Leaupepe Taala Ralph Elika opened the meeting with a prayer.

 

 

1          Apologies

 

The Pacific Peoples Advisory Panel:

a)         accepted the apology from Deputy Chairperson C Harris, Cr A Filipaina, Cr C Casey and Patrick Masina for absence.

 

 

2          Declaration of Interest

 

There were no declarations of interest.

 

 

3          Confirmation of Minutes

 

The Pacific Peoples Advisory Panel:

a)         confirmed the ordinary minutes of its meeting, held on Wednesday, 19 July 2017, as a true and correct record.

Public Input: Secondary to Tertiary Education Pathways for Pasifika learners

 

Mr William Ulugia, Principal Advisor Pasifika, and Ms Hana Seumanu-Ikenasio, Professional Development Services Manager provided a powerpoint presentation in support of the Pasifika Operational Strategy action plan to ensure learners succeed in tertiary education.

 

The Pacific Peoples Advisory Panel:

a)      received the presentation and thanked Mr William Ulugia, Principal Advisor Pasifika, and Ms Hana Seumanu-Ikenasio, Professional Development Services Manager, for their attendance.

Health and Hygiene Bylaw Review

 

Staff provided a powerpoint presentation in support of the item.

 

The Pacific Peoples Advisory Panel:

a)      provided feedback and advice in relation to the Health and Hygiene Bylaw review.

Panel’s Advice

·         would like to see an exception and more consideration for traditional pacific tattooing

·         feels there are inconsistencies across the board

·         the bylaw needs to be made easier for Pacific people to understand

·         suggested information hub’s in south Auckland and providing education on the bylaw

·         “effectiveness in languages” – provide by-law in different languages

·         need more information on what is safe practice for traditional tattooing

 

Actions

The panel will compile a list of contacts from within their communities for the by-laws team to contact.

Pacific Peoples Advisory Panel - Liaison Councillor's update

 

Apologies were received from the Liaison Councillors.

 

 

 

The meeting adjourned at 6.40pm and reconvened at 6.49pm

Pacific Peoples Advisory Panel - Members' update

 

The Pacific Peoples Advisory Panel:

a)      received the update on regional issues of significance affecting relevant communities.

 

The Pacific Peoples Advisory Panel discussed changes and additions to the key priorities and focus areas of the forward work programme.

 

Key Priorities:

·           Increase civic participation/leadership of Pacific peoples within and outside Council

·           contribution to the council’s diversity and inclusion strategy

·           support Council’s health and well-being initiatives for Pasifika

·           Advise on council policies and strategies for environment and sustainability

·           Affirm Auckland’s international recognition as the ‘largest Polynesian City in the world’

 

Panel’s feedback on key priorities

·         change last bullet point to:

“Affirm Auckland’s international recognition as the ‘largest vibrant Pacific City in the world’

·         being the ‘largest vibrant Pacific City in the world’ is an asset that needs to be tapped into

·         what would it take to create a Pasifika hub in Auckland

·         need to utilise and promote what is currently happening in south Auckland e.g. Otara Markets

 

Panel’s focus areas for the term:

 

·        To understand and positively influence Council Initiatives for affordable quality housing and advise on housing options for the Pasifika community

·        To reinforce and influence improvement of Councils existing economic development initiatives that have a high impact on Pasifika – primarily youth, employment and health

·        To provide culturally specific strategies that will increase civic participation/leadership of Pasifika with council initiatives

Panel’s feedback on focus areas for the term:

·        Change second bullet point to:

Reinforcing and or influencing improvement of Councils existing community and economic development initiatives that have a high impact on Pasifika – primarily youth, employment, health and education.

Housing:

·         Use current contacts to hi-light housing issues faced by the Pasifika community

·         Look at working with other groups from within and outside Auckland council.

Rangimaire Hunia, CE Ngāti Whātua Ōrākei Whai Maia, is happy to come and present to the panel on the Ngāti Whātua Ōrākei housing project.

 

Advisory Panel’s Chairs meeting update:

Chairperson Leaupepe Taala Ralph Elika, provided and update on the Advisory Panel’s Chairs meeting, which took place on Tuesday, 17 October 2017.

 

·         Advisory boards have shared communities

·         Chairs would like to look at having open invitation to all advisory panels

·         Discussed age friendly criteria and the International Age-friendly Cities Framework

·         Janet Clews (Seniors Advisory Panel) is keen to get the other panels’ views on the council’s approach to the Framework.

 

Acknowledgements

Chairperson Leaupepe Taala Ralph Elika advised that Member Tamm Kingi has resigned from the Panel due to work opportunities overseas.  On behalf of the panel the chair acknowledged and thanked Tamm for her commitment and contribution to the Pacific Peoples Advisory Panel.
