a)        accept the apologies from Cr Wayne Walker, Cr John Watson, Mr Dean Ogilvie, Ms Liane Ngamane, Ms Marty Rogers and Cr Christine Fletcher for absence.

3          Confirmation of Minutes

That the Hauraki Gulf Forum:

a)         confirm the ordinary minutes of its meeting, held on Monday, 20 November 2017, including the confidential section, as a true and correct record.

Planned aerial poison programme on Rakitu Island by the Department of Conservation (Elise Bishop, spokesperson for Aotea Poison Free)

 

 

 

Mr John Meeuwsen entered the meeting at 1.15 pm.

 

 

 

Ms Elise Bishop, spokesperson for Aotea Poison Free on behalf of the signatories of the Stop the Drop petition, addressed the Forum.  A copy has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

Apology for Te Reo naming of the forum on the agenda

MOVED by Mayor J Tregidga, seconded by Cr P Cronin:  

That the Hauraki Gulf Forum:

a)    consider an extraordinary item “Apology for Te Reo naming of the forum on the agenda” at Item 12: Consideration of Extraordinary Items of this agenda (to be taken before item 6), noting:

i)           the reason the matter was not on the agenda is because the matter arose from the circulation of the agenda and the te reo naming on its cover

ii)          the reason why this matter cannot be delayed until a subsequent meeting is that the issue relates to this meeting and the concerns raised by tangata whenua members.

Apology for Te Reo naming of the forum on the agenda

 

 

 

Rose Leonard, Executive Officer, Governance, Auckland Council was present at the meeting and provided an apology from Auckland Council.

That the Hauraki Gulf Forum:

a)    receive the apology from Auckland Council, in the role of Administrating Authority, regarding the administrative oversight of the Te Reo naming on the forum’s agenda of 19 February 2018.

Resolution number HGF/2018/10

MOVED by Mayor S Goudie, seconded by Cr R McGuire:  

That the Hauraki Gulf Forum:

a)      receive the Constituent party report – combined.

b)      supports Great Barrier Island and Auckland Council Biosecurity Committee concerns and request that MPI report back to the May 2018 meeting on the marine invasive species infecting the waters of the Hauraki Gulf.

13        Procedural motion to exclude the public

Resolution number HGF/2018/11

MOVED by Mayor J Tregidga, seconded by Member M Tamaariki-Pohe:   

That the Hauraki Gulf Forum:

a)         exclude the public from the following part(s) of the proceedings of this meeting.

b)        agree that Dr Shane Kelly, Coast and Catchment Ltd and Ms Jacky Bartley, Consultant be permitted to remain for Item 11: Hauraki Gulf Forum – 2017 State of the Environment Report as the report authors, after the public has been excluded, which will help the forum in its decision-making.

The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows.

 

This resolution is made in reliance on section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by section 6 or section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public, as follows:

The public conduct of the part of the meeting would be likely to result in the disclosure of information for which good reason for withholding exists under section 7.

s7(2)(i) - The withholding of the information is necessary to enable the local authority to carry on, without prejudice or disadvantage, negotiations (including commercial and industrial negotiations).

In particular, in accordance with the Hauraki Gulf Marine Park Act (2000), the forum is required to submit its State of the Environment Report to the Minister of Conservation. The Chair of the forum is awaiting confirmation that the Minster has received the report and is able to meet to discuss its contents, prior to making the report public via media release no later than Friday 2 March 2018.

That the Hauraki Gulf Forum:

12        Consideration of Extraordinary Items

 

Item - 12.1 Apology for Te Reo naming of the Forum on the agenda – was considered before Item 6 on the agenda.

 

Mr Tim Higham, previously the Executive Officer for the Hauraki Gulf Forum was present.  The Chairperson thanked Mr Higham for his work supporting the forum over the last 10 years.

 

 

 

 

3.49 pm                                              The Chairperson thanked Members for their attendance and attention to business and declared the meeting closed.
