Resolution number MR/2017/240 MOVED by Chairperson A Dalton, seconded by Deputy Chairperson R McLean: That the Manurewa Local Board: a) express its condolences to the Destrieux family on the passing of mother and daughter, Michele and Chloe Destrieux, on Friday, 3 November 2017. Chloe was well known throughout the Manurewa community for her dedication to the community, passion for helping and mentoring young people and her love for the environment. Chloe became a member of the Manurewa Youth Council in 2016 and was elected to the role of Chair in 2017. Chloe also served as the Manurewa MP Louisa Wall’s Youth MP and as part of this role, with support from Louisa, in 2016 Chloe organised the very successful Manurewa Youth Summit with a focus on “what are the issues the young people in this electorate are facing”. In July 2016 Chloe attended the two-day Youth Parliament in Wellington where she presented the results of the Youth Summit. In 2016 Chloe was also named Alfriston College’s head girl. We will miss the opportunity to see the great things Chloe could have continued to achieve. Chloe was a wonderful representative of the Manurewa community and a true ambassador for youth.
Her mum Michele was also known for her love and dedication to the Manurewa community and was absolutely positive about making people’s lives better. Michele was fondly referred to by the Manurewa Youth Council as a second mum. Recently Michele had been involved in helping homeless people sleeping rough around the Manurewa Town Centre.
Our thoughts are with the Destrieux family at this time and they will be truly missed.

Resolution number MR/2017/245 MOVED by Chairperson A Dalton, seconded by Member K Penney: That the Manurewa Local Board: a) receives the report entitled ‘Auckland Transport Update to the Manurewa Local Board – November 2017’. b) request Auckland Transport to install a central pedestrian refuge within the central flush median on Grande Vue Road between the existing pram crossings located at 108 and 113 Grande Vue Road, flanked by side islands at the kerb to provide greater protection for pedestrians. Amendment of the Auckland Transport Election Signs Bylaw 2013 and its impact on local parks |

Resolution number MR/2017/246 MOVED by Chairperson A Dalton, seconded by Member A Cunningham-Marino: That the Manurewa Local Board: a) amend landowner approvals for election signs to provide a nine week time restriction on local parks and reserves identified in the List of Election Sign Sites. b) request that Auckland Transport’s Traffic Control Committee provide a nine week time restriction for election signs on road reserve to provide a consistency for public sites across Auckland. c) request that Auckland Transport’s Traffic Control Committee consider updating their List of Election Sign Sites to reflect these time restrictions in accordance with clause 6 of the Election Signs Bylaw 2013.

Resolution number MR/2017/247 MOVED by Member J Allan, seconded by Deputy Chairperson R McLean: That the Manurewa Local Board: a) approve funding of $1,000 from the board’s Locally Driven Initiatives capital expenditure budget for the installation of signs advising people not to feed the ducks in order to support improvements to the avian sources of faecal contamination at Weymouth Beach dependent on design. b) request water testing of the beach at the end of Roy’s Road be undertaken between November 2017 and March 2018, to determine levels of contamination, allocating a maximum of $10,000 from the board’s Locally Driven Initiatives operational expenditure Community Response Fund budget line. Draft reserve management plan for David Nathan Park: approval for public notification |

Resolution number MR/2017/249 MOVED by Chairperson A Dalton, seconded by Member J Allan: That the Manurewa Local Board: a) in accordance with section 41(5A) of the Reserves Act 1977, determine that formal notification on the intention to draft a reserve management plan is not required due to the extent of consultation already undertaken. b) approve the draft David Nathan Park Reserve Management Plan (Attachment A) for iwi consultation and public notification under sections 41(6)(a) of the Reserves Act 1977. c) nominate the full local board to consider written submissions, hear submitters that request to be heard (if any) and make a decision on any submissions or objections received following the public notification process.

Resolution number MR/2017/250 MOVED by Member A Cunningham-Marino, seconded by Member S Cattle: That the Manurewa Local Board: a) endorse the introduction of a regional membership structure across council operated pools and leisure centres. b) approve new membership prices for Manurewa Pool and Leisure Centre for the 2017/2018 financial year: Get Into It bronze membership, valued at $16.00 per week, and Swim It or Gym It memberships at $14.00 per week.

Resolution number MR/2017/251 MOVED by Member S Cattle, seconded by Member S Colcord: That the Manurewa Local Board: a) note that Manurewa Local Board and other local boards’ feedback has informed the development of the draft options for supporting the future provision of Citizen Advice Bureaux to Auckland communities. b) in principle support the enhanced status quo model which seeks reporting improvements and strengthened local relationships. c) seek clarity on the funding measures in the enhanced status quo model. In particular, the adopted model needs to address issues around equity as there is an aging population in Manurewa and significant lower than average income. The model also must recognise that an increase in funding is required to sustain and grow Citizen Advice Bureaux offices. d) support formalising the relationship between Auckland Citizen Advice Bureaux, the local Citizen Advice Bureau and the local board through improved reporting.
