Resolution number PPK/2017/249 MOVED by Member K Winn, seconded by Chairperson B Catchpole: That the Papakura Local Board: a) receive the Ward Councillors verbal update from: i) Cr Daniel Newman regarding: · Project 17 – maintenance in parks. · Long Term Plan - Impact of the revaluations on household budgets. - Regional transport tax – potentially 10 cents a litre on petrol - Transport levy funding operational budgets - Environmental regional levy - Changes to development contributions policy · Councillors overseas travel · Regional Pest Management Plan – concerns over issues regarding the regulation of cats · Congratulated the Papakura Local Board Chair and Deputy Chair for their presentation to the Governing Body on their “One Local Initiative” (OLI) concerning the Papakura Park and Ride proposal. · Animal Management – supported extra resourcing for this department. · Parks priorities – targeted rate to fund the development at Karaka Sports complex. |

Resolution number PPK/2017/250 MOVED by Chairperson B Catchpole, seconded by Member K Winn: That the Papakura Local Board: a) approve the scope of the Papakura town centre health check which includes: i) an analysis of the scale and function of the centre, and ii) an analysis customer views and behaviour. b) authorise the release of up to $20,000 funding from the Papakura Commercial Project Group Implementation budget line (Sharepoint ID 646) to undertake the Papakura town centre health check which is to be completed by 30 April 2018. |

Auckland Transport Update - October 2017 to Papakura Local Board |

Resolution number PPK/2017/251 MOVED by Deputy Chairperson F Auva'a, seconded by Member W McEntee: That the Papakura Local Board: a) express concern about the quality of the report entitled “Auckland Transport Update – October 2017 to the Papakura Local Board”. b) allocate $1.28 million and request Auckland Transport to begin the detailed design work for a report back on the firm order of costs to build the Priority Greenway Project 12 from the Papakura Greenways Plan – from Elliot Street to Freelance Terrace. c) request Auckland Transport to investigate options for a pedestrian crossing at the Drury bridge to link the footpath on the western side to the footpath on the eastern side of the bridge. d) urgently request Auckland Transport to consider the relocation of the Great South Road cycleway as part of the Route 33 bus way project, and that the board receive an update at a workshop before Christmas 2017. e) reiterate its concern in relation to the health and safety of children and cars turning into the Holy Trinity School, Airfield Road, and Kauri Flats School, Walters Road and request Auckland Transport to review the speed limits around these areas as development is rampant in the area. f) request the timeframe for the delivery of the Papakura train station park and ride. g) request Auckland Transport lobby central government for a change in legislation for a mandatory 40km speed limit around schools. |

Resolution number PPK/2017/252 MOVED by Member W McEntee, seconded by Member MV Turner: That the Papakura Local Board: a) approve an amendment to the masterplan for McLennan Park to enable the development of a revised pathway network (as outlined in Attachment B and C of the report entitled Approval of amendment to masterplan for McLennan Park). |

Resolution number PPK/2017/253 MOVED by Member K Winn, seconded by Member MV Turner: That the Papakura Local Board: a) request staff to investigate whether there is a need for a Citizens Advice Bureau at Takanini and whether it could be accommodated in the new Takanini community hub and library building. b) acknowledge the Citizens Advice Bureaux work with regards to supporting new migrants. c) request the funding envelope be reviewed to ensure that the Papakura Citizens Advice Bureau (CAB) receives the appropriate amount of funding given the fact that the Papakura CAB’s catchment area is wider than the Papakura Local Board area and also serves the Franklin area.
d) provide the following feedback on the draft options for supporting the future provision of Citizens Advice Bureaux (CAB) services to Auckland’s communities: · The Papakura Local Board’s preferred option is option one (enhanced status quo) with bullet points one and three added from option 3 (regional service provision), creating the following hybrid model:

Resolution number PPK/2017/255 MOVED by Member K Winn, seconded by Chairperson B Catchpole: That the Papakura Local Board: a) receive the Panuku Development Auckland Local Board update for 1 April to 30 September 2017. b) request Panuku Development Auckland’s assistance to activate the Papakura town centre as a priority development location in line with its status in the Auckland Plan and Unitary Plan (Operative in Part) as a Metropolitan Centre. |

Urgent Decision - Papakura Local Board – request to amend Auckland Transport Election Signs Bylaw 2013 |

Resolution number PPK/2017/256 MOVED by Member K Winn, seconded by Deputy Chairperson F Auva'a: That the Papakura Local Board: a) note the urgent decision regarding amending the Auckland Transport Election Signs Bylaw 2013 in relation to its impact on local parks as follows: That the Papakura Local Board:
a) amend landowner approvals for election signs to provide a nine week time restriction on local parks and reserves identified in the List of Election Sign Sites.
b) request that Auckland Transport’s Traffic Control Committee provide a nine week time restriction for election signs on road reserve to provide a consistency for public sites across Auckland.
c) request that Auckland Transport’s Traffic Control Committee consider updating their List of Election Sign Sites to reflect these time restrictions in accordance with clause 6 of the Election Signs Bylaw 2013. |
