Draft Howick Local Board Plan 2017 Hearing

Purpose

1.       To provide a high level overview of data gathered through public consultation held on the draft Howick Local Board Plan 2017, along with all submissions and feedback received.

Executive summary

2.       The Local Government (Auckland Council) Act 2009 requires local boards to produce and adopt a local board plan by 31 October 2017. Under Section 83 of the Local Government Act 2002 local boards must use the special consultative procedure in adopting their local board plan.

3.       The consultation period for the draft local board plans ran from 22 May to 30 June 2017. Submissions were made through the following channels and coded together:

·   Online form available on the Shape Auckland website

·   Hard copy forms included in the household summary documents

·   Via email or post.

4.       In total 412 submissions were received on the draft Howick Local Board Plan 2017. In addition, we received 110 documented pieces of feedback at engagement events and there were 13 pieces of feedback gathered through Facebook. All of this information is attached to this report.

5.       The following questions were asked in the online form and hard copy form and responses given via those channels. Email and post.

·        Question 1: On a scale of one to five, are we on the right track with our proposed local board plan?

Nearly 60% percent of respondents either agreed or strongly agreed, 25% neither agreed or disagreed, and approximately 15% either disagreed or strongly disagreed.

·        Question 2: Tell us what you like the most about our proposed local board plan?

There was overwhelmingly positive support for each of the six outcomes within the proposed local board plan.

·        Question 3: One of our proposals is to investigate the introduction of a local targeted rate for Howick residents, to enable free access to our pools.

Nearly 60% of respondents disagreed with the proposal.

6.       Submitters to the draft Howick Local Board Plan 2017 were given the opportunity to speak at a hearing. 31 submitters requested a hearing.

7.       All submissions and feedback received on the draft Howick Local Board Plan 2017 are attached to this report.

 

 

 

 

 

Recommendation/s

That the Howick Local Board:

a)      receive submissions and feedback on the draft Howick Local Board Plan 2017.

b)      hear submitters wanting to speak in support of their submission to the draft Howick Local Board Plan 2017.

c)      thank submitters for their verbal presentation to the draft Howick Local Board Plan 2017.

d)      consider any potential amendments to the draft Howick Local Board Plan 2017.

 

 

Comments

9.       Under Section 83 of the Local Government Act 2002 local boards are required to use the special consultative procedure in adopting their local board plan. This includes ensuring the opportunity for a ‘spoken interaction’.

10.     Results gathered from the questions asked in the online and hardcopy form, and submissions made via email and post, are displayed below.

11.     Question 1: On a scale of one to five, are we on the right track with our proposed local board plan?

·        A large number of respondents commented on specific projects or requests for service and the performance of the board rather than the local board plan itself. However, as can be seen from the graph below, nearly 60% of respondents agree that the proposed local board plan is on the right track.

 

 

Question 2: Tell us what you like the most about our proposed local board plan?  

·    As can be seen from the graph below, there is overwhelming support for each of the six outcome areas identified in the local board plan. The provision of the multi-use community facility and library at Flat Bush was a recurring theme, as was resolving traffic issues – including public transport, and helping young people into jobs.


 

 

 

 

 

 

 

 

 

 

 

 

 

Question 3: One of our proposals is to investigate the introduction of a local targeted rate for Howick residents, to enable free access to our pools.

·    The graph below shows the majority of the submitters disagreed with investigating the introduction of a local targeted rate for Howick residents, to enable free access to our pools.

·    Responses to the question from the Have Your Say Events showed a higher number of submitters agreeing with the proposed investigation of a target rate, however this could be due to having had more information on the proposal from being able to ask questions of local board members.

·    The key theme in all the submissions either agreeing or disagreeing was the impact on rates and the need to keep rates down and that entry to pools should be user pays for adults.

·    The benefit of access to pools and swimming to improve health and well-being was highlighted by 31 of the submissions in agreement with the proposal, while 14 submissions suggested additional pools be constructed in Howick.

·    Other submissions referred to the need for ferries to midnight, shade trees at Lloyd Elsmore Park and sports fields.

Event Feedback

12.     The board received approximately 110 comments via feedback at the six pop-up “Have Your Say” events around the ward with the majority of comments following the patterns discussed above. Interestingly, there was more agreement around Question 3 with regard to investigating a targeted rate, as there was more opportunity for the idea to be discussed and explained, which lead to better understanding of the question.

Facebook feedback

13.     Thirteen pieces of feedback were received via Facebook.  The majority of this feedback focussed on specific requests or projects and did not comment on the more strategic views of the local board plan.

Common themes

14.     As discussed previously, the vast majority of submissions did not directly address the content of the proposed local board plan, but focused on specific requests for service and/or projects whilst indicating overall support for each of the outcome areas. Typical themes include (in no particular order):

·   Transport issues – including congestion, public transport, provision of park and rides, more walkways and/or cycleways

·   Commentary that the proposed plan wasn’t specific enough

·   Supporting youth into employment

·   Maintaining or formalising the special character of the Howick Village

·   More focus on the management of coastal erosion.

 

18.     Other matters raised included a suggestion for some rewording and an idea to publish the outcomes in priority order.

Generic submissions made to all local boards

20.     Some pro forma submissions were made to all local boards by an organisation called “Spray Free Streets” who created a campaign entitled “Draft Local Board Plan Feedback: Stop spraying chemical herbicides in our streets and parks”.  A copy of this pro forma can be found in attachment L. 

21.     The tables and graphs below indicate what demographic categories people identified with. This information only relates to those submitters who provided demographic information.

22.     Of the 332 of people who provided demographic information, 176 were female and 154 were male, with 2 identifying as gender diverse. 110 were between the ages of 35 to 64. 212 identified as European followed by Asian (128), Maori (9), Pacific (5) and African/Middle East/ Latin (1).

Local board views and implications

23.     The Howick Local Board will consider all submissions and feedback to the draft Howick Local Board Plan 2017 prior to adopting the final local board plan in October 2017.
