1          Apologies

  The Rainbow Communities Advisory Panel:

a)         noted the apologies from Mark Fisher, Chairperson J Radford-Poupard and Cr Cathy Casey for absence.

 

 

2          Declaration of Interest

There were no declarations of interest.

 

 

3          Confirmation of Minutes

 The Rainbow Communities Advisory Panel:

a)         confirmed the minutes of its meeting, held on Monday, 3 July 2017 as a true and correct record.

Discussion with the New Zealand Police

 

The Rainbow Communities Advisory Panel:

a)      thanked Acting Senior Sergeant Mark Clayton for attending.

b)      discussed opportunities for the panel to collaborate with the Police and council’s safety staff.

Panel feedback and advice

Better communication is required between Police and rainbow communities. The Rainbow Community Advisory Panel could provide some expertise in this area, either as a panel or in each member’s individual capacity.

Police are learning and training and education is key. Panel members could assist as leaders in the community.

Panel members are happy to continue engagement with the Police especially in the area of domestic violence.

Health and Hygiene Bylaw 2013 Review

 

The Rainbow Communities Advisory Panel:

a)      provided advice regarding the Health and Hygiene Bylaw 2013 Review based on the discussion questions in the agenda report.

Panel feedback and advice

There are issues regarding the refusal of commercial services covered by the bylaw to members of rainbow communities. Discrimination is particularly suffered by transgender and HIV positive communities.

The panel suggested that licensed operators should display licences at the front of the premises, similar to the way food licences are displayed.

Awareness of the bylaw might be limited in rainbow communities which could constrain the number of complaints made.

 

 

Note:   Alice Dawson from Rainbow Youth provided an update of recent work including the national advertising campaign, the increase to a nationally focussed team and the opening of a new office in Tauranga. Alice also spoke about Rainbow Youth’s new staff and how the organisation is considering issues around funding and its ongoing viability.

Adoption of the Rainbow Communities Advisory Panel's 2017/2018 work programme

 

The Rainbow Communities Advisory Panel:

a)      received the overview of the community engagement project draft report “3 Questions” from Cissy Rock, Aych McArdle and Sam Orchard.

b)      agreed to provide feedback on the draft report to Cissy by 25 October.

c)      agreed to provide feedback on the work programme 2017/2018 priorities included in the agenda report to Austin Kim by 20 October.
