·        The passing of Ross McEwan and Henry Beazley, stalwarts of the Mangere East Rugby League Club.

·         Future Streets launch – Thanks to Local Board Services, Auckland Council, Ben Stallworthy from Auckland Transport and Hamish from Mackie Consultants.

·         Passion to Profession – Toko Manuel Rep FM for their Arts initiative Prizegiving, a great programme that Toko would like to extend and has some ideas for 2017/18 projects continuing at Mangere Arts Centre.

·        Exhibition of He Wai Mou He Wai Mau, by artist Natalie Robertson which is currently exhibiting at the Gallery.

·         Miss Samoan NZ competition - congratulations to Natalie Toeava. Also congratulations to the Director of Miss Samoa NZ Teeva and Pacific Events Entertainment for hosting a sell-out event at the Fale Samoa, Mangere.

·         Otahuhu Softball Club, which has 4 members of the club in the NZ White Sox team currently touring Japan

·         The committee and members of Te Puea Memorial Marae, who will once again open the marae to the homeless this winter, a huge and generous undertaking

a)         thank Mr Dave Carson for his attendance and presentation.

b)         request Community Facilities officers to report back on retaining Metro Theatre charges at previous levels for the South Auckland Traditional Country and Western Club

c)         request that the maintenance needs of the building be assessed and responded to.

Deputation - Manukau Beautification Charitable Trust

 

Lincoln Jefferson, General Manager, Manukau Beautification Charitable Trust made a presentation to the Board on the work of the Trust and in particular Eye on Nature event which was funded by the Board.

A copy of the presentation has been placed on the file copy of the minutes and can be viewed at the Auckland Council website.

New community lease to Otahuhu United Association Football Club Incorporated at Seaside Park, 1-15 Brady Road, Otahuhu

 

Member C O’Brien declared interest in Item 15: New community lease to Otahuhu United Association Football Club Incorporated for part of Seaside Park, 1-15 Brady Road, Otahuhu and did not take part in the decision of the item.

MOVED by Chairperson L Sosene, seconded by Member N Bakulich:  

That the Māngere-Ōtāhuhu Local Board:

a)      grant a new community lease to Otahuhu United Association Football Club Incorporated for part of Seaside Park, 1-15 Brady Road, Otahuhu (Attachment A) on the following terms and conditions:

i)       term – five years commencing 15 March 2016 with one five year right of renewal;

ii)      rent - $1.00 plus GST per annum if requested;

iii)     maintenance fee - $500.00 plus GST per annum;

iv)     the approved Otahuhu United Association Football Club Incorporated Community Outcomes Plan be attached to the lease document; and

v)      all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines July 2012.

b)      approve the Otahuhu United Association Football Club Incorporated a Community Outcomes Plan as attached to the agenda report (Attachment B).

c)      request that the maintenance needs of the building be assessed and responded to.

Auckland Transport Update - July 2017

That the Māngere-Ōtāhuhu Local Board:

a)      note the Auckland Transport Update – July 2017 report.

b)      supports, in principle, Auckland Transport’s Roads and Streets Framework and endorses its submission – Attachment A.

c)      request that Auckland Transport provide a ‘rough order of cost’ for the development of a new walking and cycling route through Ashgrove Reserve and initiate discussions with Community Facilities /Parks staff to ensure integration of advice on best outcomes for the reserve.  

d)      request Auckland Transport provide an update on public transport on Westney Road, Timberley Road and Verisimmo Drive south.

Grant of land owner approval for a proposed stormwater pipe and related works within the dripline of a park tree at Yates Park, 79R Yates Road, Māngere East

 

Resolution number MO/2017/134

MOVED by Chairperson L Sosene, seconded by Deputy Chairperson W Togiamua:  

That the Māngere-Ōtāhuhu Local Board:

a)      grant land owner approval for a proposed stormwater pipe and associated construction works in Yates Park, 79R Yates Road, Māngere East to proceed in general accordance with the plan prepared by CKL titled “Proposed Motel Development Lot 1 DP 43728 Drainage Layout Plan” dated 17 February 2017, Drawing No. 400, as detailed in Attachment A to the agenda report.

b)      grant land owner approval for proposed works within the root zone of one protected tree (Silver Birch) that stands within Yates Park, Māngere East to proceed in general accordance with the plan prepared by Square Tomato Registered Architects dated 27 April 2017, Drawing No. T101 and the Arboricultural Memo titled “Works Within Root Zone Of Trees In Yates Reserve, Mangere” prepared by Peers Brown Miller Ltd, dated 19 June 2017 as detailed in Attachment B to the agenda report.

c)      request the following conditions be included in the  resource consent:

             i.       The local board has recognised the need to provide for the social amenity values of the Yates Road neighbourhood and therefore advise that the consent holder shall maintain the development for the purpose it was consented for and not for any other activities not covered by this resource consent.

            ii.       This consent is for the proposal covered by the application made to Auckland Council and all documentation supporting the application only.

 

          iii.       This consent does not relieve the consent holder of their responsibility to apply for any other consent which may be required by the Auckland Council for the change in activity on site.

          iv.       This consent does not constitute any other required approval should the activity be altered on site.

            v.      The consent holder shall notify all relevant members of the public as required for consent for any change in activity on site.

Local board involvement in regional strategic priority workshops on the Long-term Plan 2018-2028

That the Māngere-Ōtāhuhu Local Board appoint the Deputy Chair as lead and the Chair as alternate to take part in regional strategic priority workshops on the Long-term Plan 2018-2028.

Auckland Plan refresh 2018: early feedback to inform draft plan

 

Resolution number MO/2017/136

MOVED by Chairperson L Sosene, seconded by Member C O'Brien:  

That the Māngere-Ōtāhuhu Local Board:

a)      provide the following feedback with reference to the challenges, opportunities, strategic themes and focus areas outlined on the Auckland Plan refresh 2018.

-  The board supports the strategic themes, noting that the six outcome areas of the Mangere-Otahuhu draft local board plan are closely aligned to these themes.

-  Homes and Places: the challenge for local communities in the area and the region is the issue of housing affordability, and what affordability will look like for the future. Local boards have a key role in place shaping and building communities from neighborhoods.  Future planning requires establishing a balance in the growth, and planning for neighbourhoods through investment in social infrastructure, access to services e.g. parks, shops and amenities.

-  Access and Connectivity: need for efficient, affordable and a sound connected network to link people to key destinations.  It is critical that public transport services the airport area and local work force, noting that the time frames for the rail link to the airport should be brought forward. The need for coordinated investment for planned infrastructure is very high in the local board area because of growth and the numerous services the area provides to the wider region.

-  Protect and enhance: would be relevant to include and reflect importance of diversity, and what it means for sense of connection to place, culture and heritage.  That is, the implications for recognizing, valuing and tapping into an increasingly diverse population across age, culture, ethnicity and ability.

-  Maori wellbeing: A key approach is to involve and include Maori in co-governance and decision making

-  Other: The draft plan currently does not speak of the role, position, influence and impact of the council controlled organisations. The refresh of Auckland Plan must consider the role of the CCOs in determining and influencing the future of the city.

b)      note that the resolutions of this meeting will be reported back to the Planning Committee when it meets to decide on direction to inform the draft Auckland Plan on 1 August 2017.

c)      note that there will be further opportunities to provide feedback on the draft plan as council continues through the refresh process during 2017.
