Auckland Transport Update to the Manurewa Local Board - February 2018

1.       The purpose of this report is to respond to resolutions and requests on transport-related matters, provide an update on the current status of the Land Board Transport Capital Fund (LBTCF), request approval for new LBTCF projects, provide a summary of consultation material sent to the board and, provide transport related information on matters of specific application and interest to the Manurewa Local Board and its community.

Projects and activities of interest to the board

 

Regional Land Transport Plan (RLTP) 2018

3.       On 1 February, the Regional Transport Committee will consider an initial draft of the 2018 RLTP for the region before approving a final version for public consultation.  Changes to the initial draft may occur as part of that consideration.

4.       The final draft RLTP approved will be sent to local boards, and the boards will be briefed on the document at cluster workshops scheduled in late February.

5.       Local boards will have a chance to present their feedback on the draft RLTP to the Regional Transport Committee representatives at a formal RLTP consultation session on 7 March.

6.       Local boards will also be able to make formal written submissions on the draft RLTP during the wider public consultation phase.

 

Electronic ticket gating at Manurewa station

7.       Following the installation of the electronic ticket gates at Manurewa station in the week beginning 8 January, the ticket gates went live on 16 January 2018.

8.       Electronic ticket gating helps to improve safety and reduce fare evasion. Customers will need a valid AT HOP card or paper ticket to access the station.

9.       The two existing southern entrances will now only be used as emergency exits.

10.     Electronic gates have now been installed at seven stations across the network: Britomart, Newmarket, New Lynn, Manukau, Henderson, Otahuhu and Manurewa.

11.     The next stations that will be getting electronic ticket gates are Papatoetoe, Middlemore, Parnell, Papakura and Glen Innes.  Once completed, 90% of train passengers will have to go through electronic gates.

 

Manurewa bus/train station improvements

12.     At its May 2017 business meeting, the Manurewa Local Board requested Auckland Transport to investigate the possibility of installing public toilets at the Manurewa bus/train station.  Auckland Transport subsequently identified a three-berth exeloos unit that could be located in the bus station area.

13.     The exeloos unit, a portacom rest facility required for bus drivers, and a three-berth bus layover area within the interchange area (all workshopped with the Board in late 2017) required resource consent.  The approved consents were received on 16 January.

14.     Auckland Transport is planning to start construction on the bus layover area in the week beginning 12 February, with completion expected within 2-3 weeks.

15.     Consequential improvements planned for the Station Road carpark (to offset the loss of parking spaces to bus layovers at the main interchange) include improved lighting and signage, CCTV installation, and some line marking changes.

16.     Auckland Transport will coordinate the bus layover work with CCTV suppliers and lighting installers and install the exeloos and portacom during the same period.

 

Hill Road P180 parking restrictions outside Auckland Botanic Gardens

17.     Consultation was completed last year but approval from Auckland Transport’s Traffic Control Committee (TCC) was not able to be obtained prior to Christmas.  The resolution report will now be on the agenda for the TCC meeting on 9 February for approval.

18.     The signs have already been ordered and received and can be installed relatively quickly following formal approval.

Consultation documents on proposed improvements

20.     Consultation documents for the following proposals have been provided to the Manurewa Local Board for its feedback, and are summarised here for information purposes only.

21.     Following consultation, Auckland Transport considers the feedback received and determines whether to proceed further with the proposal as consulted on, or proceed with an amended proposal if changes are considered necessary.

22.     Proposed pedestrian improvements, Hillcrest Grove/Hill Road intersection, Manurewa – as part of a package of pedestrian improvements along Hill Road as requested by the Manurewa Local Board in 2016, it is proposed to:

i)    install kerb build-outs and pram crossings on both sides of Hillcrest Grove at its intersection with Hill Road

ii)   remove the vehicle crossing at 77 Hill Road. Vehicles would access the property from the existing vehicle crossing on Hillcrest Grove

iii)   install No Stopping At All Times (NSAAT) parking restrictions outside 75 and 77 Hill Road on their road frontages with Hillcrest Grove, and outside 84 and 86 Hill Road.

