Purpose
1. The purpose of this report is to seek approval from the Papakura Local Board for one new road name for a road created by a joint land use and subdivision consent at 241 Park Estate Road, Hingaia.
Executive summary
2. Auckland Council has road naming guidelines that set out the requirements and criteria of the council for proposed road names. These requirements and criteria have been applied in this situation to ensure consistency of road naming for the Auckland Council.
3. Following assessment against the road naming criteria, the road name Ngakoro Road (applicant’s preferred road name) and alternative names Takaraho Road and Nganipu Road were determined to meet the road naming guideline criteria.
4. The Applicant derived their proposed names following consultation with local Iwi.
5. The road name ‘Ngakoro Road’ preferred by the Applicant and the alternative names Takaraho Road and Nganipu Road are considered for approval by the Local Board.
That the Papakura Local Board, pursuant to section 319(1)(j) of the Local Government Act 1974: a) considers for approval, the road name ‘Ngakoro Road’, preferred by the Applicant, for the new road created by way of a subdivision consent at 241 Park Estate Road, Hingaia while noting that the alternative names ‘Papakura Local BoardTakaraho Road and Nganipu Road’ were also determined to meet the road naming criteria.

Comments
6. The Auckland Council Road Naming Guidelines allow that where a new road needs to be named as a result of a subdivision or development, the subdivider / developer shall be given the opportunity of suggesting their preferred new road name for the Local Board’s approval.
7. Joint land use and subdivision resource consents R/JSL/2014/5302 and R/JSL/2016/683 have been granted by Council under the HASHA Legislation and RMA for Stage 1 of the Brookview Development. The road connection for Stage 1 is from Bayvista Drive until such time as Stage 2 is consented and developed. Road 1 will eventually connect to Kuhanui Drive with a roundabout.
8. Nine road names were approved by the Papakura Local Board on 22nd February 2017 (Resolution number PPK/2017/24). Approval was not requested by the developer for Road 1 which will be the extension of the existing Kuhanui Road.
9. The existing street numbering on Kuhanui Road is from south to north and it is not possible to continue the numbering to an extension of this road to the south without changing all of the existing street numbers. This proposal is to provide a new road name for Road 1 which is the new road extending to the south of Kuhanui Road. There is a roundabout at the intersection of these two roads which will provide a clear distinction between the two roads.

Decision Making
10. The Auckland Council by way of the Auckland Council Long Term Plan (2012-2022) allocated the responsibility for the naming of new roads, pursuant to section 319(1)(j) of the Local Government Act 1974, to Local Boards.
Assessment
11. The Applicant’s proposed road names have been assessed against the criteria set out in the Auckland Council road naming guidelines;
12. All of the road names proposed meet the criteria of the road naming guidelines.
13. The road name ‘Ngakoro Road’ proposed by the Applicant and alternative names ‘Takaraho Road and Nganipu Road’ are recommended for consideration for approval, noting that they comply with all of the criteria of the road naming guidelines.
Consideration
Local board views and implications
14. The decision sought from the Papakura Local Board for this report does not trigger any significant policy and is not considered to have any immediate impact on the community.
Māori impact statement
15. The decision sought from the Papakura Local Board on this report is linked to the Auckland Plan Outcome, “A Māori identity that is Auckland’s point of difference in the world”. The use of Māori names for roads, buildings and other public places is an opportunity to publicly demonstrate Maori identity.
Consultation
16. The Applicant initially consulted, as required by consent condition, with Ngāti Te Ata, Ngāti Tamaoho and Te Ākitai Waiohua. Ngāti Te Ata deferred to the other two iwi groups. Ngāti Tamoho and Te Ākitai Waiohua provided names which were adopted by the applicant.
17. The road names were also sent to all iwi (Ngāi Tai ki Tāmaki, Ngāti Tamaoho, Te Ākitai, Makaurau Marae, Te Rangatu, Ngati Paoa, Ngati Maru, Ngāti Whanaunga, Ngāti Tamaterā and Tainui) relevant to the Papakura Local Board area by the Council and no further comments were received.
18. Consultation has been undertaken with New Zealand Post who indicated that the road names meet their addressing standards.
Financial and Resourcing Implications
19. The cost of processing the approval of the proposed new road name and any installation of road name signage is recoverable in accordance with Council’s Administrative Charges.
Legal and Legislative Implications
20. The decision sought from the Papakura Local Board for this report is not considered to have any legal or legislative implications.
Implementation
21. The Resource Consenting Team is involved in ensuring that appropriate road name signage will be installed accordingly once an approval is obtained for the new road name.
