Purpose 1. To acknowledge Kakano Youths Arts Collective for the work they do in the Henderson-Massey Local Board area. Executive summary 2. Kākano Youth Arts Collective developed in 2013 as a response to recognising the needs of some of the most vulnerable young people in West Auckland. Since then it has grown into a hugely successful initiative, working with young people who have struggled in mainstream education and are trying to move their lives in a positive direction. Kākano supports young people to develop their studio practice, their confidence and their self-worth. 3. As well as studio sessions, members of Kākano are also involved in arts opportunities in the wider community and are responsible for numerous murals that are popping up in Henderson. Thanks to an exciting new partnership with Unitec and Auckland Council, young people are giving back to their communities, beautifying and creating a sense of pride in the Henderson Town Centre through the Henderson Youth Project.

7 Ward Councillors’ Update
Ward Councillors are given an opportunity to update the board on regional matters they are working on or that impacts the local board.
Standing Order 3.20 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Henderson-Massey Local Board. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting.
Te take mō te pūrongo / Purpose of the report 1. To update the Henderson-Massey local board on the work that that Fair Food does in the local board area and to request for the local board’s support. Whakarāpopototanga matua / Executive summary 2. Established in 2012 in West Auckland, Fair Food is a respected food rescue charity using innovative solutions to reduce food waste and address food insecurity in Auckland. 3. Our purpose is to collect safe, surplus on-date or short-dated food from retailers and manufacturers across the food industry.

Auckland Council’s Quarterly Performance Report: Henderson-Massey Local Board for quarter two, 1 October - 31 December 2017

Te take mō te pūrongo / Purpose of the report
1. To provide the Henderson-Massey Local Board with an integrated quarterly performance report for quarter two, 1 October - 31 December 2017.
Whakarāpopototanga matua / Executive summary
2. This report includes financial performance, progress against local board key performance indicators, progress against work programmes, key challenges the board should be aware of and any risks to delivery against the 2017/2018 work programme.
3. Of significance this quarter, the local board;
· approved and adopted the final Henderson-Massey Local Board Plan 2017
· approved the development of a master plan and engagement approach for Harbourview-Orangihina Park in Te Atatu Peninsula
· allocated $2.5 million to Panuku Development Auckland in order to co-ordinate the integrated delivery of the ‘Opanuku Link’ and the enhancement of Opanuku Reserve on Henderson Valley Road
4. Performance against the agreed 2017/2018 work programmes is tracking positively - see the snapshot in attachment A.
5. All operating departments with agreed work programmes have provided a quarterly update against their work programme delivery (attachment B). The majority of activities are reported with a status of green (on track) or amber (some risk or issues, which are being managed). The activities showing a status of red (behind delivery, significant risk) have either been merged with wider projects or are no longer required.
6. The overall financial performance for quarter two 2017/2018 is favourable compared to the budget. There are some points for the board to note;
· Henderson Massey Local Board capital investment for the period was $14.8m and net operational cost of service was $7.6m
· Operating expenditure is below budget by 15.5% the main driver continues to be lower full facility contract maintenance than planned.
· Operating revenue was above budget by 11% due to increase in aquatic entrance and memberships fees.
· Capital expenditure was (42%) under budget. Costs for the open space-Massey North project were coded regionally and after taking this into account the true under-spend is approximately 19%. The Westgate multipurpose facility where physical works are progressing is the other main driver behind this variance.
7. The key performance indicators show a trend of delivery that is meeting the indicators, with the exceptions shown in red in attachment D.