Bus, train and ferry fares changing

24.     Auckland Transport reviews fares annually to ensure they keep pace with operating costs and the portion of costs recovered from fares.  As a result of the latest review, many bus, train and ferry fares are changing from 11 February 2018.

25.     The changes for bus and train fares include increases to 1-zone, 2-zone, 4-zone and 5-zone fares of between 5c and 15c and there will be decreases to 3-zone fares of 5c for adults and 8c for children.

26.     There will also be increases of 7c to 10c for tertiary fares to ensure concession consistency across zones.  Changes relevant to the Manurewa area are listed below.

 

27.     Auckland Transport has a target to recover 50% of the cost of public transport from fares, but this is currently at 46.2%, with the balance subsidised by ratepayers and taxpayers.

28.     In the year to the end of December, 91.1 million trips were taken on public transport in Auckland, an increase of 7.4% on the year before.

 

Southern corridor improvements (SCI) project update

29.     The New Zealand Transport Agency (NZTA) will be making planned lane changes to Auckland’s southern motorway to assist ongoing construction work as part of the SCI project.

30.     The lane changes will be made on State Highway 1 (SH1) at Takanini and near Papakura from early February.  No lanes will be closed, but the road layout will be different.

31.     Drivers travelling south on SH1 will notice a third lane is being added to the overbridge crossing Great South Road at Takanini interchange.  The two existing southbound lanes will be split for about 800-metres, just before the Takanini off-ramp, before joining again south of Great South Road before the motorway on-ramp.

32.     Splitting the lanes will create a safe working zone for crews to connect the new section of the bridge to the existing motorway.  The work should be completed in April.

33.     Further south, motorists will also see lane changes where SH1 crosses the northern Pahurehure Inlet, between Takanini and Papakura.  The changes will occur in mid-February and be the first stage in the process to enable the construction of a new single span bridge with extra lanes to replace the existing northbound and southbound inlet bridges.

34.     A temporary bridge for southbound traffic has been built alongside the existing bridge.  In February, northbound and southbound lanes will be diverted to use this temporary bridge.  This will allow demolition of the old northbound bridge and construction of the new single span bridge in its place.

35.     The same process will be followed to replace the southbound bridge and the two new portions will then be joined together to form a single structure.  When completed, the new bridge will carry three lanes of traffic in each direction.

36.     It will take three separate shifts of traffic over the next 18 months for the bridge work to be completed but no lanes will be closed.  Traffic lanes will simply be shifted so work can take place on either side.

37.     The NZTA encourages motorists to drive with care as they get used to the new layout and keep to the temporary 80km/h speed limit through the active construction zones. 

38.     When completed in 2019, the SCI project will provide an extra southbound lane on SH1 between Manukau and Papakura and an extra northbound lane between Papakura and Takanini, along with a 4.5 km shared walking and cycling path and a new and improved Takanini interchange.

Manukau Bus Station update

40.     The new Manukau bus station, currently in construction, will play a key role in helping passengers make bus-to-bus or bus-to-train transfers in South Auckland.  It features a 23-bay bus station, an AT Metro customer service centre, waiting lounge, toilets, convenience kiosks, and 24-hour security.

41.     With the main facility estimated for completion in early-to-mid 2018, the southern side of the site (see below) became operational on 10 December 2017 with the launch of the new Eastern Bus Network, offering shelters, lighting and security cameras.

42.     In the coming months, new retail spaces and a restaurant/café will be created inside the main bus station building.

43.     Streetscape works next to the bus station on Putney Way, Davies Avenue and Osterley Way will continue until the end of January 2018 when this area will be open for public use while Putney Way is upgraded.

Local Board Transport Capital Fund (LBTCF) update

45.     The board’s current LBTCF projects are included in the table below (in which ROC = rough order of costs and FEC = firm estimate of cost):

Hill Road pedestrian link:

A project to improve pedestrian links on Hill Road between Great South Road and the Botanic Gardens

·      FEC = $525,000

·      Spend to date = $416,750

·      Project first initiated in Oct-14 but scale reduced in Nov-15 to six new crossing points and safer intersections only (proposed cycleway removed).

·      Construction approved in Nov-15 based on FEC of $575,000 (later reduced to $525,000).

