New community lease to Glenora Eagles Softball Club Incorporated, 44 Glendale Road, Glen Eden |

Resolution number WTK/2017/70 MOVED by Deputy Chairperson S Toms, seconded by Chairperson G Presland: That the Waitākere Ranges Local Board: a) grant a new community lease to Glenora Eagles Softball Club Incorporated for a 150m² (more or less) part of Harold Moody Reserve, 44 Glendale Road, Glen Eden (Attachment A), subject to one months’ public notification, and provided no objections are received on the following terms and conditions: i) term: 10 years commencing 8 June 2017 with one 10-year right of renewal; ii) rent: $1.00 plus GST per annum if requested; iii) Glenora Eagles Softball Club Incorporated Community Outcomes Plan as approved be attached to the community lease document (Attachment B); iv) delegate to the Chair to appoint a panel to hear any submissions received following the public notification process and for the panel to make a decision. b) all other terms and conditions in accordance with the Reserves Act 1977 and the Auckland Council Community Occupancy Guidelines July 2012.

Resolution number WTK/2017/74 MOVED by Member D Yates, seconded by Deputy Chairperson S Toms: That the Waitakere Local Board : a) approve the Arts, Community and Events work programme 2017/2018 with the following amendments: i) a waiver of the venue hire fee for Titirangi War Memorial Hall for the Going West Books and Writers Festival, and Titirangi Painters Exhibition for the next three (2017-2020), noting that the local board agrees to top up any shortfall in revenue if it is the direct result of the fee waiver and there are no other contribution factors ii) correction to the activity description in line ID63, Local Events Fund, to remove the reference to $17,500 unallocated budget. Total allocated to events in this line is $61k. iii) agree to entering into a 3 year funding agreement with West Auckland Pasifika Forum for the delivery of the Tula’i Youth Leadership Programme, noting staff advice that this has been a youth development programme successfully run and supported by Waitākere Ranges, Henderson-Massey, and Whau local boards over the past three years, operating under an annual agreement. The programme delivers quality outcomes and the Waitākere Ranges Local Board seeks to recognise this success through entering into a long-term funding agreement so that the Forum can plan long-term and continue to build their sustainability. |

Waitākere Ranges Local Board 2017/2018 Community Facilities Work Programme |

Resolution number WTK/2017/75 MOVED by Member D Yates, seconded by Member N Henderson: That the Waitākere Ranges Local Board: a) approve the Waitākere Ranges Local Board 2017/2018 Community Facilities Work Programme b) approve in principle the Waitākere Ranges Local Board 2017-2020 Community Facilities Physical Works Programme c) delegate approval to the Waitākere Ranges Local Board Chair for any variances in the scope of the projects identified within the 2017/2018 Community Facilities Work Programme. d) note that the 2017/2018 asset-based services capital works funding envelope, identified for the work programme, is indicative to deliver the work and any budget variances will be managed within the total region-wide asset-based services funding envelope e) approve as local guidance a requirement for all new or replacement signs for local parks, walkways and facilities in the Waitakere Ranges area to be branded with the Waitakere Ranges Local Board logo. This will make it clear which facilities come under local board jurisdiction, and help communicate the roles and responsibilities of governance within Auckland Council to the public. f) ask that council staff investigate and report back in the first quarter (before 30 September 2017) on options to improve Prospect Park, Glen Eden, including replacing out of date park and community house signage, making the entrance to the park more attractive to visitors, and tidying up other elements such as the basketball court, fence and parking. g) request a report back on which parks in the wider Glen Eden area would benefit from having a public toilet, along with advice on the service levels and rationale for providing public toilets in parks.

Resolution number WTK/2017/76 MOVED by Deputy Chairperson S Toms, seconded by Chairperson G Presland: That the Waitākere Ranges Local Board: a) approve the allocation of $361,000 for environment projects to be delivered by the Infrastructure and Environmental Services directorate in 2017/2018 as detailed in this report and summarised in the table below;
b) note that with the funding of $103,000, EcoMatters Environment Trust will deliver the following projects: · EcoMatters Environment Centre and Sustainability Hub ($35,000) · War on Weeds ($23,000) · EcoWest Festival ($10,000) · Community Nursery ($10,000) · Love Your Neighbourhood ($10,000) · Love Your Place Awards ($5,000) · Plastic Bag Campaign ($5,000) · Project Homewise ($5,000) c) note the allocation of $614,925 of asset based services opex for the septic tank pump-out programme. |

