Henderson-Massey Local Board Plan Hearing 2017

Purpose

1.       To provide a high level overview of data gathered through public consultation held on the draft Henderson-Massey Local Board Plan 2017, along with all submissions and feedback received.

Executive summary

2.       The Local Government (Auckland Council) Act 2009 requires local boards to produce and adopt a local board plan by 31 October 2017. Under Section 83 of the Local Government Act 2002 local boards must use the special consultative procedure in adopting their local board plan.

3.       The consultation period for the draft local board plans ran from 22 May to 30 June 2017. Submissions were made through the following channels and coded together:

·   Online form available on the Shape Auckland website

·   Hard copy forms included in the household summary documents

·   Via email or post.

4.       In total 241 submissions were received on the draft Henderson-Massey Local Board Plan 2017. In addition, 191 people provided feedback at engagement events and there were 12 pieces of feedback gathered through Facebook.

5.       The following questions were asked in the online form and hard copy form and responses given via those channels, email and post.

1.  On a scale of one to five, are we on the right track with our proposed local board plan?

2.  Please rank our outcomes in order of importance, where one is most important and six is least important. 

3.  Tell us what you like the most about our proposed local board plan?

4.  What is one thing you think is missing in the Henderson-Massey area, which you feel is extremely important for the future?

5.  What else could we do to respond better to Maori needs and values?

6.  Do you have any further comment about our proposed Local Board Plan?

6.       Submitters to the draft Henderson-Massey Local Board Plan 2017 were given the opportunity to speak at a hearing. 33 submitters requested a hearing.

7.       All full submissions will be circulated under separate cover.

8.       Feedback received via Facebook is in attachment A (Henderson Massey Social Media Feedback) and Have Your Say events on the draft Henderson-Massey Local Board Plan 2017 are in attachment B (Henderson-Massey Event Feedback).

 

Recommendation/s

That the Henderson-Massey Local Board:

a)   receive submissions and feedback on the draft Henderson-Massey Local Board Plan 2017

b)   hear submitters wanting to speak in support of their submission to the draft Henderson-Massey Local Board Plan 2017

c)   thank submitters for their verbal presentation to the draft Henderson-Massey Local Board Plan 2017

d)   consider any potential amendments to the draft Henderson-Massey Local Board Plan 2017.

 

Comments

9.       The Local Government (Auckland Council) Act 2009 requires local boards to produce and adopt a local board plan by 31 October 2017.

10.     Under Section 83 of the Local Government Act 2002 local boards are required to use the special consultative procedure in adopting their local board plan. This includes ensuring the opportunity for a ‘spoken interaction’.

Written responses and submissions

11.     Results gathered from the six questions asked in the online and hardcopy forms, and submissions made via email and post, are outlined below. Further details on demographics and submission type can be found in attachment C (HM LB Update Final Report).

 Question 1: On a scale of one to five, are we on the right track with our proposed local board plan?

Of the submitters who responded to this question, 17% strongly agreed; 53% agreed; 27% were neutral; 2% disagreed and 1% strongly disagreed.    

Question 2: Please rank our outcomes in order of importance, where one is most important and six is least important.

Support was relatively evenly distributed across all the outcomes.

Responses to this question were open ended, and then coded against the draft outcome they most closely align to. The numbers reflect individual comments within a submission, so one submitter could contribute to more than one outcome tally.

The outcome‘It is easy to get around without a car’ garnered the most support under this question, followed by ‘Community facilities are vibrant and welcoming places at the heart of our communities’.A network of vibrant and loved urban neighbourhoods’ and ‘Natural spaces are valued ad restored’ were equally supported as the third highest.

 

Question 4: What is one thing you think is missing in the Henderson-Massey area, which you feel is extremely important for the future?

Question 5: What else could we do to respond better to Maori needs and values?

Responses to this question were open ended and 68 comments were made. The majority were constructive in tone without identifying specific initiatives or actions. Some comments expressed concern that Maori were being advantaged over other ethnic or cultural groups. Some specific ideas were proposed, for example:

·    “Another Marae - one that not only encourages Tangata - Whenua but others also  and is willing to share their culture - encouragement to those who would like to know more”.

·    “Better access to higher education, living conditions and Maori based counselling”.

·    “It would be great if we could take the lead around bilingual signage. Story time in Te Reo at Ranui library would be great if it could happen”.

 


 

 

Question 6: Do you have any further comment about our proposed Local Board Plan?

Responses to this question were open ended, and then coded against the areas of activity they most closely align to. 24 submissions were proforma requesting a stop to the spraying of chemical herbicides in streets and parks.

Have Your Say Event feedback

12.     191 people attended events where feedback on the draft plan was recorded. Events were a mix of library drop-in sessions and targeted forums hosted by community organisations, for example Te Atatu Business Association, Sport Waitakere and Massey Matters hosted Have Your Say events.

13.     Subjects at the library drop-ins ranged widely whereas the targeted forums focused on localised issues or subject matter. For example Sport Waitakere focused largely on provision of and access to sports fields, levels of service and maintenance.

20.     The Henderson-Massey Local Board will consider all submissions and feedback to the draft Henderson-Massey Local Board Plan 2017 prior to adopting the final local board plan in October.

Māori impact statement

21.     Māori outcomes have been considered in the development of the draft Henderson-Massey Local Board Plan 2017.

22.     Key initiatives identified in the plan include:

·    Developing relationships and agreeing shred goals with local Māori and key Māori organisations.

·    Supporting local Māori to explore entrepreneurship ideas and points of difference for west Auckland.

·    Supporting Matariki and other significant Māori events.

·    Supporting rangatahi in growing their confidence and leadership.

23.     The Henderson-Massey Local Board will consider all submissions and feedback to the draft Henderson-Massey Local Board Plan 2017 prior to adopting the final Local Board Plan in October.
