Purpose
1. To endorse the Ngāti Whātua Ōrākei led approach to the development of the master plan.
That the Ngāti Whātua Ōrākei Reserves Board: a) approve the project plan for the master plan. b) co-invest with Ngāti Whātua Ōrākei in the development of the master plan. c) approve in principle a new project been explored to combine and update the Pourewa Creek Recreation Reserve and Whenua Rangatira management plans to create a seamless cohesive management plan that enables developments aligned with the vision and masterplan.

2. Ngāti Whātua Ōrākei Whai Maia Ltd (WML) is leading the process to develop a master plan for Pourewa and Takaparawhau. WML envisions a re-designed landscape that gives primacy to activities for the hapu, Aucklanders, and tourists to connect with the whenua, and engage with Ngāti Whātua Ōrākei history and Māori culture. As kaitiaki, Ngāti Whātua Ōrākei is committed to development that contributes to the ecological restoration of the land, enhancing the mauri of the whenua.
3. While the current reserve management plans detail the activities and environmental condition of the land, a significant portion of the work to craft the plan will be on the people of the hapu, as well as the surrounding community. Any designs to develop the land will be anchored by the insights from user research and co-design workshops.
4. Concurrent to the development of the master plan strategic projects
such as the nursery and
tourism initiatives will continue. Updates are provided in the separate
reports.
5. The plan will include a visualisation of the whenua (land), waahi wai (water) and whanau (community) activities. This is an example of proposed structures and programs that are possible.
6. Initial
discussions have been had with a number of groups and organisations to
understand
potential collaborative opportunities. These include:
a) Planners – Barkers and Associates; Done Consulting; Isthmus; Wraight and Associates
b) Landscape Architects – Xanthe White;
c) Academics – Massey University; Landcare Research; University of Auckland
