Public Input: Secondary to Tertiary Education Pathways for Pasifika learners

Purpose
1. To present the Pasifika Operational Strategy (the Strategy) action plan to ensure Pasifika learners succeed in tertiary education.
Executive summary
2. Mr William Ulugia, Principal Advisor Pasifika, Tertiary Education Commission will present a snapshot of Auckland Pasifika learners leaving secondary school and moving into tertiary education. The presentation will include data that will give a no frills picture of how many are going into tertiary and how successful they have been. The recently released Pasifika Operational Strategy (attached) as well as working with Careers NZ will give more reach into Pacific communities.
That the Pacific Peoples Advisory Panel: a) receive the presentation and thank Mr William Ulugia, Principal Advisor Pasifika for his attendance.

Health and Hygiene Bylaw Review

Purpose
1. To hear about the experiences of Pacific Peoples Advisory Panel members and their communities with commercial services that pierce, break, or burn the skin, or risk transferring infections, and their view on whether the Auckland Council Health and Hygiene Bylaw 2013 (the Bylaw) is the most appropriate way of regulating these services.
Executive summary
2. As part of the review, staff seek feedback from the Pacific Peoples Advisory Panel in its role as advisors to Auckland Council on issues of significance to Pacific communities.
3. Your feedback will be referenced in a findings report to the Regulatory Committee in early 2018. Based on these findings, the committee will propose whether the Bylaw should remain unchanged, be amended, or be revoked.
4. The proposal will be publicly notified later in 2018 so the public can have their say before a final decision is made.
5. The Health and Hygiene Bylaw 2013 (the Bylaw) establishes a framework to protect public health by regulating a wide range of commercial services that pierce the skin (e.g. tattoo, piercings), risk breaking or burning the skin (e.g. beauty treatments, including manicures/pedicures, sun-beds), or risk transferring infection (e.g. public swimming pools, colonic hydrotherapy).
6. The Bylaw specifies commercial services that require a license, must comply with minimum standards, or are exempt. The Bylaw also enables the adoption of a code of practice which details minimum standards and recommended best practice.
7. The Bylaw is being reviewed to assess whether it is still the most appropriate way of protecting public health from health and hygiene risks. The code of practice will be reviewed after the review of the Bylaw is completed.
8. The Bylaw supports a number of Auckland Plan strategic directions and priorities including:
· to improve the education, health and safety of Aucklanders, with a focus on those most in need
· to enable Māori aspirations through recognition of Te Tiriti o Waitangi / The Treaty of Waitangi and customary rights
· to grow a business-friendly and well-functioning city.
