1 Welcome
The Manurewa Local Board Deputy Chairperson, Rangi McLean, led the meeting in prayer.
2 Apologies
Resolution number MR/2017/157 MOVED by Chairperson A Dalton, seconded by Member S Cattle: That the Manurewa Local Board: a) accept the apology from Councillor Sir John Walker for absence and Councillor Daniel Newman for lateness.

3 Declaration of Interest
Rangi McLean, Deputy Chairperson, declared a conflict of interest in all Manurewa Local Board draft plan submissions received from Hapai Te Hauora.
4 Leave of Absence
Member Simeon Brown was granted leave of absence for the period 18 May to 19 October 2017 at the 18 May 2017 Manurewa Local Board business meeting.

Resolution number MR/2017/158 MOVED by Chairperson A Dalton, seconded by Member A Cunningham-Marino: That the Manurewa Local Board: a) receive submissions and feedback on the draft Manurewa Local Board Plan 2017. b) hear submitters wanting to speak in support of their submission to the draft Manurewa Local Board Plan 2017. |

Resolution number MR/2017/159 MOVED by Chairperson A Dalton, seconded by Member S Cattle: That the Manurewa Local Board: c) thank submitter number 5554, Lee Manaia and Italia Tipelu from Netball Manurewa Inc for their presentation to the board concerning: - support the local board plan priorities - have a strategic and business plan with objectives that contribute to outcome four of the draft local board plan - accessing sustainable operating funding is a challenge - strong view of the facility being a community facility for hire - netball and squash courts maintenance issues and costs to repair. CARRIED |

Resolution number MR/2017/160 MOVED by Chairperson A Dalton, seconded by Member J Allan: That the Manurewa Local Board: d) thank submitter number 3537, Xtina Manuela from Shooting Stars Playgroup for her presentation to the board concerning: - high cost of venue hire fees for community groups - lack of suitable facilities for community groups to use or hire in Wiri - having to travel out of the area to enjoy good playgrounds - concern about the Wiri area flooding and water issues including stormwater pond flooding affecting use of access ways by families and children trying to get to and from school and the health and safety issues associated with this. CARRIED |

Resolution number MR/2017/161 MOVED by Chairperson A Dalton, seconded by Deputy Chairperson R McLean: That the Manurewa Local Board: e) thank submitter number 1904, Sudhir Rajagopalan for his presentation to the board concerning: - supportive of creative spaces for local talent and artists - supportive of education training and employment initiatives for young people, working with employers, providers and businesses - heavy vehicle access along Stratford and Hill Road areas to motorway and safety issues - traffic light phasing at Hill Road intersection - evidence supports the playing of classical music at rail stations in the evening to enhance safety - zero tolerance towards car washers - abuse of disability parking, requires better enforcement - the idea of a small museum in Manurewa to capture local history and encourage visitors to the area - improve promotion of Botanic Gardens and Totara Park across Auckland. Resolution number MR/2017/162 MOVED by Chairperson A Dalton, seconded by Member J Allan: That the Manurewa Local Board: f) thank submitter number 806, Liviu Filimon from Liviu-Avionics and Instruments Ltd for his presentation to the board concerning: - a good community is key to success to all activities - the need for good roads and better connections especially with so many houses being built should be a priority - ideas for reducing time spent on roads in Manurewa including better connections on and off the Southern motorway. CARRIED |

Resolution number MR/2017/163 MOVED by Chairperson A Dalton, seconded by Member S Colcord: That the Manurewa Local Board: g) thank submitter number 6262, Patricia Riley from Hapai Te Hauora for her presentation to the board concerning: - less alcohol outlets and gambling venues as harm associated with alcohol and gambling impacts on the community including increase in crime - impact on families when charging for access to local community pools - the need for an exercise room on site at the Manurewa Pool and Leisure Centre in Sykes Road for community groups to use for their exercise programmes.

Resolution number MR/2017/164 MOVED by Chairperson A Dalton, seconded by Deputy Chairperson R McLean: That the Manurewa Local Board: h) thank submitter number 5996, Dr. Nicki Jackson and Nathan Cowie from Alcohol Healthwatch for their presentation to the board concerning: - overview of Alcohol Healthwatch role and function - New Zealand drinking statistics - how alcohol links to crime, safety, rubbish, fear and impact on public spaces - how alcohol consumption can hinder achievement of local board plans and goals - role of local boards and how they can assist in reducing alcohol-related harm - partnering with local boards - supports the positive approach of the local board plan.

