An apology from Bill Rayner has been received.
Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

1. Consideration of the long-term plan and Auckland Plan process.

2. Heritage Advisory Panel (panel) members have previously received copies of the following documents:
Long-term plan:
· Mayoral Proposal: Ten-year Budget 2018-2028.
Auckland Plan refresh:
· draft Auckland Plan
· targeted Engagement Summary Report July-November
· proposed strategic framework
4. The panel has previously provided advice on the draft Auckland Plan refresh document. It now has the opportunity to provide advice on both the Auckland Plan and the long-term plan.
5. There are two separate opportunities for the panel to be involved.
6. The first opportunity is for all panels including the Heritage Advisory Panel, to present their views on the community of interest they represent by way of a 10 minute presentation followed by 5 minutes for questions and answers. The presentation is to the governing body on 21 March 2018.
7. The panel will need to decide the content of its presentation and who should deliver the advice. There is no limit on how many people can present from each panel.
8. In previous long-term plan/Auckland Plan opportunities the panel delegated this matter to a small working team who prepared the advice, circulated a draft to other members for adoption and then presented it.
9. The second opportunity is via a series of workshops and meetings (see table below). At these workshops, a representative from each panel will hear a summary of the feedback on key issues following public consultation and be invited to participate with councillors in discussions on issues of concern for their respective communities.

3. Heritage Unit Work Programme.
Two heritage related plan changes have been notified.
PC 7: Additions to Schedule 14 Historic Heritage
4. This plan change seeks to recognise the values of 49 significant historic heritage places by adding them to Schedule 14 and the planning maps. Submissions have closed with 358 received. These are currently being summarised for the further submissions process.
PC 10: Historic Heritage Schedule (errors, anomalies and information update)
5. This plan change seeks to amend a number of historic heritage places in the Auckland Unitary Plan’s Historic Heritage Overlay, as identified in Schedule 14.1, Schedule 14.2 and the GIS viewer/planning maps. The amendments will correct errors and update place information. Submissions will close Thursday 8 March 2018.
The High Court appeal on special character
6. The hearing was held on 20 February 2018 and at the time of writing this report it appears that the High Court has agreed with council’s position and the matter will be referred back to the Environment Court.
7. Progress is ongoing in seeking a resolution to the Carlile House matter. Staff are involved with a third party in attempts to purchase the site from the Tongan Church.
8. Progress has been made on identifying values of nominated sites of significance to manawhenua. It is proposed to report to council at the end of July 2018 (approximately) on a potential plan change for 40-50 sites to be included within the Unitary Plan Sites of Significance Schedule. Staff are currently finalising sites visits, engagement with landowners and evaluations.