 

Project update:

·    Project completed except for one site at the Hillcrest Grove intersection.  A further consultation letter was sent to the affected property owner in Sep-17 but no response was received.

·      Given the time passed (>1 year) since public consultation as part of the entire Hill Road project, public consultation with surrounding property owners must be repeated.  Letters will be sent once school starts back.  A letter has already been provided to the Board (see consultation section below).

Manurewa covered walkway:

A project to improve connectivity between the Manurewa bus station, rail station, and Great South Road (through Southmall) by building a weather-proof canopy to link all three.

·      FEC = $1,172,000

·      Spend to date = $1,076,529

·      Project initiated in Oct-14 and construction approved in Nov-15.  FEC has changed a number of times due to scope changes.

·      Following a further request, ROCs were provided in Mar-17 for canopies over the station ramps – the ROC for a solid (metal) roof was $721,632 while the ROC for a structureflex roof was $795,072.

·      The Board withheld making a decision on covering the ramps until potential opportunities relating to Te Mahia train station could be identified with AT.

 

Project update:

·      All approved works have now been completed by AT, including mesh installation on the northern side of the overbridge.

·      The designer art mesh to be installed on the southern side of the overbridged will be implemented by council’s Public Arts team.

Wattle Farm Road new central pedestrian refuge:

A project to improve pedestrian inter-connectivity between Acacia Cove Village and Bupa Retirement Village

·      FEC = $29,000 ($16,300 from LBTCF, $12,700 from Bupa)

·      On 17-Aug-17, the Board approved the project to proceed to detailed design and costing phase.

·      Bupa was required to install a “side-islands” pedestrian facility as part of its consent.  Given the Board would prefer a central-island refuge, the preferred option will be implemented and costs shared with Bupa.  Council consents has agreed to the change.

·      AT is planning for works on the central refuge to be undertaken in conjunction with AT’s installation of footpaths in the immediate area.

 

Project update:

·      The Board approved construction at the 14-Dec-17 business meeting – based on the total project FEC of $29,000 and an agreed cost share of $16,300 from the Board and $12,700 from Bupa.

·      The resolution plan and report have been completed and are awaiting TCC approval.

·      A realistic timeframe for construction is March 2018.

Te Mahia station upgrade:

A project to work in conjunction with AT to upgrade the station beyond the basic scope of works identified by AT

·      Capped allocation of $2m

·      On 17-Aug-17, the Manurewa Local Board passed a resolution noting that $2.5 million of the LBTCF had been identified to contribute towards the Te Mahia rail station upgrade project.

·      AT assisted the Board’s expert representatives to develop a package of potential works to be funded by the Board.

 

Project update:

·      On 16-Nov-17, under confidential business, the Board considered and endorsed a package of works to be funded by the LBTCF, and approved a maximum allocation of $2 million.

·      The tender documents for the Te Mahia station upgrade civil works and structures have been issued and are due back in February.

 

Manurewa town centre clock upgrade

·      ROC estimate of $20,000

·      The Manurewa town clock is located within road reserve and has been maintained by AT since 2010.

·      The clock has not been in good working order for some years, including a need for minor structural repairs.

·      AT has identified that a new electronic clock mechanism could be fitted within the face of the existing clock and the minor structural repairs completed at a cost of around $20,000.  Alternatively, it would cost around $40,000 to repair the existing wind-up clock.

·      The Board may wish to consider initiating a new LBTCF project to upgrade the town clock’s mechanism to an electronic mechanism, based on the rough order of cost of $20,000.

·      A draft resolution has been included for the Board’s consideration.

New Road Name Approval for the residential subdivision by Housing New Zealand in conjunction with Finesse Construction Limited at 29, 31 and 35 Sturdee Road, Manurewa

Te take mō te pūrongo / Purpose of the report

1.       The purpose of this report is to seek approval from the Manurewa Local Board, for a new road name for a road created by way of subdivision at 29, 31 and 35 Sturdee Road, Manurewa.

Whakarāpopototanga matua / Executive summary

2.       Auckland Council has road naming guidelines that set out the requirements and criteria for naming roads. These requirements and criteria have been applied in this situation to ensure consistency of road naming for Auckland Council.

