·                     Thanks to Mr Myles Hogarty – Head of AIMHI Schools and Principal of De La Salle College for his service to our community. He is leaving De La Salle.

·                     Congratulations to our MOLB and Community for the winning category of the  Bike Awards NZTA 2017 Cycle conference held in Christchurch, then the Supreme Award NZTA which was a huge milestone.

·                     Battle of Beer’Sheva Centennial Commemoration - Robert Miller soldier from Mangere, who died on 31 October 1917 WW1. The Battle Beer’Sheva in which used to be Palestine territory but is now part of Israel.  Bader Intermediate School were chosen by the NZ Jewish Community to host this and plant the 246 trees to commemorate the 246 ANZAC soldiers involved in that battle. Mr Miller’s great niece and honoured guests were present at this ceremony.

·                     Pule Fakamotu 43 years in NZ and had a wonderful commemoration recently.

·                     Southern Cross Campus - celebration with their current school leaders, school community and families and introduced their school leaders for 2018.

·                     All the various activities in the Community, mentioned YES Regional Awards, Mangere Family Fun Day, Boggust Health Day, the TOA Samoa Event World Rugby League Cup 2017, Mangere Mountain Education Trust, Niue Rugby League Day, Niue Rarotonga League Event.

·                     Congratulations to Honourable Minister Aupito Tofae Su’a William Sio for becoming a Minister out of Cabinet and Minister Jenny Salesa for becoming a Minister inside Cabinet for the Labour Government 2017.

Māngere-Ōtāhuhu Social Enterprise Collective Funding 17/18

a)      approve these social enterprise initiatives planned for 2017/2018 under work programme ID 631 ($30,000):

Auckland Transport Update - November 2017

a)      note the Auckland Transport Update – November 2017 report.

b)      thanks Auckland Transport for the update on the Bader Drive/Idlewild Roundabout provided at the completion of the ‘investigation and concept’ stage of design as was requested by resolution of the Mangere-Otahuhu Local Board in July 2017.

c)      authorises Auckland Transport to continue design work on the Bader Drive/Idlewild Roundabout,  based on the update provided.

Input to the Review of Citizens Advice Bureaux services

That the Māngere-Ōtāhuhu Local Board:

a)        receive the Review of Citizens Advice Bureaux services report.

 

b)        support in principle the officer recommendation Option 3: Regional service provision/Collective review of funding levels and number and location of service sites.

 

c)        request committee to consider its August 2017 input to the Review of Citizens Advice Bureaux services (Resolution number MO/2017/153) specifically comments under Equity and Fairness.

 

i.        The current funding model is not effective. The model should include the area’s demographics and weigh deprivation high as a criterion. Under the Local Board Funding policy, funding for local activities is allocated to board based on – Population 90%, deprivation 5% and land area 5%. This formula can be adapted to include deprivation as a factor, and not population alone.

 

ii.     That the board prefers sustainable funding models and for services offered by Māngere CAB to be fully funded under the ACABx – council funding arrangement.

 

iii.    The board request that deprivation is given more weight as a criterion when allocating funds to CABs in the region. The current funding model fails to reflect the diverse needs and low socio-economic factors in the local area when compared to other communities across the Auckland region.

 

iv.    The following criteria should be included:

a.            Transport provision – include public transport

b.            affordability – home ownership

c.         NZ index decile rating

d.         Negative health indicators i.e. obesity rates

e.         Online and communication accessibility

f.          Volunteers that can communicate in more than one language

g.         Housing NZ development in the local area

 

 

 

 

v.     Growth and development

·                     Housing NZ development is increasing in the local area. A need for social, community services, efficient and affordable public services for a growing low income and beneficiary reliant population is required.

·                     The Otahuhu-Middlemore Spatial priority area has led to investment for development of major transport hub in Otahuhu and town centre improvements. And predictions are that there is significant residential growth now and in the years ahead.

·                     The Māngere-Ōtāhuhu area is also where people transit through – airport, and a high rental community.

d)      note that clear information that funding support for budget services to CABs that were stopped were from the Ministry of Social Development and not ACAB.

