Draft Waitākere Ranges Local Board Plan 2017 Hearing

Purpose
1. To provide a high level overview of data gathered through public consultation held on the draft Waitākere Ranges Local Board Plan 2017, along with submissions and feedback received.
Executive summary
2. The Local Government (Auckland Council) Act 2009 requires local boards to produce and adopt a local board plan by 31 October 2017. Under Section 83 of the Local Government Act 2002 local boards must use the special consultative procedure in adopting their local board plan.
3. The consultation period for the draft local board plans ran from 22 May to 30 June 2017. Submissions were made through the following channels and coded together:
· Online form available on the Shape Auckland website
· Hard copy forms included in the household summary documents
· Via email or post.
4. At time of collation, 239 submissions were received on the draft Waitākere Ranges Local Board Plan 2017. In addition, 83 people provided feedback at engagement events. All of this information is attached to this report.
5. The following questions were asked in the online form and hard copy form and responses given via those channels, email and post.
1. On a scale of one to five, are we on the right track with our proposed local board plan?
2. Please rank our outcomes in order of importance, where one is most important and six is least important.
3. Tell us what you like the most about our proposed local board plan?
4. What is one thing you think is missing in the Waitākere Ranges area, which you feel is extremely important for the future?
5. What else could we do to respond better to Maori needs and values?
6. Do you have any further comment about our proposed Local Board Plan?
6. Submitters to the draft Waitākere Ranges Local Board Plan 2017 were given the opportunity to speak at a hearing. Twenty submitters requested a hearing.

That the Waitākere Ranges Local Board: a) receive submissions and feedback on the draft Waitākere Ranges Local Board Plan 2017. b) hear submitters wanting to speak in support of their submission to the draft Waitākere Ranges Local Board Plan 2017. c) thank submitters for their verbal presentation to the draft Waitākere Ranges Local Board Plan 2017. d) consider any potential amendments to the draft Waitākere Ranges Local Board Plan 2017. |

8. The Local Government (Auckland Council) Act 2009 requires local boards to produce and adopt a local board plan by 31 October 2017.
9. Under Section 83 of the Local Government Act 2002 local boards are required to use the special consultative procedure in adopting their local board plan. This includes ensuring the opportunity for a ‘spoken interaction’.

14. A summary overview of submission responses is set out below. Please note that submitters were able to comment on all or some of the questions and items asked within the consultation framework. This means that the total responses made to individual questions may not equal 239, and that any percentages expressed are in relation to the total number of responses received to an individual question.
Question 1: On a scale of one to five, are we on the right track with our proposed local board plan?
15. Of the 137 submitters who responded to this question, 31 (23%) strongly agreed; 63 (53%) agreed; 29 (21%) were neutral; 7 (5%) disagreed and 7 (5%) strongly disagreed.
Question 2: Please rank our outcomes in order of importance, where one is most important and six is least important.
16. Submitters could numerically order the draft local board plan outcomes. 741 individual rankings were made. In practice, individuals may have chosen to rank between 1 and 6 outcomes.

17. Responses to this question were open ended, and then coded against the draft outcome they most closely align to. The numbers reflect individual comments within a submission, so one submitter could contribute to more than one outcome tally.

20. Responses to this question were open ended, and then coded against the areas of activity they most closely align to. Twenty-four submissions were pro-forma requesting a stop to the spraying of chemical herbicides in streets and parks.

Local board views and implications
21. The Waitākere Ranges Local Board will consider all submissions and feedback to the draft Waitākere Ranges Local Board Plan 2017 prior to adopting the final local board plan in October.
Māori impact statement
18. Māori outcomes have been considered in the development of the draft Waitākere Ranges Local Board Plan 2017, and local stakeholders Te Kawerau a Maki, and Hoaini Waititi Marae have made reflections on the draft in one-on-one level hui.
19. The draft local board plan has identified that the local board sees ‘particular mutual interests relating to environmental management, yout, community development and place making, and would like to activate projects around these areas.
20. Key initiatives identified in the plan include:
· Work with mana whenua and local communities to protect, and tell the stories of, cultural and historic sites of importance.
· Support Hoani Waititi marae-based programmes, activities and events.
· Develop relationships and agree shared goals with local Māori and and key Māori organisations.
· Celebrate Matariki at key sites
