapa Local Board is seeking support from the other Manukau Harbour Forum member boards for a similar advocacy initiative in their respective 2017/2018 Annual Agreements.

2.       The below is the Puketāpapa Local Board’s advocacy initiative relating to the Manukau Harbour.

Initiative

Description

Restoration / protection of the Manukau Harbour and further development of its coastal tracks

 

Advocate for increased regional recognition of the Manukau Harbour, with a particular focus on:

a)     

·   The collaboration between nine local boards to support integrated management of the harbour through the Manukau Harbour Forum. Resources, including officer input and budget, are required to support the delivery of a Marine Spatial Plan

b)     

·   Support on-going investment in the continued development of the Manukau Harbour/Waikowhai coastal tracks, which will contribute to recreation, tourism, transport and environmental benefits for the wider region

c)     

·   Removal of the high voltage transmission power pylons within the coastal environment

 

Why is it a priority?

Auckland is shaped by unique coastal features. The Manukau Harbour is recognised and valued as a significant cultural, ecological, social and economic treasure/taonga.

 

A programme of integrated harbour management and development will ensure that it has a rich and diverse marine and terrestrial environment that is able to be enjoyed by all. It should be afforded the appropriate level of resources to ensure that the tracks and walkways are developed and delivery of the Marine Spatial Plan is not delayed.

3.       The Papakura Local Board may wish to support the Puketāpapa Local Board’s advocacy initiative.

-     Agreed to fund the cost of $5,063 from the Community Response Locally Driven Initiatives Fund to the Papakura Business Association Incorporated to support the relocation of Closed Circuit Television from the PBA premises to the Papakura Police Station to improve the monitoring by the CrimeWatch volunteers.

-     Agreed that the Chair and Deputy Chair liaise with the Papakura Business Association Inc to assess suitable sites for installation of new cameras.

-     Approved a new community ground lease for Counties Manukau Kindergarten Association Incorporated (Nina Busing Kindergarten) for 13A Clevedon Road, Papakura.

-     Approved a new road name for the residential subdivision by Karaka Brookview Limited at 241 Park Estate Road, Hingaia.

-     Approved new road name for three private ways within the residential subdivision by Addison Development at 250 Porchester Road, Takanini.

-     Reallocated unspent events partnership funding of $22,500 to the three remaining 2016/2017 contestable funding rounds as follows:

i)          $5,625 towards the Quick Response Round Three

ii)         $5,625 towards the Quick Response Round Four

iii)         $11,250 towards the Local Grants Round Two

-     Approved the scope of the Hawkins Theatre Business Planning Project with the following additions:

i)          To include a strong focus on improved promotion of the venue

ii)         To include income and options for increased revenue

iii)         To include community consultation with stakeholders, and user groups.

-     Agree that the Papakura Local Board Chair will initiate engagement with mana whenua groups who have registered interest in the Papakura Local Board area, to inform the Hawkins Theatre Business Plan.

-     Endorsed the Manurewa and Papakura Local Board joint submission on the Point England Development Enabling Bill – January 2017.

-     Adopted the work stream allocations for the Board and appointed Member Auva’a to the Aircraft Noise Community Consultative Group.

-     Received the Auckland Council’s Quarterly Performance Report for the Papakura Local Board:  Quarter Two, 1 October – 31 December 2016.

Governance Forward Work Calendar

Purpose

1.       To present a 12 month governance forward work calendar to the board.

Executive Summary

2.       This report updates the governance forward work calendar: a schedule of items that will come before the board at business meetings over the next 12 months. The governance forward work calendar for Papakura is included in Attachment A.

3.       The calendar aims to support local boards’ governance role by:

·    ensuring advice on agendas and workshop material is driven by local board priorities

·    clarifying what advice is required and when

·    clarifying the rationale for reports.

4.       The calendar will be updated every month. Each update will be reported back to business meetings and distributed to relevant Council staff. It is recognised that at times items will arise that are not programmed. Board members are welcome to discuss changes to the calendar.

Comments

5.       The council’s Quality Advice Programme aims to improve the focus, analysis, presentation and timeliness of staff advice to elected representatives. An initiative under this is to develop forward work calendars for governing body committees and local boards. These provide elected members with better visibility of the types of governance tasks they are being asked to undertake and when they are scheduled.

6.       Although the document is new, there are no new projects in the governance forward work calendar. The calendar brings together in one schedule reporting on all of the board’s projects and activities previously approved in the local board plan, long-term plan, departmental work programmes and through other board decisions. It includes governing body policies and initiatives that call for a local board response.

7.       This initiative is intended to support the boards’ governance role. It will also help staff to support local boards, as an additional tool to manage workloads and track activities across council departments, and it will allow greater transparency for the public.

8.       The calendar is arranged in three columns, “Topic”, “Purpose” and “Governance Role”:

·    Topic describes the items and may indicate how they fit in with broader processes such as the annual plan

·    Purpose indicates the aim of the item, such as formally approving plans or projects, hearing submissions or receiving progress updates

·    Governance role is a higher-level categorisation of the work local boards do. Examples of the seven governance categories are tabled on the following page.

9.       Board members are welcome to discuss changes to the calendar. The calendar will be updated and reported back every month to business meetings. Updates will also be distributed to relevant Council staff.

11.     The projects and processes referred to in the governance forward work calendar will have a range of implications for Māori which will be considered when the work is reported.