Resolution number MR/2017/165 MOVED by Chairperson A Dalton, seconded by Member S Colcord: That the Manurewa Local Board: j) thank submitter number 5027, Chloe Destrieux and Damian Piiula from Manurewa Youth Council for their presentation to the board concerning: - draft plan provides outcomes relevant to youth in the community - installation of solar panels at various locations including Auckland Council community facilities - local board commitment towards cleaning up Weymouth Beach and improving water quality - supports creative space projects - the community and young people’s top 10 “make Manurewa greater” ideas will be used to form part of the Manurewa Youth Council work plan - official opening of the youth council space is scheduled for October or November - does not want to see sports clubs charged for using parks.

Resolution number MR/2017/166 MOVED by Chairperson A Dalton, seconded by Deputy Chairperson R McLean: That the Manurewa Local Board: k) thank submitter number 5709, Huriwai Paki from Waikato-Tainui for his presentation to the board concerning: - generally supportive of the local board plan outcomes - recognition and implementation of the Waikato-Tainui Environmental Management Plan - supportive of strategic outcomes that seek to partner with iwi to achieve iwi outcomes - acknowledgement that everyone has a part to play and the key is to work together - future signing of a formal relationship agreement between Waikato-Tainui and various local boards including Manurewa Local Board.

Resolution number MR/2017/167 MOVED by Chairperson A Dalton, seconded by Member K Penney: That the Manurewa Local Board: m) thank submitter numbers 4056 and 5142, Kelvin Hieatt and Greg Simmons from the Totara Park Mountain Bike Club Inc for their presentation to the board concerning: - history, overview and membership of the Totara Park Mountain Bike Club - supportive of the Totara Park Masterplan and its implementation - current challenges facing the bike club including small and limiting trail network, stock and water damage, carpark security, no family friendly area and safety concerns through sharing tracks with equestrian, walkers and runners - bike track maintenance and improvements - working with stakeholders - vision and costings for staged bike track extensions from 11 kilometres up to 30 kilometres, and other park developments - potential for future mountain bike events from beginner to experts including regional and national events.

Resolution number MR/2017/168 MOVED by Chairperson A Dalton, seconded by Deputy Chairperson R McLean: That the Manurewa Local Board: n) thank submitter Te Kaha O Te Rangatahi Trust, Raniera Pene and Debi Kapa for their presentation to the board concerning: - would like an innovative rangatahi youth hub in Clendon similar to one stop hubs located in other parts of New Zealand as a vehicle to solving societal challenges - it would have space that that is safe, fun and empowering, has a health clinic, delivers leadership programmes, enables rangatahi to be creative with their natural talents and provides them with confidence and capabilities to achieve their dreams - Manurewa youth can be world shakers, leaders and changers - see this as a key priority affecting positive spirit within the community and developing leaders of change in various spaces - safe youth spaces are missing in Manurewa - monthly youth events held at different sites.

Resolution number MR/2017/169 MOVED by Chairperson A Dalton, seconded by Member J Allan: That the Manurewa Local Board: q) thank submitter number 5890, Graeme Hansen and John Adams from Auckland Teaching Garden Trust for their presentation to the board concerning: - would like to see the plan actively support the use of public spaces and areas that are waiting for development, for urban and community gardens - for local boards to further encourage a sustainable approach, promote recycling and reduction of green waste - acknowledge the local board’s support of the Maich Road teaching garden - recognise the importance and role of teaching gardens in supporting local food production - can support communities to apply for funds and write and implement plans.

Resolution number MR/2017/170 MOVED by Deputy Chairperson R McLean, seconded by Chairperson A Dalton: That the Manurewa Local Board: r) accept the tabled additional information from Amy Parlane and Yolande Dickensen-Smith in support of their submission number 5002. A copy of the document is available on the Auckland Council website as a minute attachment. s) invite Amy Parlane and Yolande Dickensen-Smith to present in person their submission supporting information at a deputation.
