That the Papakura Local Board:

a)         accept the apology from Councillor Sir John Walker KNZM CBE, for absence.

Draft Papakura Local Board Plan 2017 Hearing

 

The additional information tabled by submitters is publicly available on the Auckland Council website as an attachment to the minutes.

MOVED by Chairperson B Catchpole, seconded by Member G Hawkins:  

That the Papakura Local Board:

a)      receive the submissions and feedback on the draft Papakura Local Board Plan 2017.

b)      hear submitters wanting to speak in support of their submission to the draft Papakura Local Board Plan 2017.

MOVED by Member K Winn, seconded by Deputy Chairperson F Auva'a:  

That the Papakura Local Board:

c)            thank submitter number 2224, Ben Ross, for his presentation to the board concerning:

-       support for the draft Local Board Plan noting that execution of the plan and policies as being too slow

-       the need for a Metropolitan Centre Master Plan to have been completed and ready to go to the Planning Committee to leverage off the Auckland Plan refresh process

-       Auckland Council is structure planning the Drury Future Urban Zone area but has no plans in place for supporting a Metropolitan Centre

-       Greenways plan not being advanced

-       request for the need to build streets and communities  to encourage active participation.

That the Papakura Local Board:

d)            thank submitter number 4449, Ben Ross, as the Neighbourhood Support Papakura District representative for his presentation to the board concerning:

-       the need for the Local Board Plan to focus on addressing crime prevention and safety in residential areas such as Drury, Papakura and Takanini

-       requests that the local board includes a specific reference in the Local Board Plan to Neighbourhood Support, Crime Watch and the Maori Wardens.

That the Papakura Local Board:

e)            thank submitter number 5631, Philip Cortesi and Peta Lindstrom, from the Holy Trinity Catholic Primary School, for their presentation to the board concerning:

-       the local board addressing the speed limit and safety concerns pertaining to Airfield Road and in particular outside the Holy Trinity Catholic Primary School.

f)             requests the Holy Trinity Catholic Primary School to formally write to the board, asking for the boards support to address this matter with Auckland Transport.

That the Papakura Local Board:

g)            thank submitter number, 5811, Manika Glassie, for his presentation to the board concerning:

-       residential development occupying land that could be made available for business development.

-       the development of a Pasifika centre

-       the increased cost of living

-       the need to address safety in Papakura

-       the lack of infrastructure development in the outer areas of Papakura

-       the need to address homeless at Bruce Pulman park

-       the need for free events in Papakura

-       the support for a focus on building a strong local economy in the draft Local Board Plan

-       the need to address transport through of the built of a third train line

-       improvement of footpaths in the region, assessment of speed limits and the need for pedestrian crossings, the removal of the cycleway from the road

-       improvements at Te Koiwi Reserve

-       the request for a well sign posted resting area on the way up to the ranges on Hunua Road

-       concerns about the food waste trial and the orange rubbish bags.

That the Papakura Local Board:

h)            thank submitter number 5996, Nathan Cowie, representing the Alcohol Health watch Trust, for his presentation to the board concerning:

-       the mitigation measures for the reduction of alcohol consumption and harm

-       the request to the local board to utilise its position to influence a number of wide ranging determinants of alcohol use and harm within their communities

-       the request to the board to advocate to central government and Auckland Council’s to implement policies to further reduce alcohol related harm.

That the Papakura Local Board:

i)             thank submitter number 5489, David Miller, for his presentation to the board concerning:

-       the support for the removal of mangroves and pacific oyster from the Pahurehure inlet

-       the fact that developments in Karaka Harbourside and Karaka Lakes do not include Papakura in their names or advertising material damages the image of Papakura

-       the request to develop a focal point in Central Park and further development of the central business district (CBD) and railway station

-       planning initiatives for Papakura’s large percentage of youth under 14 years of age, eg: drop in centre for youth

-       further development of the walkway around Pahurehure inlet

-       development and distribution of new resident information packs to be distributed by real estate agents and developers.

That the Papakura Local Board:

j)             thank submitter number 4102, Angela Yuksel, from the Drury Football Club for her presentation to the board concerning:

-       the future planning for the further development of Drury sports fields to cover the rapid growth in the area.

That the Papakura Local Board:

k)            thank submitter number 5492, Jan Van Wijk, for his presentation to the board concerning:

-       the need for a bus service via Walter Stevens Drive, Conifer Grove

-       his views on working with Māori

-       the Walters Road railway crossing and the need for grade separation

-       the request for the coastal walkway to be completed from Brylee Reserve to Waiata Shores Esplanade

-       the park and ride for Takanini railway station being prioritised

-       the investment in mangrove and pacific oyster removal being given priority.

Resolution number PPK/2017/174

MOVED by Member W McEntee, seconded by Member G Hawkins:  

That the Papakura Local Board:

l)             thank submitter number 5890, Graeme Hansen and John Adams, representing the Auckland Teaching Gardens Trust concerning:

-       the fact that Papakura doesn’t have any teaching gardens

-       the believe that community gardens would help to contribute to achieving the health outcomes as sought in the local board plan

-       the invitation to the members to further explain the different models for teaching gardens and setting up a site visit for the members to inform future discussions on this matter.

-       what are the implications of the decisions made by the Alcohol Regulatory and Licensing Authority (ARLA) for the Papakura Local Board area?
