The Chairperson opened the meeting and welcomed those in attendance.
Councillors Wayne Walker and John Watson requested their apologies for absence be noted.
There were no declarations of interest.
Resolution number HB/2018/1 MOVED by Chairperson J Parfitt, seconded by Member G Holmes: That the Hibiscus and Bays Local Board: a) confirm the ordinary minutes of its meeting, held on Wednesday, 13 December 2017, as a true and correct record.

Update on walkway closures and repairs in the Hibiscus and Bays Local Board area |

Resolution number HB/2018/2 MOVED by Chairperson J Parfitt, seconded by Member D Cooper: That the Hibiscus and Bays Local Board: a) receive an update and timeline for repairs to high profile walkways in the Hibiscus and Bays Local Board area that are currently closed due to storm damage. b) endorse the proposed prioritisation for repairs as presented in the agenda report and request that this work be done with urgency as these walkways have been closed for over six months. c) request further information as to when remediation will occur on the Arkles Bay walkway. d) request signage be erected at the walkways to explain what work is being undertaken and the time frames. e) request confirmation that remediation of projects 1 Lotus Walkway, 2 Crows Nest Walkway and 7 St Annes Hall car park, is underway, noting that Lotus Walkway has been identified as a local board greenways priority.

New Road Name Approval: Fletcher Residential Limited subdivision at the former Peninsula Golf Course, Red Beach |

Resolution number HB/2018/6 MOVED by Chairperson J Parfitt, seconded by Member M Williamson: That the Hibiscus and Bays Local Board: a) approve the following new road names for the Fletcher Residential Limited subdivision at the former Peninsula Golf Course, Red Beach, in accordance with section 319(1)(j) of the Local Government Act 1974 subject to the spelling of Fairgray Lane and Kuparu Lane being correct: 1. Kuparu Lane 2. Kuku Avenue 3. Koura Drive 4. Tawatawa Avenue 5. Tiromoana Drive 6. Nga Wai Lane 7. Surf View Crescent 8. Owen Chapman Drive 9. Fairgray Lane
b) confirm that the following existing road names can be retained, with the subject roads to be extended as part of the approved development: 10. Taikura Avenue (existing name, extension of road). 11. Symes Avenue (existing name, extension of road).

Resolution number HB/2018/7 MOVED by Chairperson J Parfitt, seconded by Deputy Chairperson J Fitzgerald: That the Hibiscus and Bays Local Board: a) note the urgent decision made to: i. grant landowner approval and a new community lease to Red Beach Surf Life-Saving Club Incorporated for the final stage of its clubhouse redevelopment at Red Beach Waterfront Reserve, 10 Ngapara Street, Red Beach. ii. grant a new community lease to Red Beach Surf Life-Saving Club Incorporated for 870m2 (more or less) of land at the Red Beach Waterfront Reserve, 10 Ngapara Street, Red Beach.

Resolution number HB/2018/11 MOVED by Chairperson J Parfitt, seconded by Member C Bettany: That the Hibiscus and Bays Local Board: a) approve a contestable grants process for the allocation of $29,623 to support building capacity and youth leadership in the area. b) request confirmation that the proposed contestable grants process to support building capacity and youth leadership can be substantially completed in the current financial year.

Resolution number HB/2018/16 MOVED by Member D Cooper, seconded by Member G Holmes: That the Hibiscus and Bays Local Board: a) request that officers assess the service need for the access way reserve and whether there are any options for sale or revocation of the land to the four affected parties properties at 8, 10 and 10A Penzance Road being Lot 86 DP 13311 and Flats 1 and 2 (DP 91918) on Lot 85 DP1 3311 and 9 Hastings Road Pt Lot 98 DP 13311, Lot 99 DP 13311, Pt Lot 98 DP 13311 and report back to the local board in May 2018. b) signals its intention to support a revocation of the current reserve status of the access way between 8, 10 and 10A Penzance Road and 9 Hastings Road, Mairangi Bay being Lot 242 DP 13311. |

Resolution number HB/2018/17 MOVED by Deputy Chairperson J Fitzgerald, seconded by Chairperson J Parfitt: That the Hibiscus and Bays Local Board : a) approve the land owner and landlord application from the Manly Sailing Club Incorporated for the installation of a permanent security fence surrounding the lease area and removal of the shrubs on the east side of the Manly Sailing Club Incorporated for the storage of boats at Manly Park, 65 Laurence Street, Manly, 0930. b) that an adequate mowing strip be provided adjacent to the fence to the satisfaction of the Manager Infrastructure and Design, Community Facilities.