Feedback on draft Waste Management and Minimisation Plan

That the Māngere-Ōtāhuhu Local Board:

a)      are in full support of the proposed direction of the draft Waste Management and Minimisation Plan and provide the following comments:

1.      The board supports option two to continue full implementation of the 2012 plan and focus on priority waste streams that council does not directly influence.

·            Notes that this can be delivered within the current funding envelope, prioritising resources.

·            Request officers to include the local boards to provide local perspective to further progress this plan.

2.     That planning and regional funding be allocated for the southern recycling centres with a priority for delivery. The impact of the waste management and minimisation plan on families with low income, lower levels of employment, homelessness and larger families leads is far more challenging compared to others.

3.     That there is regular monitoring, spot checks of practices in waste segregation to gauge results.

4.     Local communities in Māngere-Ōtāhuhu are still very new to red-bin roll out and changes in waste management and minimisation must be carried out in a staged, step by step approach and not rushed into by setting unreasonable targets.

5.     That the preferred approach is to build competency in communities through education and understanding as it can lead to a lasting impact and avoid resistance from communities.

6.     That the plan needs to take into account cultural and ethnic diversity in the local board area. Maraes, faith based organisations and groups and places of worship, e.g. Churches/ mosques/ temples are locations where there are large gatherings and proactive collaboration with such institutions must be planned from the start.

 

7.     The board supports the idea of a collaborative approach with all parts of the community – industries, business associations, organisations and community groups playing their part and taking responsibility to address all sides of waste minimisation.
Business Improvement Districts must play their part in influencing behaviours of retailers to minimise and manage waste.

8.     The board is in strong support for ideas around community brokering and asks that regional resources be devolved to local board to implement  and support innovative local ideas.

9.     That the Māngere-Ōtāhuhu Local Board recommends that “zero tolerance to plastic” be adopted as a goal in the long run.

 

10.   That in the next phase of the plan Auckland Council dialogue and engage with central government on policy issues on how to meet local targets and to advocate for higher waste levies at source (industry, commercial enterprise, construction, etc).

Amendment of the Auckland Transport Election Signs Bylaw 2013 and its impact on local parks

a)      amend landowner approvals for election signs to provide a nine week time restriction on local parks and reserves identified in the List of Election Sign Sites.

b)      request that Auckland Transport’s Traffic Control Committee provide a nine week time restriction for election signs on road reserve to provide a consistency for public sites across Auckland.

 

 

c)      request that Auckland Transport’s Traffic Control Committee consider updating their List of Election Sign Sites to reflect these time restrictions in accordance with clause 6 of the Election Signs Bylaw 2013.

b)         Allocate a budget of up to $6,000 from the community response fund to the events partnership fund to support a family friendly zone for a celebratory event in Ōtāhuhu on Saturday 18 November 2017.

c)         Agree that the Ōtāhuhu Business Association receive the grant to deliver the celebratory event on 18 November 2017 and request a first brief report back through the council’s events team by Tuesday 21 November 2017.

d)         Allocate a budget of up to $6,000 from the community response fund to the events partnership fund to support a family friendly zone for a possible second celebratory event.

e)         Delegate to the chair and deputy chair to approve details of the use of the grants and take any other actions required to ensure the success of the events.

Family zone celebratory event, Otahuhu

Purpose

1.         This report is for the board to consider giving funding support to the Ōtāhuhu Business Association (Inc.) to hold a family friendly celebratory event in Ōtāhuhu town centre.

Executive summary

2.            The Rugby League World Cup matches are currently taking place in New Zealand. Many people in the community, young people and sports groups in Māngere-Ōtāhuhu local board area passionately follow and enjoy the matches.

 

3.           Recently, following some matches, there were incidents of unruly behaviour in public areas and streets at Otahuhu, leading to disturbances, tensions and police also had to arrest some people.

 

4.           As a response to issues and concerns from the community, members of Mangere-Otahuhu Local Board, Auckland Council Ward councilors held meetings with local Pacific community, church and business leaders together with representatives from NZ Police, Auckland Tourism Events and Economic Development (ATEED). 

 

5.           The idea of organizing a family friendly zone for celebrating in a safe environment is proposed by community leaders. 

