Purpose
1. To provide the Waitākere Ranges Local Board members with an integrated quarterly performance report for Quarter 3, FY2016/17 against the Local Board Agreement work programme
Executive summary
2. This report provides an integrated view of performance for the Waitākere Ranges Local Board, including financial performance, progress against local board key performance indicators, progress against each operating department work programme, key challenges the board should be aware of and any risks associated with delayed delivery against the Waitākere Ranges 2016/17 Work Programme.
3. The Waitākere Ranges Local Board has an approved 2016/17 work programme for the following operating departments:
· Arts, Community and Events, approved on 9 June 2016
· Parks, Sport and Recreation, approved on 9 June 2016
· Libraries and Information, approved on 9 June 2016
· Community Facility Renewals, approved on 9 June 2016
· Infrastructure and Environmental Services, approved on 14 July 2016
4. All operating departments with agreed work programmes have provided a quarterly update against their work programme delivery, with most items reported as ‘green’ status (on track), and no items with a ‘red’ status (behind delivery, significant risk).
5. Overall, the financial performance of the board against Quarter 3, FY16/17 is on track. There are some points for the board to be aware of Operating expenditure and revenue for the nine months to March 2017 overall is on track with budget. Capital projects for the period on the other hand are below budget by (53%) due mainly to delays on parks renewals programmes and Glen Eden town centre as a result of consent/tendering issues and business case preparation.
6. The overall dashboard for the Waitākere Ranges Local Board indicates performance in the Waitākere Ranges Local Board area is tracking positively (Appendix A).
7. The capital forecast spend for the year to June is expected to be around 73% of the total year’s budget (Appendix C).
8. The Key Performance Indicators for the Waitākere Ranges Local Board shows mixed delivery at this point in the second quarter (Appendix D).
9. This report does not yet cover the entirety of the Waitākere Ranges Local Board’s projects.

Key Achievements for Quarter Two
Further to delivery of activities that can be defined as ‘business as usual,’ progress during this quarter largely relates to planning and mid-stage delivery of projects.
Key Project updates from the 2016/17 Work Programme
10. All operating departments with an approved 2016/17 Work Programme have provided performance report updates via SharePoint for Quarter 3 (Appendix B). The following are progress updates against a number of key projects identified in the Local Board Plan:
· The Kauri Karnival, to raise awareness of kauri dieback was held on 5 March 2017, with an estimated 2000 people attending during the day. Movies in Parks was screened at Hoani Waititi Marae on 24 March 2017.
· Waitākere Ranges War on Weeds programme was delivered by EcoMatters.
· The second period of control work on the Climbing Asparagus Weed Management Project was delivered in February 2017.
Risks identified in the 2016/17 Work Programme
11. No significant risks have been identified by operating departments (where the progress and performance indicator has been set to ‘red’ – significantly behind budget/time or achievement of outcomes).
Financial Performance
12. The Financial Quarterly Performance Report is attached as Appendix C.
Key Performance Indicators
13. The year-end outlook is for 63 per cent of targets to be achieved (Attachment D).
14. The local environmental management, and local planning and development measures are on track, while there are some measures within local parks, sport and recreation, and local community services where performance needs to be lifted into order to achieve target.
15. Measures that are not on track to be achieved include:
· Percentage of residents satisfied with the provision (quality, location and distribution) of local parks and reserves. Auckland's growth may be putting pressure on open space as well as increasing demand for new activities on parkland.
· Percentage of Aucklanders that feel their local town centre is safe, during the day and at night. The Glen Eden Safety Hub (the business association, police and community groups) has a continued presence in the area. The proposed town square in Glen Eden will provide a space for community activation and improve perception of safety in the future.
· Facility utilisation at off-peak times for council-managed community centres and venues for hire. The digital booking system, which began recording bookings in FY17 Q1, is expected to improve customer experience and utilisation, along with a marketing campaign in Q3.
Consideration
Local board views and implications
16. This report informs the Waitākere Ranges Local Board of the performance to date for the period ending 31 March, 2017.
Māori impact statement
17. The Community Capacity Building work programme delivered via the Community Waitakere partnership builds on the capacity building work initiated by Community Waitākere in 2015/16 with Hoani Waititi Marae and surrounding communities. It supports the capacity of Hoani Waititi Marae to implement community-based programmes and activities and connect to the wider community.
Implementation
18. The Senior Advisor Waitākere Ranges Local Board will continue to facilitate performance updates to the local board.
