TERMS OF REFERENCE

 

PURPOSE

 

·         To identify and communicate to the Council the interest and preferences of the rural based industries and rural communities of Auckland in relation to:

 

-       the content of the strategies, policies, plans, and bylaws of the Council, and

-   any matter that the Panel considers to be of particular interest or concern to the rural based industries and rural communities of Auckland.

 

·         To advise the Mayor and the Council’s Governing Body and local boards, of the Council processes and mechanisms for engagement with the rural based industries and communities in Auckland.

 

·         To deliver recommendations for accelerating the social, economic, environmental and cultural performance of the rural part of the Auckland Council region.

 

 

SCOPE

 

To provide a forum for consideration of issues affecting the rural part of the Auckland Council area and recommendations to Council including (but not limited to):

 

·           Driving economic growth

·           Food and fibre production and associated food and beverage processing (value adding) and equine based activities

·           Research and development support

·           Environmental resource issues including quarrying and aggregate production

·           Ecological, landscape and coastal values

·           Service delivery

·           Rural infrastructure, including transport

·           Biosecurity

·           Amenities and open space

·           Transport

·           Rating.

Bev Trowbridge - Ballance Environment Award Winner

Purpose

Bev Trowbridge from Muriwai Valley Farm, a stud sheep and beef property near Warkworth, winner of this year’s Auckland Ballance Farm Environment Massey University Innovation Award, Beef + Lamb New Zealand Livestock Award and Auckland Council Water Quality Enhancement Award will be present to address the panel.

Auckland Plan Refresh Update

Purpose

1.       Wayne Brown, Lead Strategic Advisor, will be present to provide an update on the Auckland Plan Refresh.

Executive summary

2.       A short presentation introducing the refresh of the Auckland Plan, what a refreshed Plan would provide, the programme for undertaking the refresh and an outline of its contents.  

Initial feedback will be sought on:

·    the information provided

·    how best to engage with the Panel

·    how engagement with rural communities might be undertaken.

Public Safety and Nuisance Bylaw Review

Purpose

1.       To seek feedback from the Rural Advisory Panel on the Public Safety and Nuisance Bylaw.

Executive summary

2.       Auckland Council is currently reviewing its Public Safety and Nuisance Bylaw (the bylaw).

3.       The bylaw covers a wide range of issues as shown in Attachment A. Issues of particular interest to the Rural Advisory Panel may include:

·        fireworks

·        outdoor fires

·        vehicles on beaches or parks

·        nuisance or dangerous fencing.  

4.       As part of the review, staff seek feedback from the Rural Advisory Panel in its role as advisors to Auckland Council on rural issues.

5.       It is recommended that the feedback be obtained using a workshop format at its meeting on Friday 5 May 2017. Attachment B contains the questions we would like to workshop. 

6.       Staff will use the feedback, together with other research and engagement initiatives, to develop a report to the Regulatory Committee in September 2017. At that meeting, the Regulatory Committee will decide whether any changes to the bylaw should be proposed. Any proposed changes will be publicly notified for submissions before a final decision is made in 2018.

 

Recommendation/s

That the Rural Advisory Panel:

a)      provide feedback during the meeting on the effectiveness of the Public Safety and Nuisance Bylaw and possible alternatives.
