4 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

Submission to the Ōrākei Local Board

Purpose
1. To update the Ngāti Whātua Ōrākei Reserve Board on the advocacy position from the Ngāti Whātua Ōrākei Board to the Ōrākei Local Board

Comments
2. Ngāti Whātua Ōrākei Whai Maia Limited (WML) drafted a submission to the Ōrākei Local Board Plan in June 2017. The Orākei Local Board Plan is produced by the Local Board, which is the Auckland Council body responsible for decision making on local issues, activities and services. The Ōrākei Local Board Plan sets out the priorities for funding and investment decisions at the local level. By law, the local board is required to review its plan every 3 years.
3. The draft local board plan includes desired outcomes and key initiatives under five topics. These are:
· Our local parks and open space areas are valued and enjoyed;
· Our residents are proud of their community facilities and public places;
· People can move around our area easily;
· The natural environment is valued, protected and enhanced by our communities; and
· A thriving economy which supports local businesses and town centres.
4. In summary the submission states that the intentions of the local board are sound and are supported by Ngāti Whātua Ōrākei, and that as mana whenua, and the local board should work closely in partnership with Ngāti Whātua Ōrākei. It also noted a desire to see the following initiatives included:
a) A multi-use sports and community facility at Ōrakei Domain
b) Development of Ngāti Whātua Ōrākei lands at Pourewa Creek to provide a range of facilities and services, for example; parklands, a cafe, bike/skate park, paddling club, retail shops, native vegetation regeneration with on-site nursery, pest control and artworks.
c) Restoration of the mauri of Ōkahu Bay, which over time has suffered gross environmental degradation.
d) Environmental restoration of the wider Ōrākei area, building on our work at the Whenua Rangatira
e) Support for tourism based activities
f) Enhancement of shopping and community facilities at the Kupe Street / Kepa Road intersection
g) Traffic calming measures in Kepa Road (part of the "He taonga ngā Tamariki, Āta Haere", “Love our Kids, Slow Down" road safety campaign)
h) Activities and support for young people
i) More toi and expression of cultural identity in public places
j) Easier access for walking and cycling
k) Development of a masterplan for Ōrākei to integrate our ideas with those of the Local Board (and other partners)

Financial summary
2. An overview of the operational budget as at 30 June 2017:
3. An unexpected overspend in operating expenses at year end is being investigated, It appears as if there may be a miscoding and if this is the case some of these costs will be reversed out. Aside from this overspend there was a shortfall in revenue which relates to over optimistic forecasts, In general terms the expenditure has been managed very closely to budget forecast.

This underspend has been forecast for some time siting the need to realign priorities and develop a clear vision prior to proceeding with such things as a number of Pou (which were forecast for development this year. The unspent capital budget of $482,000 has been carried forward into 18/19 financial year.

Masterplan
7. Whai Maia has undertaken a rescope of the masterplan and the subsequent timeframes which is subject to a workshop memo for the August workshop. This is part of the realignment process of the Ngāti Whātua Orākei Reserve Board to the vision and direction that is being developed by Ngāti Whātua Orākei and its subsidiary entities. The masterplan will confirm the high level scope of key priorities.
Kohimaramara Pou (Pou Marking - Stage I)
8. The Kohimaramara pou was a project conceived to celebrate and highlight the heritage and history of the area and the significance of names and landmarks surrounding Takaparawhau. The artists have since completed the work, which was signed off by the Ngāti Whātua Ōrākei Trust Board in May. The project has successfully attained resource consent. Whai Maia staff have met with the artist and installers to confirm the final site for install by the end of August.
Wharewaka
9. A concept for a shelter to house Mahuhu-o-te-Rangi is being progressed alongside the development of the master plan. A temporary PVC cover has been installed, alleviating the weather concerns over the winter period. This alleviates the time pressure of housing the waka, affording the reserve board adequate time for the spatial and master planning considerations that need to be incorporated into the design and build of a permanent whare waka for Māhuhu-o-te-Rangi. New timeframes will be presented back to the November board meeting in tandem with the update of the masterplan.
Recreation Facilities at Ōkahu Bay
10. Progress on the installation of a new BBQ and Picnic table for Ōkahu Bay (see fig.1) has slowed as Auckland Councils Heritage team have referred the project to Heritage NZ to determine if an Archaeological Authority is required. Council’s heritage officers have cited a recent discovery of Koiwi in the Ōkahu bay area as the reason for the precautionary approach.

11. An archaeological assessment has been commissioned. All other documentation and sign off has been compiled and the resource consent has been drafted and will be submitted on conclusion of the archaeological assessment
12. The BBQ and picnic table have been sourced and we are awaiting delivery (see.fig 2)
13. It is estimated that it will take five weeks for a resource consent to be granted and three weeks to procure a contractor and undertake the installation. If an archaeological authority from Heritage NZ is required a six week delay is anticipated

Atkin Ave
The design of
the reduced scope for the Atkin stream mouth restoration has been undertaken.
The project will be delivered under the parks department. The transfer of
monies from the Healthy Waters department and continued provision of expertise
in delivering this project is expected. However, the date of completion is now
contingent on the handover from Healthy Waters to the Parks staff who will
project manage the naturalisation initiative.
Other updates
Whenua Rangatira Ecological Restoration Plan and the Planting Day 2017.
14. There was one main community planting day for 2017 on 24 June 2017. The number of public planting days were reduced from the three days down to one. This was due to the regular engagement of volunteers and with corporate groups, school and community groups that Ōkahu Rākau manage during the week days throughout the planting season. Ōkahu Rākau have a strong relationship with a number of volunteer coordination groups who schedule corporate groups and International volunteers on a regular basis. The Whenua Rangatira hosted a total of 318 volunteers.
Health and Safety
15. There have been no new near misses or risked raised. The health and safety risk register that has been presented to the board remains under constant review by the Ōkahu Rākau team as well as other contractors working on the site.
16. Ōkahu Rākau staff, in surveying the Whenua Rangatira for the planting day locations, identify key areas which are difficult, unsafe or a risk areas and adjust the locations accordingly.