3.       Following assessment against the road naming criteria, the road names “Maungarua Lane” (applicant’s preferred road name), and “Aratika Lane” were determined to meet the road naming policy criteria. 

4.       Local iwi groups were consulted and Ngai Tai Ki Tamaki put forward three name options one of which was “Maungarua Lane”. They also put forward “Aratika Lane” and “Arapai Lane”. Ngati Te Ata, Ngati Paoa and Nga Maunga Whakahii o Kaipara responded and were content to defer to other iwi and had no objections.  No other responses were received.    

5.       The name “Maungarua Lane”, proposed by the applicant and the name “Aratika Lane” are recommended for consideration to the local board.

 

Ngā tūtohunga / Recommendation/s

That the Manurewa Local Board, pursuant to section 319(1)(j) of the Local Government Act

1974, considers for approval:

 

a)      the road name “Maungarua Lane”, proposed by the applicant, or the name “Aratika Lanefor the new road created by way of subdivision at 29, 31 and 35 Sturdee Road, Manurewa.

 

 

Horopaki / Context

6.       The Auckland Council Road Naming Guidelines allowed that where a new road needs to be named as a result of a subdivision or development, the subdivider / developer shall be given the opportunity of suggesting their preferred new road name for Council’s approval.

7.       The road to be named is a short, private way towards the centre of the development.  Housing New Zealand in conjunction with Finesse Construction Limited applied and was granted this subdivision under resource consent BUN60304403 (LUC60304404 and SUB60304405).

8.       The applicant has proposed the following names for consideration for the road created as part of the development at the parent site address.

9.       The applicant has emailed all the 16 relevant iwi groups, and gave a two week window for iwi to respond.  Ngai Tai Ki Tamaki replied, and objected to the initial names of Matukurua, Huatau and Huarangi and put forward three options for the applicant to use instead, one of which was “Maungarua Lane” and the other names “Aratika Lane” and “Arapai Lane”. Ngati Paoa, Ngati Te Ata and Nga Maunga Whakahii o Kaipara both responded and were both content to defer to other iwi.  No other responses were received.

10.     New Zealand Post was consulted and indicated that “Maungarua Lane”, “Aratika Lane” and “Arapai Lane”, as provided by the applicant, are all acceptable from their perspective.

Tātaritanga me ngā tohutohu / Analysis and advice

11.     The applicant’s proposed road names have been assessed against the criteria set out in the Auckland Council road naming guidelines;

12.     The proposed suffix of “Lane” is appropriate in this circumstance, as the road is a short enclosed roadway (cul-de-sac).  Other suffixes also meet the definition, being: “Place”, “Close”, “Court” and “Way”. The applicant’s preference was “Lane”.

13.     As the applicant’s preferred name “Maungarua Lane” meets the criteria, it is recommended for consideration for approval while noting that the name “Aratika Lane” is also appropriate as it complies with all the criteria of the road naming guidelines.

14.     LINZ stated that there is a road within 15km named Ara Tai and could cause confusion as Arapai and Aratai sound similar, and stated that “Arapai Lane” be used as a third choice. LINZ have stated that “Maungarua Lane” and “Aratika Lane” are acceptable from their perspective.

16.     The decision sought from the Manurewa Local Board in this report is linked to the Auckland Plan Outcome, “A Maori identity that is Auckland’s point of difference in the world”. The use of Maori names for roads, buildings and other public places is an opportunity to publicly promote a Maori identity.

17.     The cost of processing the approval of the proposed new road name and any installation of road name signage is recoverable in accordance with council’s administrative charges.

Extraordinary Manurewa Local Board meetings and Amendment to the 2018 meeting schedule

1.       To approve an amendment to the Manurewa Local Board triennial business meeting schedule for the 2018 calendar year. 

2.       To accommodate two extraordinary business meetings required as part of the adoption process for the Auckland Council Long-term Plan and the Manurewa Local Board 2018/2019 Annual Agreement.

3.       The Manurewa Local Board adopted a triennial business meeting schedule in November 2016. Any changes to that schedule require a resolution to change business meeting dates.

