8.1

Deputation - Brook Turner, VisionWest Community Trust

 

Brook Turner from VisionWest Community Trust was in attendance to introduce the organisation to the board and shared their work for the community of West Auckland, including social housing, budgeting, counselling and community banks.

8.2

Deputation - Sustainable Coastlines

 

Sam Judd from Sustainable Coastlines was in attendance to present on a collaborative proposal (with Auckland Council, The Department of Conservation and the Department of Corrections, The Whau River Catchment Trust and others) to grow and plant 400,000 native trees alongside the Whau River to the board.

a)      receive the deputation from Sustainable Coastlines and thank Sam Judd for the presentation.

 7         Ward Councillor’s Update

Councillor Clow provided the members with matters being addressed by Governing Body including:

·           Targeted Rate

·           Issues around Water Quality, Pest, Weed, Kauri dieback

·           Auckland Transport update around transportation and housing

·           Avondale update

·           New Lynn update

 

9          Public Forum

 

9.1

John Stowell - Participatory Budgeting in Auckland was in attendance to introduce:

 

·               the idea of Participatory Budgeting in Auckland to the Whau Local Board.

9.2

Andrew Geddes – Self Employed Arborist was in attendance and spoke about:

·               insufficient detail on the terms of Land Swap as part of the consultation

·               no focus has been given to the Margan Reserve

·               mature pohutukawa trees and their protection

·               see replacement of Pohutukawa trees

·               as fair amelioration

 

Outcome:

For the board to schedule and protect as many significant mature pohutukawa.  The full length of Margan Avenue.

 

9.3

Tony Miguel – Whau Coastal Walkway Environmental Trust was in attendance and spoke about:

·               seeking support to include the project in the Long Term Plan

·               for the board to participate in the Environmental Restoration Plan for the Whau River Catchment

 

 

Member C Farmer left the meeting at 7.09 pm.

 

Member C Farmer returned to the meeting at 7.10 pm.

 

 

9.4

Steve McDonald – Greypower Waitakere was in attendance and spoke about

·               consultation with Seniors and understanding the needs of Seniors

 

9.5

Daniel Exeter – Whau Resident was in attendance and spoke about:

·          concern regarding quality/aesthetics of Land Swap

·          why this (access points) was not planned for (adequately) at time of submission for initial consents

·          to what extent will established ecosystem @ Margan Avenue be retained

·          while access and connectivity are rational, what efforts to non-development community feel inclusive

 

OUTCOME:  Transparency, full information released and public consultation on proposal – including environmental/heritage/iwi concerns

Exchange of part of Margan Reserve for other land

 

Resolution number WH/2017/140

MOVED by Chairperson T Mulholland, seconded by Member D Whitley:  

That the Whau Local Board:

a)      support the public notification under section 15(2) of the Reserves Act 1977 of a proposed land exchange of 295m2 of Margan Reserve, New Lynn (Pt Lot 1 DP 122011) for 295m2 of adjacent land at 5 Clinker Place (Pt Lot 2 DP 122011) as shown on Attachment B of the agenda report.

b)     request that the ecological, transport and land value assessment be made available prior to public consultation in the new year

c)     request that prior to public engagement staff investigate

i)          moving the road crossing further eastwards

ii)         the opportunities for relocation of trees

iii)       footpath diversion around trees

iv)       higher level of protection including scheduling of native trees across the Crown Lynn site

v)         increased amenity and open space planting of larger native trees on the Crown Lynn site to strengthen the ecological connection between Manawa Wetlands and Olympic Park

d)    meet with Avanda to discuss the protection of trees on the Avanda site

Endorsement of Rewarewa Creek Redevelopment, Shared Path and Pocket Park

 

Resolution number WH/2017/141

MOVED by Local Councillor D Battersby, seconded by Member D Whitley:  

That the Whau Local Board:

a)      endorse the design outlined in Attachment A for the pocket park as part of the Rewarewa Creek Redevelopment.

b)      endorse the proposed shared path running along the true right bank of the Rewarewa Creek around 3,107-3,109 Great North Road and extending to McNaughton Way (Attachment B), as part of the as part of the Rewarewa Creek Redevelopment programme of works.

c)      note that at its maximum gradient at the Great North Road end of the shared path will  not meet the desirable standard for mobility.

d)      note that the Whau Local Board will be updated on any major changes to the design of the pocket park and shared path.

e)      acknowledge the excellent integrated planning work championed and supported by the Healthy Waters team

f)       support the immediate programme of

i)     pocket park development above northern culvert (in progress)

ii)    improved stormwater treatment (in progress)

iii)   walkway connection development from Great North Road to McNaughton Way (in consideration)

g)      request that as Council and CCO staff develop future work programmes they           consider the Rewarewa integrated planning work particularly:

i)          park walkway upgrade to link Rewarewa bridge (medium term)

ii)         Rail side shared path from Clark Street Bridge through to Great North Road (medium term)

iii)       walkway connections along stream side towards Manawa wetlands as land develops (medium term)

iv)       bridge connections across the Rewarewa (long term)

v)         street amenity development on McNaughton Way (long term)

vi)       property development on McNaughton Way carpark (long term)

vii)      Hugh Brown Drive amenity and rain garden redevelopment (long term)

Affected party approval for a proposed height in relation to boundary breach from 3053 Great North Road, New Lynn, with the public reserve Delta Triangle

MOVED by Local Councillor D Battersby, seconded by Member D Whitley:  

That the Whau Local Board:

a)      approve the affected party application to allow for the height in relation to boundary breach from 3053 Great North Road with the Delta Triangle.

b)      enter into a memorandum of understanding with the developer to ensure that mitigation works occur in the Delta Triangle to offset the negative impacts of the height in relation to boundary breach.

Amendment of the Auckland Transport Election Signs Bylaw 2013 and its impact on local parks

MOVED by Local Councillor D Battersby, seconded by Member D Whitley:   

That the Whau Local Board:

a)      amend landowner approvals for election signs to provide a nine week time restriction on local parks and reserves identified in the List of Election Sign Sites.

b)      request that Auckland Transport’s Traffic Control Committee provide a nine week time restriction for election signs on road reserve to provide a consistency for public sites across Auckland.

c)      request that Auckland Transport’s Traffic Control Committee consider updating their List of Election Sign Sites to reflect these time restrictions in accordance with clause 6 of the Election Signs Bylaw 2013.
