a) accept the apology from Member Angela Cunningham-Marino for absence and Deputy Chairperson Rangi McLean for lateness.

David Hopkins and Sue Matete provided the board with an overview and an A4 page of photographs of the Wattle Downs Residents and Ratepayers 2017 Christmas Picnic held on Sunday 17 December 2017 at the Wattle Downs Golf Course. A copy of this document is available on the Auckland Council website as an attachment to the minutes. |

Resolution number MR/2018/7 MOVED by Chairperson A Dalton, seconded by Member J Allan: That the Manurewa Local Board: a) receive the verbal reports from: i) Councillor Daniel Newman regarding: · Auckland Council Planning Committee moved to phase two of a joint workstream to investigate congestion charging / roading pricing · Environment and Community Committee considering a paper on the Citizens Advice Bureau review on 20 February 2018 · wishes all candidates in the by-elections on Saturday 17 February every success. |

Resolution number MR/2018/8 MOVED by Chairperson A Dalton, seconded by Member J Allan: That the Manurewa Local Board: a) receive the member update from: i) Stella Cattle regarding: · met with New Zealand Transport Agency about the look of the noise walls at the approach to the Takanini off-ramp · opening of the CAB Clendon (pilot) will take place during March 2018 · as representative of the Manurewa Local Board presented at the Environment and Community Committee on the CAB Services Review · attended a meeting with Friends of the Botanic Gardens. Topics included: o need for more off-leash areas across the city o volunteers needed for the Wiri Rambler o the new carpark construction will have a temporary impact on the parking o letter drop to local residents around the area where the culling of rabbits is to take place o invitation to “Keeping the Garden Fresh event being held on 20 February at the Logan Campbell Theatre, guest speaker is Dan Bernarcick from Philadelphia from the Chanticleer Gardens · concerns raised by Counties Manukau District Health Board on the increase in youth suicide, and lack of public transport which impacts on people getting to medical appointments and receiving health care. · represented the board at the Wattle Downs Residents and Ratepayers Association meeting. Topics included: o signage on walkway o erosion on Glenross o lighting at Kauri Point o condoms and human waste o toilets on walkway o illegal dumping o LTP consultation o lids on rubbish bins o CCTV cameras at known regular illegal dumping locations o why does Papakura have a choice of rubbish bin size o safety issues on part of Mahia Road as no lights - passed to Auckland Transport · Clendon business meeting. Topics included: o reverting back to the original name of Clendon Park o need to promote safety, have a vision, and get businesses on board o would like a member of the Manurewa Youth Council to attend o history of Clendon · the Clendon community facility morning tea will become a regular event and to ask the community what they want from the centre · attended Citizenship Ceremony. ii) Sarah Colcord regarding: · Manurewa Youth Council o acknowledging the youth council for the support and team work that they provided to each other after the bereavement of a valued youth council member o over the last few months has provided support to the youth council including guidance with their AGM in December 2017, youth council elections, 3 days induction programme and review of their business plan.

Resolution number MR/2018/9 MOVED by Chairperson A Dalton, seconded by Member S Cattle: That the Manurewa Local Board: a) receive the verbal report from the Manurewa Local Board Chairperson regarding: i) the upcoming Long-term Plan consultation over the March period including: · Long-term Plan · Auckland Plan Refresh · Waste Minimisation and Management Plan · Regional Pest Management Plan · Mayor’s Proposal · Local board priorities · Regional Land Transport Plan ii) procurement policies including the Local Board Procurement Policy, Auckland Council Procurement Policy, Auckland Council Group Sustainable Procurement Framework iii) illegal dumping including : · Mayor’s initiative on illegal dumping including allocating $200,000 to fund: o an 0800 NODUMP hot line o doubling number of CCTV in hotspot areas o recruitment of 3 additional enforcement staff o speeding up the process to clean up illegal dumping o education programmes o improving education around recycling, inorganic collections and waste reduction o with a further $40,000 for contractor resource to clear backlog in the South iv) acknowledged member Sarah Colcord for the outstanding leadership, support and guidance that she has provided to the Manurewa Youth Council over the last few months.

Resolution number MR/2018/11 MOVED by Member K Penney, seconded by Member S Colcord: That the Manurewa Local Board, pursuant to section 319(1)(j) of the Local Government Act 1974, considers for approval:
a) the road name “Maungarua Lane”, proposed by the applicant, or the name “Aratika Lane” for the new road created by way of subdivision at 29, 31 and 35 Sturdee Road, Manurewa.

Extraordinary Manurewa Local Board meetings and Amendment to the 2018 meeting schedule |

Resolution number MR/2018/12 MOVED by Chairperson A Dalton, seconded by Member S Cattle: That the Manurewa Local Board: a) approve the addition of two extraordinary business meetings for the Manurewa Local Board required to be held as part of the adoption process for the Auckland Council Long-term Plan and the Manurewa Local Board 2018/2019 Annual Agreement to be held on the following dates: i) Thursday 10 May 2018 for the Manurewa Local Board to make financial decisions that subsequently need to be considered by the Governing Body ii) Thursday 7 June 2018 for the Manurewa Local Board to adopt its 2018/2019 Local Board Agreement, work programmes by activity and fees and charges schedule. b) note that these extraordinary business meetings will commence at 6.00pm and will be held at the Manurewa Local Board office, Shop 3-5, 7 Hill Road, Manurewa.

Resolution number MR/2018/16 MOVED by Chairperson A Dalton, seconded by Member S Cattle: That the Manurewa Local Board: a) request the following additions be added to the Manurewa Local Board Achievements Register for the 2016-2019 political term. i) supported and participated in the Manurewa Youth Council youth space blessing and AGM ii) supported and participated in the Wattle Downs Residents and Ratepayers Community Christmas Picnic at Wattle Downs Golf Club iii) presented at the Counties Manukau Sport Strategic “Refresh” forum held at Edgewater College iv) attended the BUPA Christmas celebrations v) visited the Hamilton Business Association in relation to its begging initiative vi) participated in a Manurewa Youth Council workshop on the role of the local board and the new Manurewa Local Board Plan 2017 vii) supported and participated in the Movies in Parks at Keith Park, Weymouth viii) held a citizenship ceremony.