4.       As part of the adoption process for the Auckland Council Long-term Plan and the Manurewa Local Board 2018/2019 Annual Agreement two additional extraordinary business meetings of the Manurewa Local Board are required as follows:

i)    between 1 May 2018 and 10 May 2018 for the Manurewa Local Board to make financial decisions that subsequently need to be considered by the Governing Body

ii)   between 5 June 2018 and 7 June 2018 for the Manurewa Local Board to adopt their 2018/2019 Local Board Agreement, work programmes by activity and fees and charges schedule.

5.       It has been determined that the two additional extraordinary business meetings required as part of the adoption process for the Auckland Council Long-term Plan and the Manurewa Local Board 2018/2019 Annual Agreement can be held on the following dates:

i)    Thursday 10 May 2018 for the Manurewa Local Board to make financial decisions that subsequently need to be considered by the Governing Body

ii)   Thursday 7 June 2018 for the Manurewa Local Board to adopt it’s 2018/2019 Local Board Agreement, work programmes by activity and fees and charges schedule.

6.       These extraordinary meetings will commence at 6.00pm and will be held at the Manurewa Local Board office, Shop 3-5, 7 Hill Road, Manurewa.

Auckland Council's Quarterly Performance Report: Manurewa Local Board for quarter two, 1 October - 31 December 2017

1.       To provide the Manurewa Local Board with an integrated quarterly performance report for quarter two, 1 October – 31 December 2017.

2.       This report includes progress against work programmes, financial performance, progress against local board key performance indicators, key challenges the board should be aware of and any risks to delivery against the 2017/2018 work programme.

3.       Of significance this quarter, a business plan for the Weymouth boat ramp got underway, and the Auckland Planning Committee approved the Manurewa, Takanini and Papakura Integrated Area Plan.

4.       Performance against the agreed 2017/2018 work programmes is tracking positively. See Attachment A.

5.       All operating departments with agreed work programmes have provided a quarterly update against their work programme delivery (Attachment B). The majority of activities are reported with a status of green (on track) or amber (some risk or issues, which are being managed). The following activities are reported with a status of red (behind delivery, significant risk):

·    Community Facilities: Investigation and design - Create a concept plan for the town centre revitalisation.

6.       Financial net operating performance is almost on budget for quarter two 2017/2018. Operating expenditure for the RIMA facilities contract has marginally exceeded allocated budget and operating revenue is better than budget by 12%, mainly due to increased membership and entrance revenue in leisure facilities. Capital spend programme is continuing to progress well with 36% delivery of projects against the full year budget. Attachment C contains further detailed financial information.

7.       Attachment D provides an overview of the Key Performance Indicators for the Manurewa Local Board. The key performance indicators show the year-end outlook is that 50 per cent of measures will not achieve target.

8.       The Manurewa Local Board has an approved 2017/2018 work programme for the following operating departments:

·    Arts, Community and Events; approved on 1 June 2017

·    Parks, Sport and Recreation; approved on 1 June 2017

·    Libraries and Information; approved on 1 June 2017

·    Local Economic Development; approved on 1 June 2017

·    Infrastructure and Environmental Services; approved on 1 June 2017

·    Community Facilities: Build Maintain Renew; approved on 15 June 2017

·    Community Leases; approved on 15 June 2017.

9.       The work programmes are aligned to the 2014 Manurewa Local Board Plan.

Tātaritanga me ngā tohutohu / Analysis and advice

10.     The Manurewa Local Board has some key achievements to report from the quarter two period, which include:

·    A business plan for the Weymouth boat ramp got underway and is moving into the project planning phase with a site meeting to be arranged in February to ascertain long term solutions and develop concept options.

·    The Auckland Planning Committee approved the Manurewa, Takanini and Papakura Integrated Area Plan. Staff from across a number of council departments, Council Controlled Organisations and external agencies met to discuss the development of an approach to the implementation of the Integrated Area Plan. This approach will be progressed in the next quarter.

Key project updates from the 2017/2018 work programme

11.     The following are progress updates against key projects identified in the Manurewa Local Board Plan and/or Local Board Agreement:

·    Manurewa has an attractive, prosperous town centre

A funding agreement was completed for the Manurewa Business Association towards achieving placemaking outcomes for Manurewa. The Manurewa Town Centre Revitalisation Steering Group, with the addition of Clendon businesses and the Neighbourhood Policing Team will provide governance support to the associated Clendon businesses.

