Draft Whau Local Board Plan 2017 Hearing

Purpose
1. To provide a high level overview of data gathered through public consultation held on the draft Whau Local Board Plan 2017, along with all submissions and feedback received.
Executive summary
2. The Local Government (Auckland Council) Act 2009 requires local boards to produce and adopt a local board plan by 31 October 2017. Under Section 83 of the Local Government Act 2002 local boards must use the special consultative procedure in adopting their local board plan.
3. The consultation period for the draft local board plans ran from 22 May to 30 June 2017. Submissions were made through the following channels and coded together:
· Online form available on the Shape Auckland website
· Hard copy forms included in the household summary documents
· Via email or post.
4. In total 283 submissions were received on the draft Whau Local Board Plan 2017. In addition, 95 people attended engagement events and there were 30 pieces of feedback gathered through social media. All of this information is attached to this report.
5. The following questions were asked in the online form and hard copy form and responses given via those channels, email and post.
“On a scale of one to five, are we on the right track with our proposed local board plan?”
174 responses were processed with 80% of respondents agreeing or strongly agreeing, 14% neither agreed or disagreed, and 6% either disagreed or strongly disagreed.
“Please rank our outcomes in order of importance, where 1 is most important and 7 is least important”
Approximately 210 responses were processed with the most supported outcomes being Great Communities” and then “Well planned centres, facilities and housing”.
“What is one thing you think is missing in the Whau area, which you feel is extremely important for the future?”
252 responses were processed with the most submissions referring to community services (81) followed by parks sport and recreation matters (56).
6. Submitters to the draft Whau Local Board Plan 2017 were given the opportunity to speak at a hearing. 34 submitters indicated they would like to be heard.
7. All submissions and feedback received on the draft Whau Local Board Plan 2017 are attached to this report.
That the Whau Local Board: a) receive submissions and feedback on the draft Whau Local Board Plan 2017. b) hear submitters wanting to speak in support of their submission to the draft Whau Local Board Plan 2017 c) thank submitters for their verbal presentation to the draft Whau Local Board Plan 2017. d) consider through workshops any potential amendments to the draft Whau Local Board Plan 2017. |

8. The Local Government (Auckland Council) Act 2009 requires local boards to produce and adopt a local board plan by 31 October 2017.
9. Under Section 83 of the Local Government Act 2002 local boards are required to use the special consultative procedure in adopting their local board plan. This includes ensuring the opportunity for a ‘spoken interaction’.
Feedback received on the draft Whau Local Board Plan 2017
Written responses and submissions
10. Results gathered from the questions asked in the online and hardcopy form, and submissions made via email and post, are displayed below.
11. Submitters were asked if they supported the overall draft plan. The responses indicate strong support.
174 responses were processed with 80% of respondents agreeing or strongly agreeing, 14% neither agreed or disagreed, and 6% either disagreed or strongly disagreed.

12. Submitters were asked to rank the outcomes in order of importance, where 1 is most important and 7 is least important.
Approximately 210 responses were processed with the most supported outcomes to be delivered first being Great Communities” and then “Well planned centres, facilities and housing”. The two outcomes that were highest rated to be delivered last were “Heritage” and “20 mins to all we need”.

13. Submitters were asked “What is one thing you think is missing in the Whau area, which you feel is extremely important for the future?”
252 responses were processed with the most submissions referring to community services (81) followed by parks sport and recreation matters (56). Thirty two referred to transport matters.

Event feedback
14. 95 people provided 130 items of feedback at engagement events. The Board hosted a drop in event at Allan Wood reserve with support received for more open space in the area and a new pool. The meetings in New Lynn, Avondale, Blockhouse Bay and Kelston raised a wide variety of issues including open space, transport and development. Copes of all feedback received is attached to this report

15. 30 pieces of feedback were received via social media. Many of these stated support for a new pool and raised transport issues. Copies of all feedback received via social media are attached to this report.
Common themes
16. Common themes across all feedback received were:
· Strong support for the development of a pool and recreation centre in the Whau
· Support for developing new community facilities in Avondale
· Support for Avondale’s redevelopment
17. Within the well planned towns, facilities and housing theme, the Te Whau pathway, a local aquatic centre and Avondale’s facilities and development received support. Concerns were raised regarding the need to provide more parks and community spaces as Whau grows.
18. Creating strong communities and supporting community voices received strong support in the great neighbourhoods theme. Also mentioned were supporting Green Bay community cafe and the Green Bay street food market.
19. Within the environment theme the following areas were raised; community gardens, helping people live sustainability, resource recovery, improving water quality and enhancing the environment.
20. There was support for more local shops and supporting local businesses and more quality local jobs in the economic theme.
21. Within the transport theme more paths and cycle ways and improved public transport received support. Issues were also raised around secure parking for bikes, footpath quality and Blockhouse Bay Roundabout.
22. A creative edge theme was supported with requests made for a pan-arts facility and more permanent rather than pop-up spaces.
23. Within the heritage theme there was support for the Ambrico ceramics centre, concern that not enough is being done to preserve New Lynn’s heritage, support for more collection of oral history and support for an online heritage trail.
24. Ideas contributed with regard to responding better to Maori needs and values included promoting Maori history of the area, services for young Maori, more Maori arts and cultural activities and learning opportunities and chances to bring the community together , to learn and to discuss the future.
25. Other matters raised included road safety, support for use of te reo, community safety, improving Ash Street and more partnerships with Iwi.
26. New ideas raised included
· free wifi in parks,
· a focus on older people and their recreation and fitness,
· support for co-housing groups,
· a small youth activities grants scheme for young people,
· offering free transport to kids to get to and from school,
· community recycling centre
· connecting to home businesses,

33. The Whau Local Board will consider all submissions and feedback to the draft Whau Local Board Plan 2017 prior to adopting the final local board plan in September.

34. Maori outcomes have been considered in the development of the draft Whau Local Board Plan 2017.
35. Feedback has been specifically sought regarding responding better to Maori needs and values.
Implementation
36. The Whau Local Board will consider all submissions and feedback to the draft Whau Local Board Plan 2017 prior to adopting the final Local Board Plan in September.
