TERMS OF REFERENCE

 

 

Purpose

 

·         Provide advice to the council in relation to:

-     the direction and content of strategies, policies and initiatives

-     any matter that the panel considers to be of particular interest or concern to the historic heritage of Auckland

·         To deliver advice for improving the promotion and management of historic heritage of the Auckland region

·         Advise Auckland Council on council processes and mechanisms for engagement with the historic heritage community, including owners of heritage buildings in Auckland.

·         To recommend historic heritage expert membership and provide advice to the Auckland Urban Design Panel.

 

 

Scope

 

To provide a forum for the consideration of issues affecting historic heritage of the Auckland region and provide advice to the council.

 

 

Priorities

That the Heritage Advisory Panel:

a)         confirm the ordinary minutes of its meeting, held on Tuesday, 25 July 2017, as a true and correct record.

 

 

4          Extraordinary Business

 

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“An item that is not on the agenda for a meeting may be dealt with at that meeting if-

 

(a)        The local authority by resolution so decides; and

 

(b)        The presiding member explains at the meeting, at a time when it is open to the public,-

 

(i)         The reason why the item is not on the agenda; and

 

(ii)        The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

 

Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“Where an item is not on the agenda for a meeting,-

 

(a)        That item may be discussed at that meeting if-

 

(i)         That item is a minor matter relating to the general business of the local authority; and

 

(ii)        the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

 

(b)        no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Grand Hotel and Civic Admin Building

 

File No.: CP2017/16432

 

Purpose

1.       To consider the item raised by member Allan Matson at the previous Panel meeting.

Executive summary

2.       At the previous Advisory panel meeting Allan Matson raised concerns regarding the redevelopment of the former Grand Hotel [Fonterra] building, a property at Mangere Bridge, and the Civic Administration Building. The Panel resolved Resolution number HER/201/26

That the Heritage Advisory Panel:

a)           agree to refer the item and the issues raised in the presentation to the next meeting

3.       To assist the Panel in the discussion the following information is provided:

Grand Hotel

4.       The wider area is included in Appendix 1, Auckland Council District Plan (Central Area section), Proposed Auckland Unitary Plan (PAUP) Schedule of Significant Historic Heritage Places, Princess Street Historic Heritage Area. It is an important historical and cultural landscape.

5.       Relevant to this situation the individually, scheduled items in the Unitary Plan Schedule of Significant Historic Heritage Places are the Grand Hotel façade (02002, cat B) and the Bankside Cottage (01931, cat A including interiors).

6.       Heritage New Zealand has Bankside Cottage listed as a category 2 and the Grand Hotel façade, as a category 2.

7.       A resource consent application to modify the building(s) has been approved.

8.       A letter of consent was received from Heritage New Zealand prior to resource consent being issued.

9.       The artist impression presented at the Panel’s meeting is not an accurate reflection of the consent that has been issued.

Civic Administration Building

10.     The Civic Admin building is included as a Category A building in the Unitary Plan.

11.     Consent has been granted to convert the building into apartments. This will involve modifications, including to the existing cladding.  Due to its current poor state and the need to access internal services and remove remaining asbestos, the cladding will be replaced. A condition of the consent is that this is a like for like replacement and is subject to further officer approval.

12.     The artist impression presented at the panel meeting is not an accurate reflection of the consent that has been issued.

13.     To date there has been no consent granted (nor an application received) for any further development in the square. 

14.     Council has adopted the Aotea Framework Plan which will guide the bulk, scale and location of potential new buildings.

Property at Mangere Bridge

15.     11 Coronation Road Mangere Bridge has obtained Council consent to subdivide and redevelop. There is currently no Unitary Plan heritage protection over the site. Separate to the resource consent process for redevelopment, the Heritage unit has undertaken an evaluation that confirms its heritage values.

3.       Special Character Appeal. The Council and Housing NZ have both appealed to the High Court the decision of the Environment Court.

4.       Heritage Plan Changes. As mentioned previously the Unit has been preparing two Plan Changes for Councils consideration. These plan changes cover amendments and additions.