The Manurewa Town Centre Revitalisation Steering Group has continued to meet on a monthly basis, and has progressed work in relation to Te Mahia Station. To support the work on Te Mahia Station, the steering group has approved the scope of the employment land survey of the industrial area to the west of the station, and this will be commissioned in quarter three. In addition to this, the local board has provided funding to clean the Manurewa footprints in the town centre and provided support towards the publication of a book of the footprints commissioned by the Manurewa Business Association.

Five further funding agreements have been completed for events in the Event Partnership Fund totalling $100,000. The remaining agreements are expected to be completed and paid out in quarter three.

 

·    All people are valued and encouraged

The Lifelong Learning Fund opened in quarter two seeking applications from Manurewa residents aged 55+ who will engage in learning activities over the next 12 months. Age Concern Counties Manukau is distributing promotional material featuring last year's successful recipient as well as application forms. In the next quarter, council staff and Age Concern will organise workshops with potential participants to ensure that the process is accessible and encouraging. The deadline for applications is 28 February 2018.

The Manurewa Community Network successfully delivered another Manurewa Community Expo on 12 October 2017 with fifty organisations promoting their services.

Staff and members of the council's Resiliency and Welfare team met to discuss the opportunity to bring together residents' groups and the facilities that have been identified as venues for the disaster kits at a 'Get Ready Manurewa' workshop. This will be held in quarter three.

·    Our natural heritage and resources are preserved and nurtured for future generations

As part of the support for participation by local schools in environment and sustainability education, three schools took up the offer of a subsidy (Everglade, Wiri Central and Hillpark Primary Schools) during quarter two. The opportunity has been advertised again, and will be promoted in the new year when term one starts. James Cook and Manurewa High Schools plan to participate in quarter three. Of the allocated fund, 70% has been claimed.

Building on the work to restore a portion of the Puhinui Stream to support inanga spawning habitat, and improve water quality, contractors have staked all of the plantings and grass seeded the areas in between to reduce weed infestation. The first of three rounds of plant maintenance for this financial year have been completed. Additional weed control around the planting site is also underway and will continue in quarter three.

Over 250 Manurewa residents have attended 26 hands on workshops on using waste as a resource, for example, making reusable bags, bunting, display holders, and vegetable and fruit holders. A video on the Talking Trash Facebook page on how to make reusable Tee Shirt bags has received over 500 views.

·    Spaces and places that people use and enjoy

The Manurewa Youth Council moved successfully into its new youth space in the town centre, and held its Annual General Meeting on 15 December 2017. Staff were in attendance and will continue to be the council point of contact for the Manurewa Youth Council.

The Puhunui Stream Challenge Event was delivered on 28 October 2017, following a route through Hayman Park, Wiri Stream Reserve, Rata Vine Reserve, and the Botanic Gardens ending in Totara Park. Adverse weather had a major impact on the event including participation levels, operations, Health and Safety and the overall atmosphere at the event.

The Eugenia Rise Reserve Neighbourhood Playground Development Infrastructure Funding Agreement has been signed by Auckland Council and Fletcher Residential Limited. The local board approved the playground design in December. Auckland Council will purchase the playground on completion. A prestart meeting will take place in January 2018. The playground is scheduled for completion by Fletcher Residential Limited in April 2018 (depending on weather conditions).

The draft Reserve Management Plan for David Nathan Park was approved by the local board and has been publicly notified. Consultation on the draft plan closes 30 January 2018. Submissions will be summarised and (if required) the board will hear verbal submissions and make decisions on the final plan in quarter three. 

Key performance indicators

12.     The local board agreements include level of service statements and associated performance measures to guide and monitor the delivery of local services. This report provides information on the performance measure year-end outlook for Manurewa Local Board’s measures, showing how we are tracking after the second quarter of FY18.

13.     The year-end outlook is that 50 per cent of measures will not achieve target.

14.     Currently all performance measures are being reviewed as part of the development of the 2018-2028 Long Term Plan.

