- Mangere Arts Centre’s production of MIRROR MIRROR won the Best Overall Production Award for 2017.
- Congratulations to Troy Tu’ua and Sau E Siva who received Best Ensemble production for Lalelei.
- Congratulations to Leki Jackson Bourke who received the Best Newcomer Award for 2017.
- Congratulations to Butterfly Creek who introduced and launced Kiwi Forest and the Otter exhibition.
- Mangere Bridge Santa Parade.
- Mr Vila Aurelio passed away recently from Mangere, long-time resident, previous Mangere College student with his wife, and daughter Vanessa Aurelio was the head girl of Mangere at some stage. Express deepest condolences at this time to his Aiga, wife Mary and four daughters and their families.
- Otahuhu Leopards women’s captain/coach Teuila Fotu-Moala - named the best player at the 2017 Women’s Rugby League World Cup.
- Manukau City AFC and Mangere United for developing in partnership the new Manukau United F.C which will assist in providing South Auckland with “a sustained presence in the premier division, allowing our young, talented players a pathway towards playing top flight senior football”.
- Justin Latif for his sterling turn as the editor of the Manukau Courier, taking it to a status where it was nominated in Australasian media awards.
- Les smith, a 10-years member of the Māngere Bowling Club who was named Southern Trust Referee/Umpire/ Official of the Year at the recent Counties Manukau Sporting Excellence Awards.
- Multi award winning team – local school Kings College No.1 Quad (Rowing) – awarded Lion Foundation Junior Team of the Year at the Counties Manukau Sporting Excellence Awards.
- Joseph Parker - Counties Manukau Sports Foundation Sportsperson of the Year.
- Mangere Residence Maitua Feterika and Aiesha Smalley Otahuhu Rugby League Club.

Resolution number MO/2017/231 MOVED by Chairperson L Sosene, seconded by Member C O'Brien: That the Māngere-Ōtāhuhu Local Board: a) note the Auckland Transport Update – December 2017 report. b) requests that Auckland Transport take no further action on the potential Vine Street modifications pending a workshop discussion early in 2018. c) acknowledge Auckland Transport’s support for the Tongan Fan Zones road closures in and around the Otahuhu Town Centre. d) request Auckland Transport to report other options to address recent nuisance issues at Mangere Bridge, including methods to restrict public access, and application of the safer community project there. e) request Auckland Council alcohol regulatory staff to advise on the process required to extend the liquor ban area at Mangere Bridge to include areas experiencing alcohol related problems. |

Resolution number MO/2017/232 MOVED by Chairperson L Sosene, seconded by Member T Lauese: That the Māngere-Ōtāhuhu Local Board: a) approve the budget allocation of $27,000 for CCTV and town centre safety initiatives 2017/2018, as follows:
b) request early notification, if the need for emergency asset repair and/or replacement of council assets arises in Mangere Town Centre and Mangere East Village, so that the board can consider allocating funding from its community response fund.
c) confirm the release of 2017/2018 funding grants of $215,000 to Māngere Bridge Progressive Business Association, Māngere East Village Business Association Society Incorporated, Māngere Town Centre BID Incorporated, Ōtāhuhu Business Association Incorporated and South Harbour Business Association Incorporated as follows:
d) review the Business Improvement Districts (BID) funding pending an early workshop discussion in 2018 and prior to the 2018/19 work programmes being finalised.

Resolution number MO/2017/234 MOVED by Chairperson L Sosene, seconded by Member C Elliott: That the Māngere-Ōtāhuhu Local Board Māngere-Ōtāhuhu Local Board: a) grant a renewal of the community lease to Ōtāhuhu Historical Society Incorporated at 12-16 High Street, Ōtāhuhu (outlined in red in Attachment A) subject to the following terms and conditions: i) term - five years commencing 1 October 2016 to 31 September 2021. ii) rent - $1.00 plus GST per annum (if demanded). b) grant a renewal of the community lease to South Auckland Income Planning Service Incorporated, 12-16 High Street, Ōtāhuhu (outlined in red in Attachment B) subject to the following terms and conditions: i) term - five years commencing 1 October 2016 to 31 September 2021. ii) rent - $500.00 plus GST per annum.

Renewal of community lease to The Order of St John Northern Region Trust Board at 23 Atkinson Avenue, Ōtāhuhu |

Resolution number MO/2017/235 MOVED by Chairperson L Sosene, seconded by Member C O'Brien: That the Māngere-Ōtāhuhu Local Board: a) grant a renewal of community lease to The Order of St John Northern Region Trust Board for the property at 23 Atkinson Avenue, Ōtāhuhu (outlined in red in Attachment A) subject to the following terms and conditions: i) term - five years commencing 9 August 2016 to 8 August 2021. ii) rent - to remain at $500.00 plus GST per annum. iii) the inclusion of the following clauses: i. right of termination - If the Landlord should at any time during the term or any renewal of this lease require possession of any part or the whole of the Premises for any purpose, the Landlord may determine this lease or any renewal of this lease as to the part or whole required by the Landlord, by giving six (6) months’ notice in writing to the Tenant. Upon the expiry of such notice this lease will immediately terminate in respect of the part or whole to which the notice relates, and the Tenant must yield up vacant possession of that part or whole of the Premises to the Landlord. ii. no compensation or damages - the Tenant will not be entitled to any compensation or damages from the Landlord arising in any way directly or indirectly in connection with termination of this lease under this clause. However, the rent will reduce in proportion. b) request officers to ensure all pending leases be workshopped with the board prior to them coming to a business meeting and a list of leases coming up for renewal in each financial year be provided to board members at the beginning of the year.

