1 Welcome
Member Auva’a led the meeting in prayer.
The room stood for a moments silence in recognition of the victims of the bombing on 23 May 2017 in Manchester, England.

Resolution number PPK/2017/95 MOVED by Member K Winn, seconded by Chairperson B Catchpole: That the Papakura Local Board: a) receive the update from: i) Cr Daniel Newman regarding: · Living Wage Proposal – would support the proposal · 3.5 % rate increase – would support the proposal · Accommodation rate proposal – would not support the proposal · Easter Sunday – would vote for the status quo to remain · Takanini land – requested that the board ask Auckland Transport to advocate to KiwiRail and Land Information New Zealand to purchase the land adjacent to the Takanini Train Station so that Auckland Transport could secure a long term lease for a park and ride. · Three bin rubbish scheme would be rolled out in Papakura in March 2018. ii) Cr Sir John Walker regarding: · Accommodation Rate Proposal – after receiving all the information and considering it Cr Walker would not be supporting this proposal.

Auckland Transport Update May 2017 to the Papakura Local Board |

Resolution number PPK/2017/97 MOVED by Member WF McEntee, seconded by Member K Winn: That the Papakura Local Board: a) note the Auckland Transport update May 2017 report. b) request that Auckland Transport provide ‘Rough Orders of Cost’ for five projects: i) relocate the existing cycleway to the current footpath creating a shared cycling and pedestrian walkway along Great South Road, Takanini from Southgate Shopping centre to the Papakura Stream to improve safety for cyclists. ii) the relocation of the pedestrian crossing on East Street, Papakura from its existing site further north, to align with the exit from the New World supermarket and the pedestrian access from the Museum and library facility. iii) a new raised crossing on Wood Street, Papakura to improve pedestrian safety for the local residents. iv) a directional plinth signage/information hub for the Papakura Rail Station as a way-finding tool. v) investigate whether the Local Board Transport Capital Fund can be utilised for the construction of a walkway/cycleway across Pahurehure Inlet between Longford Park and Pylon Point. c) requests Auckland Transport to investigate elements of the Papakura greenways – local path plan that could potentially be funded through the Local Board Transport Capital Fund. d) notes that the workshop on the Papakura park and ride has now been rescheduled on several occasions. The board expresses a need for urgency in progressing this matter and requests that the Chairperson writes to the Auckland Transport Chief Executive requesting urgency for the topic to be presented at a workshop during June 2017.
e) requests further clarification from Auckland Transport regarding the bringing together of the ticketing and customer service centre in Papakura and the implications for the customer. f) requests Auckland Transport advocate to KiwiRail and Land Information New Zealand to promptly complete the sale and purchase of land adjacent to the Takanini Train Station so that Auckland Transport can secure a long term lease for park and ride. |

Resolution number PPK/2017/98 MOVED by Member WF McEntee, seconded by Member K Winn: That the Papakura Local Board pursuant to section 319(1)(j) of the Local Government Act 1974: a) approve the additional two road names proposed by the applicant for the new road created by way of the Housing Accords and Special Housing Area Act 2013 at 170 – 190 Walters Road and 543 – 587 Mill Road, Takanini as follows: i) Hukihuki Drive ii) Toropapa Crescent |

Resolution number PPK/2017/99 MOVED by Member MV Turner, seconded by Member K Winn: That the Papakura Local Board: a) receive the performance report for the financial quarter ending 31 March 2017 (Quarter 3)
b) agree that a total of $40,000 (being $20,000 for Bruce Pulman Park and $20,000 for Airfield Park concept plans) of the 2016/2017 locally driven initiatives operational expenditure budget be deferred to 2017/2018.
c) requests clarification on the amber and red work programme items contained in the quarterly report prior to 7 June 2017. These items sit within the following departments, Arts, Community and Events, Parks, Sports and Recreation and Community Facilities projects. |
