Resolution number FR/2017/71 MOVED by Chairperson A Fulljames, seconded by Member M Bell: That the Franklin Local Board: a) receives the report entitled ‘Auckland Transport update – May 2017’. b) approves the following projects for construction, to be funded from the Franklin Local Board Transport Capital Fund: i) Beachlands town centre gardens (project #443), based on the firm estimate of $279,396 for the use of hardwood material ii) Additional pedestrian signage at three further locations, King Street Pukekohe, based on the firm estimate of $7,950 iii) Waiuku pavers upgrade of remaining priority areas 1-4, based on the estimate of $505,000 iv) Weatherly Drive, Beachlands, new footpath through to Te Puru Park, based on the estimate of $23,712 c) approves the following projects for detailed design and costing phase, to be funded from the Franklin Local Board Transport Capital Fund: i) First View Avenue, Beachlands, new kerb and channel on both sides from Sunkist Bay Road to Wakelin Road (306m), based on the estimate of $376,000 ii) Second View Avenue, Beachlands, new kerb and channel on the north side from Puriri Road to Cherrie Road (425m), based on the estimate of $272,000 iii) Installation of new FlagTrax system in Pukekohe town, of 150 estimated units on existing streetlights, based on the estimate of $147,000. d) requests Auckland Transport to upgrade the streetlighting in Hall Street Pukekohe to meet current streetlighting standards. e) requests Auckland Transport install “no stopping at all times” parking restrictions (broken yellow lines) and white parking limit lines (hockey stick boxes) on both sides of the entrance to the Franklin A&P Showgrounds on Station Road, Pukekohe. |

Resolution number FR/2017/73 MOVED by Chairperson A Fulljames, seconded by Member A Cole: That the Franklin Local Board: a) adopts local content for the Annual Budget 2017/2018 (Attachment A to the report entitled ‘Adoption of Franklin Local Board Agreement 2017/2018’), including: i. the Franklin Local Board Agreement 2017/2018 ii. a message from the Chair; iii. local board advocacy; iv. local activity budgets; v. local performance targets. b) notes: i. that the local activity budgets have been updated to reflect final budget decisions made by the governing body on 1 June 2017; ii. that if there are outstanding (not yet agreed) matters in the local board agreement, the local board should include an explanation of these matters in the Chair’s message at the front of the local board agreement; iii. that the resolutions of this meeting will be reported back to the governing body when it meets to adopt the Annual Budget 2017/2018 on 29 June 2017. c) agrees that the Chair be delegated authority to make any final minor changes to the local content for the Franklin Local Board Agreement 2017/2018. d) retains the fees and charges for venues for hire uninflated for the 2017/2018 financial year and adopts the following fees effective from 1 July 2017, noting that the off peak rates provide a 50% discount on peak rates:
e) allocates up to $13,000 from its Locally Driven Initiatives operational budget to cover the cost of providing a 50% discount for off-peak usage of venues for hire. f) requests staff provide updates through the quarterly reporting to the board, on the impact of the 50% off-peak discount on the utilisation of these venues and actual against budgeted revenue noting that any revenue over budget will be used to offset the local board’s Locally Driven Initiatives budget allocation. g) retains the existing criteria for identifying “priority groups” who will be eligible for a 50% discount of the regular user fee i.e.: i. not for profit groups/charitable trusts OR ii. community organisations. h) uses the following criteria for determining a number of groups that are eligible for a 100% discount on use of venues for hire for 2017/18: i. community good; ii. little or no income; iii. alignment with local board plan priorities; iv. volunteers who work with council; v. independence of the organisation. i) after consideration of the criteria in clause h), provides the following groups with a 100% discount for venues for hire in Franklin for the 2017/2018 financial year: i. FRANCOSS (Franklin Council of Social Services) – Pukekohe Concert Chamber ii. Pukekohe Senior Citizens Club – Franklin: The Centre (Stevenson Room) iii. Franklin Heritage Forum – Pukekohe Old Borough Building iv. Communicare – Pukekohe Old Borough Council Building v. Franklin Youth Advisory Board – Franklin:The Centre vi. Well Women – Pukekohe Concert Chamber vii. 60s Up Movement – Pukekohe Concert Chamber viii. Mudlarks – Waiuku Community Hall ix. Franklin Arts Festival – Pukekohe Town Hall and Concert Chamber x. Clevedon RoundUp – Clevedon District Centre xi. Clevedon Business Association – to open the Clevedon District Centre to local businesses each Friday xii. Keep Franklin Beautiful – Pukekohe Old Borough Council Building xiii. Franklin and Districts Justices of the Peace Association – Clevedon District Centre j) allocates up to $21,000 from its Locally Driven Initiatives operational budget to cover the cost of providing free usage of the identified community venues to the community groups approved in clause i). |

The motion was put to the vote by a show of hands and was declared CARRIED by five votes to three. |