8. The Henderson-Massey Local Board has an approved 2017/2018 work programme for the following operating departments:

· Community Facilities: Build Maintain Renew; approved on 20 June 2017
· Community Leases; approved on 20June 2017
· Infrastructure and Environmental Services; approved on 20 June 2017
· Local Economic Development; approved on 20 June 2017.
9. The work programmes are aligned to the 2014 Henderson-Massey Local Board Plan.
Tātaritanga me ngā tohutohu / Analysis and advice
Key achievements for quarter two
10. The Henderson-Massey Local Board has a number of key achievements to report from the quarter two period, which included:
· Allocating $1.5 million of Local Board Transport Capital Funds to Panuku Development Auckland in order to co-ordinate the integrated delivery of the ‘Opanuku Link’. This will better connect Opanuku Reserve, Henderson Park and Corban Estate Arts Centre to the Henderson town centre and train station through walking and cycling infrastructure.
· Allocating $1 million of the boards Local Discretionary Initiatives capital funds to Panuku Development Auckland to lead, integrate and co-ordinate the delivery of the enhancement of Opanuku Reserve on Henderson Valley Road. This will include play amenities using a proposed theme of a whanau papatākaro (Māori family play area).
· Adoption of the final Henderson-Massey Local Board Plan 2017
· Approving the development of the Harbourview-Orangihina Park Masterplan and the engagement approach for this plan.
Key project updates from the 2017/2018 work programme
11. The following are progress updates against key projects identified in the Henderson-Massey Local Board Plan and/or Local Board Agreement:
· As part of the local boards mahi to develop a local Māori Responsiveness plan, a hui was held at Hoani Waititi marae for Māori stakeholders in West Auckland. Attendees discussed the main findings identified in some early research which was completed in September 2017. This work will continue at two further hui scheduled for Febuary and March 2018.
· Negotiations were undertaken with Mana Whenua group, Te Kawerau o Maki for the Relationship Agreement with the Henderson-Massey Local Board.
· Many local community groups delivered a variety of activations to increase a sense of neighbourhood belonging and participation. Including street clean-ups in Henderson South (with over 10 tonnes of rubbish removed from local streets), local residents holding street BBQs , local surveys being undertaken in Massey on safety issues, public meetings on the Royal Heights shopping centre. In Ranui, Christmas in the Carpark was held for residents and businesses. Kakano Youth Arts Collective delivered three more murals around Henderson Town Centre.
· Te Atatu South Community Centre refurbishment was completed and the centre was reopened 8 December 2017.
Key performance indicators
12. The local board agreements include level of service statements and associated performance measures to guide and monitor the delivery of local services. This report provides information on the performance measure year-end outlook for Henderson-Massey Local Board’s measures, showing how we are tracking after the second quarter of FY18.
13. The year-end outlook is that 42 per cent of measures will not achieve target.
14. Currently all performance measures are being reviewed as part of the development of the 2018-2028 Long Term Plan.
15. For the first and second quarter we will be providing the year-end outlook based on the results of 2016/17 or for any changes to the outlook based on results available. In the third quarter we will be in a better position to accurately project the year-end outlook for all measures. This is because the frequency of most measures is annual as data is collected through surveys.
16. Attachment D contains further detailed KPI information.
Financial performance
17. Operating expenditure is $1.9m (20%) under budget. The majority of the under spend relates to the new full facility maintenance contract where fluctuations are expected until baselines at local board level are established over the year.
18. Operating revenue was above budget by $293k (11%) due to increase in aquatic entrance and memberships fees and to learn to swim and recreation revenue at West Wave.
19. Capital spend is below budget by $10.5m mainly as a result of coding issue for open space – Massey North, and that physical works at the new Westgate multipurpose facility and town square along with development of Royal Road Reserve were both delayed by wet weather.

Local impacts and local board views
21. This report informs the Henderson-Massey Local Board of the performance for the quarter ending 31 December 2017.
Tauākī whakaaweawe Māori / Māori impact statement
22. Negotiations for a Relationship Agreement between the Henderson-Massey Local Board and the Mana Whenua group, Te Kawerau o Maki are underway.
23. The local board is developing a local Māori Responsiveness plan to assist in guiding its relationship development and ongoing engagement with local Maori and mana whenua.
24. On 14 December 2017, the Nga Kawa o Tangaroa Dive Programme acknowledged 16 graduates for the 2017 year. This course is run by Te Whanau of Waipareira and teaches Maori youth to gain confidence in water skills so that they can successfully and knowledgeably dive for kai moana in the sea. It is a very popular course for local Maori youth and has continued in 2018.

Governance Forward Work Calendar

1. To present to the Henderson-Massey Local Board with their most current governance forward work calendar.
Whakarāpopototanga matua / Executive summary
2. This report introduces the governance forward work calendar: a schedule of items that will come before the board at business meetings over the upcoming months. The governance forward work calendar for the board is included in Attachment A.
3. The calendar aims to support local boards’ governance role by:
· ensuring advice on agendas and workshop material is driven by local board priorities
· clarifying what advice is required and when
· clarifying the rationale for reports.
4. The calendar will be updated every month. Each update will be reported back to business meetings and distributed to relevant Council staff. It is recognised that at times items will arise that are not programmed. Board members are welcome to discuss changes to the calendar.

Horopaki / Context
5. Council’s Quality Advice Programme aims to improve the focus, analysis, presentation and timeliness of staff advice to elected representatives. An initiative under this is to develop forward work calendars for governing body committees and local boards. These provide elected members with better visibility of the types of governance tasks they are being asked to undertake and when they are scheduled.
6. Although the document is new, there are no new projects in the governance forward work calendar. The calendar brings together in one schedule reporting on all of the board’s projects and activities previously approved in the local board plan, long-term plan, departmental work programmes and through other board decisions. It includes governing body policies and initiatives that call for a local board response.
7. This initiative is intended to support the boards’ governance role. It will also help staff to support local boards, as an additional tool to manage workloads and track activities across council departments, and it will allow greater transparency for the public.
8. The calendar is arranged in four columns, “Date”, “Topic”, “Purpose” and “Governance Role”:
· Topic describes the items and may indicate how they fit in with broader processes such as the annual plan
· Purpose indicates the aim of the item, such as formally approving plans or projects, hearing submissions or receiving progress updates
· Governance role is a higher-level categorisation of the work local boards do. Examples of the seven governance categories are tabled on the following page.