Resolution number MO/2017/237 MOVED by Chairperson L Sosene, seconded by Member C Elliott: That the Māngere-Ōtāhuhu Local Board: a) approve the landowner approval application from the Māngere East Access Trust to operate a food truck at the front of the Metro Theatre at 362 Massey Road (Walter Massey Park) for 12 months. b) approve the food truck to operate from Monday to Saturday, 7am to 9pm. c) delegate to the Manager Land Advisory the establishment of conditions of approval. d) review the approval at the end of the 9 months if the food truck proves to be successful, to consider whether any renewed terms should be granted and appropriate rental to be charged. e) rent will be $1.00 plus GST per annum (if demanded). |

Resolution number MO/2017/239 MOVED by Chairperson L Sosene, seconded by Member C O'Brien: That the Māngere-Ōtāhuhu Local Board: a) agree, subject to approval by the governing body, to hold the following spoken interaction events during the consultation period: i) Have Your Say – Ōtāhuhu Town Hall Community Centre, Tuesday, 6 March 2018 from 6.00pm to 8.00pm. ii) Drop In – Mangere Town Centre, Saturday, 10 March 2018 from 10.00am to 12.00pm. iii) Drop In – Māngere East Community Centre, Thursday, 15 March 2018 from 5.00pm to 7.30pm. iv) Drop In – Māngere Bridge, Sunday, 25 March 2018 from 9.00am to 12.00pm.

Supporting information - local board priorities
Each year we plan the projects and initiatives we will deliver in your local board area. These are based on our 2017 Local Board Plan, which sets our three-year direction for the local board. We are seeking your input on our proposals for the 2018/2019 financial year.
3.1 Māngere-Ōtāhuhu Local Board
Message from the Chair
We recently finalised our three year local board plan in consultation with you. It is my pleasure to present the priorities and proposals for 2018/2019. These proposals are the first year of the new plan and progressing on past achievements.
Good public transport, local paths and safe cycle and pedestrian networks that connect and make it easier to get around are a priority. We want to progress projects in parks and playgrounds and will champion for the historic Ōtāhuhu Portage route project with the potential to open the area for recreation, walking and cycling in the future.
We want to maximise the potential of existing local facilities through coordinated programmes and shared use so that more families and young people use them. Attracting tourism, employment opportunities for local people and our youth is equally important.
You have told us how much you value our natural environment and heritage – and we will work with community groups, business and industry to improve the quality of water in our streams and the Manukau Harbour.
Our investments in and around Ōtāhuhu in recent years have led to many improvements and delivery on projects to improve street connections will continue.
We want to see Māngere East precinct develop into a vibrant community hub through longer term planning and investment. For this we are advocating for a master plan to link existing community assets and address gaps.
See a summary of our draft proposals below. We welcome your views and ideas to progress delivery.
What we propose in your Local Board Area in 2018/2019
In 2018/2019 we plan to invest $15.8 million to renew and develop assets in your local board area and $21.5 million to maintain and operate these assets and provide other local initiatives that you have said are important for our area.
· Promote waste reduction through existing partnerships with Business Improvement Districts so town centres are clean and attractive; monitoring delivery of maintenance contract outcomes and supporting projects that influence behaviour change and build capacity through education of industry and the community.
· Implement Boggust Park concept plan which will see new toilets, pathway and fitness equipment in the park.
· Continue supporting active, healthy lifestyles and free access to swimming pools.
· Continuing to improve our local parks and playgrounds so they are safe, attractive and well-used, such as the green areas near Māngere Bridge, Favona and Centre Park
· Promoting local tourism opportunities and creating gateway to the city, by leveraging local art, craft, culture and enterprise to promote Māori and Pasifika identity and our rich natural environment. Examples include promoting local markets increasing bilingual signage and historical narratives.
· Supporting and championing Ōtāhuhu Portage route (through development contribution funding) being developed as an open space for leisure and recreation to create open space for leisure and recreation.
Our key advocacy project
There is growth and development taking place in Māngere-Ōtāhuhu and now is the time to ensure coordinated planning links places and communities as they grow. We are now advocating to the Governing Body to enhance and improve the Māngere East precinct as a thriving community hub. We are asking for joined up planning and investment that makes the street environment, shopping area and community facilities safe, connected and accessible open areas.
You gave a strong support for the idea in the local board plan and we are advocating to council to take this forward in its 10-year budget, with detailed planning commencing in 2018/2019.
Some of our other topics of advocacy are:
· Investigate heavy rail (and supports light rail link from city to the airport) as the preferred option as the board wants current Auckland strategic long-term transport security for both commuter and industrial heavy freight to be reconsidered.
· In the absence of a Local Alcohol Policy (currently a provisional policy is in operation with Appeals to the Amended Provisional Local Alcohol Policy) the board continues all efforts to support initiatives to minimise harm from alcohol. The board continues to advocate for a framework to monitor the success of the Act in practice and consideration of legislative change: Supporting community voice and empowerment. The board are active participants through the district licensing committee process, and are seeking a framework to monitor the success of the Act in practice and consideration of legislative change.
What do you think?
The board is proposing to continue its policy enabling adults to use the Māngere-Ōtāhuhu swimming pools without charge through a local target rate, estimated to be $31.94 per household this year. We would like your feedback on this policy to support social and public health benefits for our communities.
