8 Deputations

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

Rautawhiri Park Perimeter Walkway request for additional funding for stage one and two

Purpose
1. To seek approval from the Rodney Local Board to allocate Locally Driven Initiative Capex funding to construct stages one and two of a perimeter walkway at Rautawhiri Park, Helensville.
Executive summary
2. The detailed design for stages one and two of the Rautawhiri Park perimeter walkway is underway, with construction anticipated to commence early 2018.
3. This project is part of a broader programme of walkway and bike trail projects titled Rodney Recreational Walkways and Bike Trails, approved by the Rodney Local Board and funded in the Long-term Plan through asset based services (ABS) capex growth funding.
4. In order to complete stages one and two a shortfall of $42,480 has been identified. Capex growth funding is not available, and Locally Driven Initiative capex funding is required to progress the project.
That the Rodney Local Board Parks and Recreation Committee: a) approve the allocation of $42,480 from its Locally Driven Initiative Capex Play Spaces budget to the Rautawhiri Park perimeter path stages one and two to enable the construction of these stages of the path to begin within the current 2017/2018 financial year.

Comments
Background
5. A future development plan for Rautawhiri Park was prepared in 1998 as part of the Reserve Management Plan. The plan included provision for a perimeter walkway and connections through the park.
6. In 2016 the perimeter walkway was identified as a priority project within the Rodney Recreational Walkways and Bike Trails programme of work. The aim is to provide more accessible access to the park and to increase recreational walking and fitness activities.
7. The Rodney Recreational Walkways and Bike Trails programme and the individual projects within it were previously approved by the Rodney Local Board. (resolutions RODPC/2016/39 and RD/2017/102). The programme of work is for walkway and cycleway development and is funded through asset based services (ABS) capex growth funding. It is not a Locally Driven Initiative (LDI) project.
8. The programme includes the following:
· Rautawhiri Park perimeter path
· Te Whau esplanade walkway (now completed)
· Huapai Domain perimeter walkway (now completed)
· Jamieson Bay walking accessway
· Kowhai Park to Warkworth Showgrounds link
· Greenways projects (Wellsford-Warkworth-Waimauku-Kumeu-Huapai and Riverhead).
9. A concept design for the Rautawhiri Park perimeter walkway has been completed (Attachment A). The design is for a concrete walkway with connections and linkages through the park to existing facilities (playground, courts, skate-park, sports clubrooms, car parks and toilets), and is cognisant of the sports field users requirements for areas of play and buffer zones. This has created challenges with the design and identified that a section of boardwalk will be required at the northern section of walkway (stage 4) to ensure the walkway is outside of the buffer zone.
10. The plan developed for the initial community consultation is attached as Attachment B to the agenda report.
11. Community engagement on the concept design is currently in progress with sports clubs, local residents, schools and Helensville community groups. Flyers have been displayed at the Helensville Service Centre, and distributed via email and through a letter drop.
12. The Lions Club of Helensville are supportive of a walkway within Rautawhiri Park and would like to work collaboratively with Auckland Council to see it developed in 2017 to coincide with their centennial year celebrations. The club wishes to contribute financially towards the purchase and installation of five to ten fitness stations to be located around a walkway circuit. Maintenance of the fitness stations will be the responsibility of Auckland Council.
Funding
13. Funding for this project is within the Rodney Recreational Walkways and Bike Trails programme of work which was included in the previous long-term plan as a specific project. This is separate to the LDI Greenways programme.
14. The current available budget for the Rodney Recreational Walkway and Bike Trails programme is $333,520 in the 2017/2018 financial year (excluding commitments for the design phase).
15. Due to the scale of the park, options were identified for completing the works in stages. Cost estimates for each stage are outlined below: –

16. Funding of $376,000 in financial year 2017/2018 would enable the construction of stages one and two, creating a walkway circuit around the perimeter of the athletics field and providing links to the playground and toilet facilities. However there is a shortfall of funding of $42,480.
17. Members resolved at the 17 August 2017 business meeting (resolution number RD/2017/130) to “support staff to investigate the allocation of additional growth funding for the Rautawhiri Park perimeter path, and advocate for this funding to reimburse the local board’s LDI Capex contribution noting that the project should be funded from growth funding and not the local board’s LDI and that the growth funding shortfall is minimal”. An investigation has been completed and the project does not qualify for additional growth funding. The population growth in the area is predicted to be only 12% over the next 10 years and is therefore considered a lower priority for funding allocation across the Auckland region.
18. To address the shortfall of funding there are two options for consideration.
· Option 1 – The allocation of LDI funding of $42,480 to enable stages one and two of the walkway to commence.
· Option 2 – Prioritisation of stage one of the walkway only along the perimeter of the car park areas, and the exclusion of stage two. This is achievable within the current available funding for this project however this option would not provide a fitness circuit loop within the park.
Consideration
Local board views and implications
19. The perimeter walkway and fitness stations were discussed with the Rodney Local Board at a workshop on 10 August 2017. Members are supportive of the walkway in principle, with stages one and two identified as the priority. A funding shortfall of $42,480 was identified. Members indicated support for allocating funding to address this shortfall to enable construction to be completed within the current 2017/2018 financial year.
Māori impact statement
20. The project was presented to mana whenua at the parks and recreation iwi engagement northwest hui on 4 October 2017. Should funding be approved, the project will be developed in consultation with mana whenua who have expressed an interest in the project.
Implementation
21. Community engagement, detailed design and resource consent for the construction of stages one and two of the walkway will be completed prior to December 2017. Should funding be approved, construction is planned for late summer and autumn (late January to April 2018) when ground conditions are most favourable.
22. Should funding not be approved, the construction of stages one and two of the walkway will not be able to be implemented. Stage one could be constructed along the perimeter of the car park areas. However this option would not provide a fitness circuit loop within the park.
