That the Heritage Advisory Panel: a) confirm the ordinary minutes of its meeting, held on Tuesday, 26 September 2017, as a true and correct record.

4 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Heritage Evaluations-Methodology Review

Purpose
1. To seek the Panel’s feedback on the review of the methodology for evaluating historic heritage significance and historic heritage evaluation template.
Executive summary
2. The Heritage Unit have undertaken some 70 evaluations of sites for consideration for scheduling in the Auckland Unitary Plan. This is the first set of evaluations under the Auckland Unitary Plan and it is considered appropriate timing to review the methodology the council has followed. This does not include a review of the Historic Heritage criteria which are set out in the Auckland Unitary Plan.
3. Cara Francesco - Principal Specialist Built Heritage, will present on:
· a high level overview of what is proposed for the project (i.e. key points from project plan),
· some of the key observations, issues and points for refinement to date with the current methodology for evaluating historic heritage significance and evaluation template
· identify whether the Panel wishes to nominate one or two members to be part of the Project Reference Group.

Heritage Resource Consent Fees

Purpose
1. To seek the views of the Heritage Advisory Panel on developing a policy related to fees, charges and waivers on applications for resource consents involving heritage.
Executive summary
2. Rebecca Fogel - Team Leader Built Heritage Implementation, will present on work done to date on heritage consent fees.
3. The Auckland Unitary Plan (Operative in part) contains policies D17.3(2) and D17.3(5) which suggest that application fees can be waived for resource consents involving heritage, in order to encourage appropriate redevelopment of scheduled historic heritage places.
4. The resource consents department is currently operating under varied and inconsistent legacy practices, and now that the Auckland Unitary Plan is close to becoming fully operative, there is a need to administer application fees and waivers for heritage applications in a consistent manner.
5. Many local authorities across New Zealand use fee waivers as an incentive, and this tool is well-established as best practice in terms of heritage management.
6. Various options for how this might work in practice have been explored by officers.

3. Heritage Plan Changes.
· The Council has agreed to notify two plan changes.
Amendments Plan Change:
· Amendment of the identification of 145 places in Schedule 14.1 and/or to the GIS Viewer, including corrections to name, legal description, and mapped extent of place
· Approved for notification at November Planning Committee
· Planning Committee required additional amendment of a property to be identified as ‘contributing’ within the Herne Bay Historic Heritage Area
· This has deferred notification of the plan change to later this year/early 2018
· Will have immediate legal effect.
Additions Plan Change:
· Addition of 49 historic heritage places, including 46 historic heritage places and three historic heritage areas to the Unitary Plan Schedule of Historic Heritage
· Approved for notification at November Planning Committee
· Notification is this Thursday, 17 November
· Will have immediate legal effect.
