Chairperson Mulholland opened the meeting and welcomed everyone present.

Lauren Wetini from Be Accessible made a presentation to the board introducing the organisation and its working with other local boards on developing Accessibility Action Plans. A copy of presentation was attached to the agenda can be viewed on Auckland Council website. Apology for absence from Neville Pulman was noted. |

Andrew Clifford from Te Uru made a presentation to the board providing an update on their initiatives and activities in the area. A copy of presentation was attached to the agenda can be viewed on Auckland Council website. Te Uru Waitakere Contemporary Gallery (commonly known as Te Uru, formerly known as Lopdell House Gallery) is a contemporary art gallery located in Titirangi, Auckland. The Gallery was located in Whau Local Board area during the period of its redevelopment and has received support from the board for some of their initiatives. |

Resolution number WH/2017/126 MOVED by Member T Matafai, seconded by Member D Battersby: That the Whau Local Board: a) approve and adopt the final Whau Local Board Plan 2017 (Attachment A). b) delegate authority to the Chair to add the Chair’s message and approve any minor edits that may be necessary.

Feedback on the proposed direction of the draft Waste Management and Minimisation Plan |

Resolution number WH/2017/127 MOVED by Member C Farmer, seconded by Member D Whitley: That the Whau Local Board: a) support the proposed approach taken in the draft Waste Management and Minimisation Plan. b) provide the following feedback on the focus areas: i. advocating to central government for a higher waste levy to incentivise waste diversion and investment in resource recovery. • support a larger increase in the waste levy with a phased implementation to allow for affected parties to plan for the change. • note there is a risk of private contractors under-cutting higher council levies. • support more focus on recycling. ii. advocating for product stewardship, addressing three priority commercial waste streams of construction and demolition waste, organic waste and plastic waste. • support addressing the three priority commercial waste streams. • note that beverage containers, tyres, e-waste and batteries are also an area of concern. • support introducing plastic bag reduction initiatives. • note that central government has a primary role in legislation controlling product stewardship • note that the focus needs to be much stronger on the producer of the waste product rather than the consumer e.g. returning plastic to the producer/packager as opposed to customers paying for supermarket bags. • support more public place recycling bins (particularly in town centres), recognising that it is costly to implement and maintain. iii. addressing waste generated from council and council-controlled organisations operational activities, particularly construction and demolition waste. • support addressing waste generated from council’s operational activities. • ensure waste management and minimisation principles are embedded within all council and council-controlled organisation refurbishment and relocation projects. This includes major infrastructure projects such as town centre development, facility, park and stormwater projects.

Resolution number WH/2017/128 MOVED by Deputy Chairperson S Zhu, seconded by Member D Whitley: That the Whau Local Board: a) note that the statutory review of representation arrangements requires an initial proposal be developed, which is publicly notified for submissions. b) note that the Governance Framework Review political working party has recommended that a new political working party, comprised of governing body and local board members, be formed to deal with governance issues, which could include the representation review. c) endorse the staff recommendation that the new governance political working party, develop the initial proposal and present it to local boards and the Governing Body for comments before the Governing Body makes the statutory resolution to release the Auckland Council’s initial proposal for consultation. d) endorse the staff recommendation that the new governance political working party hear public submissions on the proposal, then report its findings to local boards and the Governing Body before the Governing Body makes the final statutory resolution on any representation changes, which will then be publicly notified for objections and appeals. e) endorse the staff recommendation that the Mayor call for expressions of interest from all elected members to be on the new governance political working party and then appoint an equal number of governing body and local board members to the political working party.

Resolution number WH/2017/130 MOVED by Member T Matafai, seconded by Member D Whitley: That the Whau Local Board: a) note the urgent need for the replacement Avondale community facility and securing of open space for future needs in Avondale. b) request the Governing Body invest the proceeds from any sales within the Avondale area back into the development of Avondale in line with the Unlock Avondale High Level project plan