Resolution number WTK/2017/77 MOVED by Deputy Chairperson S Toms, seconded by Member S Coney: That the Waitākere Ranges Local Board: a) approve moving to a three-year funding agreement with EcoMatters Environment Trust for the years 2017-2020, terminating on 30 June 2020, for environmental initiatives to be agreed as part of annual local environment programmes, subject to standard performance and exit clauses. b) note that funding approval for EcoMatters Environment Trust of $103,000 for 2017/2018 has been considered as part of the approval of the 2017/2018 Waitākere Ranges local environment work programme at the board’s meeting on 22 June 2017 c) approve funding for EcoMatters Environment Trust of $103,000 per annum for the 2018/2019 and 2019/2020 financial years, to be adjusted in accordance with Council’s agreed inflationary mechanism, once confirmed. |

Resolution number WTK/2017/78 MOVED by Member N Henderson, seconded by Member D Yates: That the Waitākere Ranges Local Board: a) approves the Waitākere Ranges Parks, Sport and Recreation draft Annual work programme 2017-2018 financial year; b) delegates approval to Member Neil Henderson for any changes to the Parks, Sport and Recreation Annual work programme 2017-2018 to the appropriate PSR Portfolio Manager and delegated local board members. c) Allocates funding for the Parks, Sport and Recreation work programme, noting that the local board has approved funding for the following, and noting that the detail of projects 1009, 810 and 990 are yet to be scoped with the local board.

Resolution number WTK/2017/80 MOVED by Deputy Chairperson S Toms, seconded by Member S Tollestrup: That the Waitākere Ranges Local Board: a) Agree the following local priorities are included for year one (2017/2018) of the new maintenance contracts: Community and workforce priorities 1) Supports a Living Wage being paid to 100 percent of the employees of council’s maintenance contractors including sub-contractors. 2) Expects council contractors to be a good employer in terms of the provisions set out in Schedule 7 of the Local Government Act 2002, so that council is not contracting out of this responsibility. 3) Note that community and workforce targets will be developed over the next 12 months to establish a baseline. Specific local board issues Weed and pest management 4) request a report on the detail and specifications of the arboriculture or ecological contracts which are of significant interest to the Waitakere Ranges Local Board. 5) request a report on the proposed maintenance programme for pest plant and animal control across all three contracts for open space in the Waitakere Ranges Heritage Area. 6) note that improving weed and pest management is a high priority for the Waitakere Ranges. West Coast beaches 7) visitor hot spots in the Waitakere Ranges need an enhanced level of service over the summer months (from Labour Day through to Easter), particularly over holiday periods and long weekends. 8) should it be relevant, expects that the West Coast Summer Community Rangers will continue. It provides an important service over summer in Piha and Te Henga with a broad ranging role that helps keep an eye on things, educate the public, and make sure maintenance issues are addressed in a timely fashion. Glen Eden Town Centre 9) improving Glen Eden Town Centre is a high priority so it is important the public spaces are well looked after and maintained to a high standard. b) note that community and workforce (smart procurement) targets may be developed over the next six to twelve months to establish a baseline. c) note that Auckland Council will continue to encourage, support and work with volunteer and community groups across the region in alignment to the new maintenance contracts d) delegates to the Chair, Deputy Chair Saffron Toms and Member Sandra Coney authority to compile a list of site specific local board issues e) note that the new contractors have been invited to visit areas of interest in the local board area with the local board members

Resolution number WTK/2017/81 MOVED by Member D Yates, seconded by Member N Henderson: That the Waitākere Ranges Local Board: a) recommends to the Governing Body the retention of the status quo in relation to Easter Trading for the following reasons: i) Easter Sunday is one of a small number of days each year on which families and communities can gather without pressure to work or consume. In a world in which people are increasingly time poor, this precious window of time for people to spend time together deserves protection. ii) A shift to Easter Sunday trading will fall most heavily on the young, Maori, Pasifika people and others in insecure, low-paid, and casual work who often work in sectors that require Sunday work, with little bargaining power. iii) New Zealand has only three and a half days per year on which trading protections apply (Christmas, Good Friday, Easter Sunday, and the morning of Anzac Day). This represents a very limited restriction on the ability of businesses to trade. We believe that a society that balances the needs of all people will recognise the social benefits of people, families, and communities being able to spend time together on these days, and give them protection.