 

6.           A family friendly celebration event will be held at the Ōtāhuhu town centre after the game finishes on Saturday 18 November at 7pm. It will include a pedestrian parade due to finish at 9pm. The Otahuhu Business Association will be the lead agency to deliver the event in coordination with local groups and community leaders.

 

7.           A budget from the board’s community response fund is proposed to be given as grant to the Ōtāhuhu Business Association for implementing a sound response to the need in the community, mitigate concerns of safety through a family friendly celebratory event.

 

8.           The Ōtāhuhu Business Association has advised that the grant from the board would be applied towards security and costs of volunteers.  Further details are expected to be tabled at the board meeting.

 

9.           Council’s events team will oversee the management of the grant to the Ōtāhuhu Business Association.

 

10.        ATEED, NZ Police, local church leaders and Auckland Transport will coordinate and collaborate to ensure a family friendly celebratory environment in Otahuhu

 

11.        A similar event on 25 November 2017, dependant on which teams remain in the Rugby League World Cup competition, is also being considered.

That the Māngere-Ōtāhuhu Local Board:

#FamiliZone – Draft Plan

The main street of Otahuhu will be closed using the attached road closure plan from approximately 5.30pm on Saturday 15th November 2017.

We are proposing a #FamiliZone event to be created within the closed area of Great South Road Otahuhu.

We are looking at bringing in a truck to be used as a stage for the evening and locating it on the intersection of Great South Rd and Mason Ave / Avenue Rd facing south.

At this stage the truck to be used for the stage has been donated by an owner driver (Hayden Bell) from Mainfreight who is happy to deliver and collect the truck for use. A Koha for petrol and his time would be appropriate.

Buses will still need to be permitted to travel to and from Mason Ave through the Great South Rd Intersection to Avenue Rd so the event and festivities will need to be located in the section of the Otahuhu Town Centre between Mason Ave / Avenue Rd and Park Ave.

The stage will be used for entertainment such as a band or DJ which is yet to be confirmed as well as cost.

The event will run from approximately 7pm to 9pm with an allowance of 30mins for final act and 30mins to clear the Otahuhu Town Centre by 10pm. This will be communicated quite strongly in the event in the communication and from the stage at the event. We do not want the event to run past 10pm as we do not want to disrupt the non-celebrating members of the Otahuhu residential community and we do not want it to be an event that is helped into the hour that may attract the issues we have seen in the past weeks later into the night.

We propose using Maori and Pacific Wardens from our Southern warden units as well as a group of Tongan Church elders which will be supplied with a base to have breaks, food and drinks as well as a koha for each group as appreciation for their work. $150 per group for the three groups and a further $300.00 for drinks, snacks and a meal would be appropriate. Total $750.00

We will also be using the services of Mealamu Secuirty, who will be deploying 8 accredited static guards to the event for the hours of 6pm through to 11pm. For safety reasons the guard will work in pairs. Luke Mealamu (owner) has worked in, and is very familiar with the Otahuhu, Otara, Mangere areas. He has also worked with the Maori and pacific wardens. Luke has undertaken to, at a cost, make the guard available after 11pm if the need arises. The cost for this is $1000.00+GST quote attached.

We will be utilising the existing public toilets in Otahuhu: three located in Avenue Rd, two located in Hall Ave, with the ability to also use the two located at the High Street car park. If more toilets are required we can get them from Hirepool this will be a cost of $139.13+GST per toilet delivered and collected.

The event will be a “walkin” event with car parking available at King St, Mason Ave, Station Rd, Hall Ave and High St as well as the many other street parking we have available in Otahuhu. People are also to Bus or Train to the event with a short walk.

We will encourage Otahuhu businesses, especially the food outlets, to potentially stay open late to offer food and take advantage of the economic opportunity.

We will also approach mobile food vendors from the Otahuhu Food Festival to attend the event giving food and drink options for people to buy. There would also be the potential for a fundraising group to host a sausage sizzle.

The event will be a no cars, no fireworks, no alcohol, and family friendly celebration.

We will be delivering flyers to all local business and surrounding residential properties advising them of the event with event team contact details if they have any issues.

During the event we will encourage people to enjoy themselves but enforce the need for people to go home after the event and for safety reasons not continue to block the streets of Otahuhu into the night.