15.     For the first and second quarter we will be providing the year-end outlook based on the results of 2016/17 or for any changes to the outlook based on results available. In the third quarter we will be in a better position to accurately project the year-end outlook for all measures. This is because the frequency of most measures is annual as data is collected through surveys.

16.     Planning and development is on track. The key areas of below-target performance are related to Parks, Sport and Recreation, Community Services and Environmental management activity (see Table 1 below). These are the same as the previous quarter.

18.     This report informs the Manurewa Local Board of the performance for the quarter ending 31 December 2017.

Tauākī whakaaweawe Māori / Māori impact statement

19.     Work has continued through the Māori Responsiveness work programme item with the Māori input into Local Board Decision-Making Project Reference Group (PRG). During this quarter, the PRG has met three times, facilitated by Otara Health Charitable Trust and costs were identified for the ongoing facilitation of the PRG. It is expected that a funding agreement with Otara Health Charitable Trust will be completed in December 2017. The group's current focus is on the development of a website that will act as a container for the Tikanga 101 toolkit.

20.     Strategic brokers from across the four southern local boards attended a hui facilitated by the Citizen Value and Engagement team. The purpose of the hui was to progress a relationship with Te Ora O Manukau (TOOM) that focuses on the development of capacity and capability to enable Te Ora O Manukau to deliver Māori led engagement for the Long-term Plan across the four southern local board areas. The hui confirmed mutual objectives and intended benefits and set out the deliverables for the engagement partnership. Actions identified to strengthen this partnership will be progressed in quarter three.

21.     The Kia Maia te Whai /Summer Reading Programme promoted at local schools attracted over 300 child enrolments. Activities such as: 3D printing, kaimoana rulers, boat races, big games and Korowai were enjoyed by the tamariki (children).

Financial performance

22.     Operating expenditure in Asset Based Services (ABS) had exceeded budget as the RIMA contract has overspent by $241k, halving the unfavourable December result. Increased revenues in leisure based activities have been reflected by increased wages and material costs in expenditure. ECE costs have also reduced as attendance has dropped considerably overall. Operating expenditure in Locally Driven Initiatives (LDI Opex) has no current issues and some projects are yet to commence. 

23.     Operating Revenue was above budget increasing to $210k year to date. In community services, revenue has exceeded budget overall by $50k for user charges and community ceremonies subsidies. Overall leisure activity member and entrance fees are $160k above budget.

24.     Capital Expenditure of $1.32m is $1.1m behind budget year to date with $800k delivered in the last quarter, realising further progress on the David Nathan Homestead retaining wall renewal, Waimahia playground, Mountfort park, playground and pavilion, Wattle Farm pond, Totara Park, further Esplanade walkway development, Keith Park renewals and various other parks asset renewals.

25.     There is $739k of Locally Driven Initiative Capex funding still to be allocated by the local board and most of this fund has been deferred into Y19, as project options are still being discussed.

Horopaki / Context

5.       The council’s Quality Advice Programme aims to improve the focus, analysis, presentation and timeliness of staff advice to elected representatives. An initiative under this is to develop forward work calendars for governing body committees and local boards. These provide elected members with better visibility of the types of governance tasks they are being asked to undertake and when they are scheduled.

6.       Although the document is new, there are no new projects in the Governance Forward Work Calendar. The calendar brings together in one schedule reporting on all of the board’s projects and activities that have been previously approved in the local board plan, long-term plan, departmental work programmes and through other board decisions. It includes governing body policies and initiatives that call for a local board response.

7.       This initiative is intended to support the boards’ governance role. It will also help staff to support local boards, as an additional tool to manage workloads and track activities across council departments, and it will allow greater transparency for the public.

8.       The calendar is arranged in three columns, “Topic”, “Purpose” and “Governance Role”:

i)    Topic describes the items and may indicate how they fit in with broader processes such as the annual plan.

ii)   Purpose indicates the aim of the item, such as formally approving plans or projects, hearing submissions or receiving progress updates

iii)   Governance role is a higher-level categorisation of the work local boards do. Examples of the seven governance categories are tabled below:

9.       Board members are welcome to discuss changes to the calendar. The calendar will be updated and reported back every month to business meetings. Updates will also be distributed to relevant council staff.
