Reallocation of 2017/18 local economic development work programme funding

 

Jonathan Sudworth, Local Economic Development Advisor, Auckland Tourism, Events and Economic Development, and Kae Condon, Manager Birkenhead Town Centre Association were in attendance regarding the Reallocation of 2017/18 local economic development work programme funding report.

MOVED by Member A Hartley, seconded by Member K McIntyre:  

That the Kaipātiki Local Board:

a)        reallocate the $15,000 budget originally agreed as part of the board’s 2017/18 local economic development work programme to the Birkenhead Town Centre Association to increase its promotional activity in order to increase trade in the town centre, particularly in light of the impact that lost parking may have on local businesses as a result of the October Rawene Road car park slip.

Adoption of a regional membership structure across council operated pools and leisure centres

 

Garth Dawson, Leisure Business Manager, Parks, Sports and Recreation, was in attendance regarding the Adoption of a regional membership structure across council operated pools and leisure centres report.

That the Kaipātiki Local Board:

a)        endorse the introduction of a regional membership structure across council operated pools and leisure centres.

b)        approve new membership prices for local pools and leisure centres for the 2017/2018 financial year as indicated below:

Silver, at $19.50/week

c)         note that a concession will apply to the prices in clause b for seniors, students, families, disabled persons, community services card holders and green prescriptions.

d)        note that the VIP membership category for Glenfield Leisure Centre will be continued and support its retention and expansion across the region.

e)         note that free swimming will continue to be provided for children aged 16 years old and under.

Auckland Transport Monthly Update - November 2017

 

Marilyn Nicholls, Elected Member Relationship Manager, Auckland Transport was in attendance to discuss the Auckland Transport Monthly Update - November 2017.

MOVED by Chairperson D Grant, seconded by Member A Smithson:  

That the Kaipātiki Local Board:

a)        note the Auckland Transport Monthly Update Kaipatiki Local Board November 2017.

b)        note that Auckland Transport was not able to utilise the $5,000 allocated from the board’s Local Board Transport Capital Fund at its August business meeting to install a new footpath at the rear of the shops in Birkdale Road (resolution number KT/2017/113), as there is no legal easement in place.

c)        request Auckland Transport review the priority given to the Northcote Point Ferry Terminal Upgrade in its “Auckland Transport draft 10 year capital programme as at 27th October 2017” to:

i.       better reflect likely growth in passenger demand resulting from the completion of the following current projects; SkyPath, SeaPath and the Northcote Safe Cycle Route; and

ii.      acknowledge that current low passenger numbers are in part a reflection of current service unreliability.

d)        thank Auckland Transport for their work in collaboration with the local board and the Birkenhead Town Centre Association on solutions to parking in Birkenhead.

Amendment of the Auckland Transport Election Signs Bylaw 2013 and its impact on local parks

 

Eric Perry, Relationship Manager, Local Board Services was in attendance to discuss the Amendment of the Auckland Transport Election Signs Bylaw 2013 and its impact on local parks report.

 

Resolution number KT/2017/171

MOVED by Deputy Chairperson J Gillon, seconded by Chairperson D Grant:  

That the Kaipātiki Local Board:

a)        amend landowner approvals for election signs to provide a nine week time restriction on local parks and reserves identified in the List of Election Signs sites, as outlined within Attachment A to the agenda report and listed below:

i.             the south-eastern side of Archers Road, Glenfield, opposite Chartwell Avenue and within McFetridge Reserve (Auckland Transport reference N-K2 – Archers Road (1 of 2));

ii.            the north-western side of Archers Road, Glenfield, within the Marlborough Park Reserve (Auckland Transport reference N-K3 – Archers Road (2 of 2));

iii.           the north-western side of Diana Drive, within Diana Reserve (Auckland Transport reference N-K4 – Diana Drive);

iv.           the north-eastern side of Eskdale Road with Eskdale Reserve (Auckland Transport reference N-K6 – Eskdale Road (2 of 2));

v.            the western side of Glenfield Road, Hillcrest, within Birkenhead Domain (Eskdale Reserve) and behind the wooden bollards (Auckland Transport reference N-K7 – Glenfield Road (1 of 3));

vi.           the southern side of Kaipatiki Road, Birkdale, 100 metres east from Kaipatiki Bridge, and alongside Francis Kendall Reserve (Auckland Transport reference N-K10 Kaipatiki Road (1 of 3)).

vii.         the western side of Lake Road, Northcote, within Greenslade Reserve (Auckland Transport reference N-K14 – Lake Road (2 of 2)); and

viii.        the south-western side of Sunnybrae Road, Hillcrest, adjacent to 92 Sunnybrae Road within the Sunnybrae Green Reserve (Auckland Transport reference N-K19 – Sunnybrae Road).

b)        requests that the number of locations for election signs within the Kaipatiki Local Board area and the provisions around the time of day that election signs / hoardings can be erected be included for consideration as part of a future review of the Auckland Transport Election Sign Bylaw prior to the 2019 election.

c)        request that Auckland Transport’s Traffic Control Committee provide a nine week time restriction for election signs on road reserve to provide a consistency for public sites across Auckland.

d)        request that Auckland Transport’s Traffic Control Committee consider updating their List of Election Sign Sites to reflect these time restrictions in accordance with clause 6 of the Election Signs Bylaw 2013.

Feedback on the proposed direction of the draft Waste Management and Minimisation Plan

That the Kaipātiki Local Board:

a)        support option 2 as articulated in the agenda report (full implementation of the Waste and Minimisation Plan 2012 and a focus on the three commercial waste streams identified in the Waste Assessment).

b)        support increased advocacy for public and private funding to support the development of residual waste treatment facilities as articulated in option 3.

MOVED by Deputy Chairperson J Gillon, seconded by Member A Smithson:  

That the Kaipātiki Local Board:

a)        approve the tabled document ‘Kaipātiki Remuneration Authority Feedback’ as the board’s feedback on the Remuneration Authority’s consultation document ‘Local Government Review’.

b)        request the Governing Body include the board’s feedback in clause a) in its entirety as an appendix to the submission lodged on behalf of Auckland Council to the Remuneration Authority.

Kaipatiki Local Board Chairperson's Report

 

Resolution number KT/2017/175

MOVED by Chairperson D Grant, seconded by Member A Tyler:  

That the Kaipātiki Local Board:

a)        support the Notice of Motion considered by the Upper Harbour Local Board at its 19 October 2017 business meeting in relation to naming parameters for elected members as considered as part of the Governance Framework Review.

b)        express its deep concern over the recent decision of the Governing Body at its September 2017 meeting to retain the term ‘councillor’ solely for members of the governing body, and that members of local boards continue to be referred to as ‘local board members’ (resolution number GB/2017/122), which is counter to the preferences expressed by 18 of 21 local boards as part of the Governance Framework Review.

c)        restate its position resolved at its 16 August 2017 business meeting in support of the use of the term ‘local councillor’ as the preferred naming convention for local board members as articulated in resolution number KT/2017/106.

d)        strongly request the Governing Body rescind resolution number GB/2017/122 in the spirit of co-governance and in recognition of the views of the majority of local boards that indicated a preference for the title of ‘councillor’ be applied to local board members.

e)        request that, following resolution number GB/2017/122being rescinded, all elected members be called ‘councillor’, with a prefix of ‘local’ or ‘ward/regional’ as appropriate.

f)         request the above resolutions are forwarded to the Governing Body for its consideration at its December 2017 meeting.
