The Chairperson opened the meeting and welcome those present.

Members were reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.

Resolution number WTK/2017/144 MOVED by Member D Yates, seconded by Deputy Chairperson S Toms: That the Waitākere Ranges Local Board: a) endorse Panuku Development Auckland’s recommendation to the Finance and Performance Committee to revoke the reserve status and dispose of 9 Matama Road, Glen Eden.

Feedback on the proposed direction of the draft Waste Management and Minimisation Plan |

Resolution number WTK/2017/145 MOVED by Member S Coney, seconded by Deputy Chairperson S Toms: That the Waitākere Ranges Local Board: a) Support progression of Option 2: Expanded Focus. b) Provides the following feedback on the focus areas: Advocating to central government for a higher waste levy to incentivise waste diversion and investment in resource recovery. · Support a larger increase in the waste levy (to incentivise diversion) with a phased implementation to allow for affected parties to plan for the change. · Notes there is a risk of private contractors under-cutting higher council levies. · Support more focus on recycling.
Strongly advocating for product stewardship, addressing three priority commercial waste streams of construction and demolition waste, organic waste and plastic waste. · Support addressing the three priority commercial waste streams, while noting that beverage containers, tyres, e-waste and batteries are also an area of concern. · Support introducing and supporting plastic reduction and replacement initiatives. · Note that central government has a primary role in legislation controlling product stewardship. · Supports a focus on commercial waste, noting that the focus needs to be much stronger on product stewardship and the producer of the waste product rather than the consumer, e.g. return of beverage containers and tyres. · Support more public place recycling bins (particularly in town centres), recognising that it is costly to implement and maintain.
Addressing waste generated from council and council-controlled organisations operational activities, particularly construction and demolition waste. · Notes that Council already has a zero waste target and that it needs to provide leadership in its approach so as to model behaviours for industry, and to use contracts and other means to influence waste management where possible. · Support in-house focus on addressing waste generated from council’s operational activities. · Ensure waste management and minimisation principles are embedded within all council and council-controlled organisation refurbishment and relocation projects. This includes major infrastructure projects such as city centre development and storm-water projects. · Require zero waste or waste minimisation plans for all Council and Council funded events.

Councillors Linda Cooper and Penny Hulse provided the members with matters being addressed by Governing Body including:

Resolution number WTK/2017/146 MOVED by Deputy Chairperson S Toms, seconded by Member D Yates: That the Waitākere Ranges Local Board: a) supports the proposal of the Governance Framework Review political working party for a new political working party, comprised of governing body and local board members, to be formed to deal with governance issues and that this could include the representation review. (b) supports the staff recommendation that the new governance political working party develops the initial proposal and presents it to local boards and the Governing Body for comments before the Governing Body makes the statutory resolution to release the Auckland Council’s initial proposal for consultation. (c) supports the staff recommendation that the new governance political working party hears public submissions on the proposal, then reports its findings to local boards and the Governing Body before the Governing Body makes the final statutory resolution on any representation changes, which will then be publicly notified for objections and appeals. (d) supports the staff recommendation that the Mayor calls for expressions of interest from all elected members to be on the new governance political working party and then appoints an equal number of governing body and local board members to the political working party. |
