Proposed land exchange at Hillary Crescent, Belmont and Northboro Reserve.

 

Richard Mann, Principal Policy Analyst – Parks and Recreation Policy and Alina Wimmer, Manager Development Programmes - Infrastructure and Environmental Services, were in attendance to address the board regarding the proposed land exchange at Hillary Crescent, Belmont and Northboro Reserve.

 

 

Resolution number DT/2017/245

MOVED by Chairperson G Gillon, seconded by Member M Sheehy:  

That the Devonport-Takapuna Local Board:

a)            recommends the Environment and Community Committee approve the proposed land exchange at Northboro Reserve, Belmont with private land immediately adjacent in Hillary Crescent.

b)            notes that the proposed land exchange will result in an overall increase in reserve land (1708m2) available for the Belmont community.

c)            notes that the proposed land exchange will create significant improvements to access amenity (width, slope, surface and planting), reserve amenity and visual relief through the development of a pocket park.

Adoption of a regional membership structure across Auckland Council operated pools and leisure centres

 

Garth Dawson, Leisure Business Manager – Parks, Sports and Recreation was in attendance to address the board regarding membership structure in Auckland Council operated pools and leisure centres in the Devonport-Takapuna local board area.

MOVED by Chairperson G Gillon, seconded by Member J McKenzie:  

That the Devonport-Takapuna Local Board:

a)      endorses the introduction of a regional membership structure across council operated pools and leisure centres.

b)      approves revised membership prices for Takapuna Pool and Leisure Centre for the 2017/2018 financial year: Get Into It bronze membership, valued at $16.00 per week, and Swim It or Gym It memberships at $14.00 per week.

Input to the Review of Citizens Advice Bureaux services

 

Sonette de Koster, Manager Citizens Advice Bureau North Shore and Joan Lardner were in attendance to address the board regarding the review of the Citizens Advice Bureaux services.

That the Devonport-Takapuna Local Board:

a)            recommends option one: enhanced status quo to guide the future provision of Citizens Advice Bureaux services across the Auckland region.

b)            requests Local Board Services staff organise quarterly meetings with the Takapuna Citizens Advice Bureaux to improve and strengthen local relationships.

c)            thanks Sonette de Koster, Manager Citizens Advice Bureaux North Shore and Joan Lardner for their presentation and attendance.

Auckland Transport monthly update - November 2017

 

Marilyn Nicholls Elected Member Relationship Manger was in attendance to address the board regarding the Auckland Transport November update.

 

 

MOVED by Deputy Chairperson GW Wood, seconded by Member M Sheehy:  

That the Devonport-Takapuna Local Board:

a)            receives the Auckland Transport November  2017 monthly update report and thank Marilyn Nicholls, Elected Member Relationship Manager for her presentation and attendance.

b)            requests Auckland Transport to progress as quick as possible the provision of a pedestrian crossing across Forrest Hill and East Coast Roads, with emphasis on how these new crossings can be installed to coincide with the launch of the new North Shore Auckland Transport Metro services in June 2018 (CAS-516143).

 

 

Member Sheehy moved an amendment to the original recommendations a) and b) with the addition of c) below:

c)         advises Auckland Transport that the Devonport-Takapuna Local Board supports the Clarence Street Local Board Transport capital fund project, and approves it’s release for public consultation.

Auckland Council’s Quarterly Performance Report: Devonport-Takapuna Local Board for quarter one, 1 July - 30 September 2017

 

Tristan Coulson, Senior Local Board Advisor was in attendance to address the board on the Quarterly Performance report for the Devonport-Takapuna local board area.

 

 

 

Resolution number DT/2017/251

MOVED by Chairperson G Gillon, seconded by Member M Cohen:  

That the Devonport-Takapuna Local Board:

a)      receives the quarterly performance report quarter one, 1 July to 30 September 2017.

b)      requests that staff provide an update at a future Community Facilities workshop on the following work programme items:

i)       Old Barracks Castor Bay - repurpose for community space (ID 2304);

ii)      renew park structures 2017-18 (ID 2793);

iii)     renew park roading and car parks 2018 (ID 2797);

iv)       renew park play spaces 2018-2019 (ID 2796); and

v)         renew access ramp at Aramoana Reserve (ID 2313).

Amendment of the Auckland Transport Election Signs Bylaw 2013 and its impact on local parks

 

Eric Perry, Relationship Manager was in attendance to address the board in support of this item.

 

 

Resolution number DT/2017/252

MOVED by Deputy Chairperson GW Wood, seconded by Member M Sheehy:  

That the Devonport-Takapuna Local Board:

a)      notes that, although the local board currently does not have any identified locations for election signs on local parks and reserves as identified in Auckland Transport’s List of Election Sign Sites, it does support in principle the provision of a nine week time restriction for election signs on local parks and reserves for the reasons identified in the agenda report.

b)      requests that Auckland Transport’s Traffic Control Committee provide a nine week time restriction for election signs on road reserve to provide a consistency for public sites across Auckland.

c)      requests that Auckland Transport’s Traffic Control Committee consider updating their List of Election Sign Sites to reflect these time restrictions in accordance with clause 6 of the Election Signs Bylaw 2013.

Secretarial note:  The board acknowledged that the location of election signs within the Devonport-Takapuna local board are will be reviewed at a later date.

MOVED by Deputy Chairperson GW Wood, seconded by Chairperson G Gillon:  

That the Devonport-Takapuna Local Board:

a)            supports the Governing Body position that the new governance political working party develop the initial proposal and present it to local boards and the Governing Body for comments before the Governing Body makes the statutory resolution to release the Auckland Council’s initial proposal for consultation.

b)            proposes that the local board receive and hear the local public submissions and provide feedback to the new representation review working party for consideration.

c)            requests that the Mayor call for expressions of interest from all elected members to be on the new governance political working and further requests the Mayor and Deputy Mayor together with the governing body and local board members to the political working party.

MOVED by Chairperson G Gillon, seconded by Deputy Chairperson GW Wood:  

That the Devonport-Takapuna Local Board:

a)            receives and thanks Chairperson Gillon for his written report.

b)            notes its previous recommendations regarding wharf extensions into the Waitemata Harbour.

c)            advises the Planning Committee and the Mayor of the local board’s and the Devonport-Takapuna community’s interest in this issue.

d)            requests that the local board continue to be recognised as a party to any discussions relating to any proposed port extensions, or extensions in relation to any America’s Cup Village proposals.

e)            expresses concern at the rapid loss of mature pohutakawa and other native trees from our coastline and request the governing body investigate mechanisms where protection can be restored and advise the local board accordingly.

h)         expresses its concern with the current state of maintenance and general untidiness of Devonport’s Memorial Drive (Lake Road), and request staff to undertake urgent maintenance (with particular focus on grass trimming and weed removal) to address the situation.

i)          requests advice from relevant Auckland Transport staff as to the most appropriate mechanism to prevent vehicles from being advertised for sale along Memorial Drive (Lake Road).
