The Deputy Chair opened the meeting and welcomed those present.

a)         accept the apology from Chair Greg Presland for absence.

3          Declaration of Interest

Members were reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.

Specifically members are asked to identify any new interests they have not previously disclosed, an interest that might be considered as a conflict of interest with a matter on the agenda.

a)         confirm the ordinary minutes of its meeting, held on Thursday, 13 July and draft Local Board Plan minutes, held on Thursday, 3 August 2017, as a true and correct.

Auckland Transport update – August 2017

 

Resolution number WTK/2017/93

MOVED by Member S Coney, seconded by Member N Henderson:  

That the Waitākere Ranges Local Board:

a)     receive the Auckland Transport update August 2017 report.

b)    request a report back from Auckland Transport on the proposed changes to the road-edge / footpath along Seaview Road, Piha, with a summary of feedback received, and taking into account the Waitakere Ranges Heritage Area transport design guidelines.

a)      endorse Panuku Development Auckland’s recommendation to the Finance and Performance Committee to dispose of 9 Matama Road, Glen Eden.

a)      appoint Member Sandra Coney to take part in regional strategic priority workshops on the Long-term Plan 2018-2028 and Chair Presland as an alternate.

Feedback on the Tākaro – Investing in Play discussion document

That the Waitākere Ranges Local Board:

a)     delegates to Deputy Chair Saffron Toms and Parks portfolio Member Sandra Coney to coordinate provision of the local boards feedback on the Tākaro – Investing in Play discussion document  by 21 August 2017.

Input to the Review of Citizens Advice Bureaux services

 

Resolution number WTK/2017/97

MOVED by Member N Henderson, seconded by Member S Tollestrup:  

That the Waitākere Ranges Local Board:

a)      provide feedback to the review of Citizens Advice Bureaux services:

       Existing relationship between the local board of CAB office

·         Two local board members provide direct support – one for Justice of the Peace services and one Legal assistance.

·         There has been minimal contact a present, however the three WEST LB Chairs recently met with CAB Leads from across cluster – this was useful.

·         Note that previously had Chairs invited to CAB AGM’s.

·         The local board would like to have more contact in future as they provide important services, part of social infrastructure, they have on the grand insight to local needs and pressures faced.

 

       Value of Service

·         Is on average around $1.40 per year per ratepayer to maintain service and each enquiry cost to Auckland Council is only $6 – great value for money.

·         CAB are very responsive to individual need and assisting with capacity building of individuals to access other services and to improve personal understanding/knowledge.

·         CAB contribute significantly to social capital of area.

·         The model enhances the opportunity for self help.

·         CAB is an accessible and supportive avenue for those wishing to help via volunteering.

 

 

     Reporting

·      Useful to have high level understanding of budget allocations.

·      Would like to understand levels of volunteerism more.

·      Like local office insight to trends and areas of local service demands.

·      Invite local CAB to annual workshop and 6 monthly Chair Clusters.

 

     Funding and Equity

·               Do need to look at aspect of demand (this may relate to deprivation) and have opportunity to someway top up on this if funding would make a difference.

·               Each CAB needs to be funded at level to support the required staffing.

·               Do look to maintain levels of funding as a base for each CAB space with them consideration to what top up financially maybe purposeful.

·               Do agree CAB provide incredibly important service and continue support. 

·               Keep as a regionally funded programme.

·               Note that CAB are repositioning of community information and who’s who and what’s where.

Waitakere Ranges Local Board Representative to the Aircraft Noise Consultative Community Group.

That the Waitākere Ranges Local Board:

a)      appoint member Steve Tollestrup to the Aircraft Noise Consultative Community Group for the 2016-2019 electoral term and member Denise Yates as the alternate

Waitakere Ranges Local Board submission on the Variation to the Regional Parks Management Plan / Taitomo Concept Plan

That the Waitākere Ranges Local Board:

a)        retrospectively approves its submission on the Variation to the Regional Parks Management Plan / Taitomo Concept Plan

b)        note that the Kauri dieback report be sent as an attachment as referred to in  paragraph 20
