The Chairperson welcomed those present and Member Paula Bold-Wilson led the meeting in karakia.

The Henderson-Massey local board note apologies from Councillor Penny Hulse and Councillor Linda Cooper for absence.

Feedback on draft Waste Management and Minimisation Plan

 

 

 

Resolution number HM/2017/165

MOVED by Member B Brady, seconded by Deputy Chairperson P Chan:  

That the Henderson-Massey Local Board:

a)    supports the proposed approach taken in the draft Waste Management and Minimisation Plan

b)    provides the following feedback on the focus areas:

i)             Advocating to central government for a higher waste levy to incentivise waste diversion and investment in resource recovery.

·         Supports a larger increase in the waste levy over time to allow for affected parties to plan for the change.

·         Notes there is a risk of private contractors under-cutting higher council levies.

·         Supports more focus on recycling.

ii)            Advocating for product stewardship, addressing three priority commercial waste streams of construction and demolition waste, organic waste and plastic waste.

    • Supports addressing the three priority commercial waste streams.

·         Notes that beverage containers, tyres, e-waste and batteries are also an area of concern.

    • Supports introducing plastic bag reduction initiatives.
    • Notes that central government has a primary role in legislation controlling product stewardship
    • Notes that the focus needs to be much stronger on the producer of the waste product rather than the consumer e.g. returning plastic to the producer/packager as opposed to customers paying for supermarket bags.
    • Supports more public place recycling bins (particularly in town centres), recognising that it is costly to implement and maintain.

iii)           Addressing waste generated from council and council-controlled organisations operational activities, particularly construction and demolition waste.

·         Supports addressing waste generated from council’s operational activities.

c)    notes that waste management and minimisation principles should be embedded within all council and council-controlled organisation refurbishment and relocation projects. This includes major infrastructure projects such as city centre development and stormwater projects

b)    requests staff investigate options for addressing the further needs of He Tohu Aroha Charitable Trust.

Deputation - Auckland Mermaid Tails

That the Henderson-Massey Local Board:

a)    receive the deputation from Sophia and Yasmin requesting the local board support trained people being able to use mermaid tails and mono-fins in Auckland Council pools.

b)    Request staff investigate opportunities for the use of mermaid tails in Auckland public pools, including specific reference to Westwave Aquatic center in Henderson.

9.1

Mr. Mate Marinovich

Mr. Marinovich raised concerns around taking the elderly in the local board area into consideration when designing footpaths and services for residents in the Henderson-Massey local board area.

That the Henderson-Massey Local Board:

a)    receive the Panuku Development Auckland Local Board update 1 March to 31 August 2017.

b)    reaffirms the position of the board that any sale proceeds of Auckland Council owned land and facilities within the Unlock Henderson development area be re-invested into Henderson.

c)    commends staff for their excellent work so far on the initial stages of Henderson’s revitalisation.
