Resolution number PPK/2018/3 MOVED by Member G Hawkins, seconded by Member MV Turner: That the Papakura Local Board:
a) express its condolences to the whanau, Waitākere Ranges Local Board members and the community on the passing of local board member Denise Yates on 23 January 2018. Denise had been involved in local politics since the late 1990’s including being elected to the Waitākere Community Board and the Waitākere City Council in 2000 until 2004. Since amalgamation she had been a member of the Waitākere Ranges Local Board including a period of time as both the Chairperson and Deputy Chairperson. Denise dedicated her life to her community and the environment. She worked tirelessly for social justice and was a champion for human rights, workers’ rights and for people to be heard whether it was for the environment, the Lesbian Gay Bi-sexual and Transgender (LGBT) community or members of the local community at large. Denise’s legacy will live on. Our thoughts are with the family at this time and she will be truly missed. |

a) thank Glenn Archibald for his presentation regarding: i) events being held over long weekends and the public transport systems not operating ii) Pararekau Road – constant works associated with the developments iii) excessive travel time from Pukekohe to Papakura, for example: at 8am – one and half hours iv) traffic queues at Hingaia Road and Linwood Road resulting in road rage incidents. |

a) thank Jan Van Wijk, representing the Conifer Grove Residents Association, for his presentation regarding his opposition to the Walter Strevens link to the State Highway One cycleway in terms of - the carving away of the bank which may cause stability issues - maintenance of the cycleway ramp in light of the significant leaf litter in the area - not opposed to the removal of the trees. b) request staff liaise with Auckland Transport and New Zealand Transport Agency (NZTA) to determine why the board had been given advice to the contrary of that advised by Mr Van Wijk. |

Resolution number PPK/2018/11 MOVED by Chairperson B Catchpole, seconded by Member K Winn: That the Papakura Local Board: a) receive the Ward Councillors update from Cr Daniel Newman regarding: i) Papakura waste bin roll out - concern about the minimal uptake of the larger rubbish bin option ii) Auckland Transport policy setting and budget – concern about no apparent provision for consequential operational expenditure for new capital projects - funding for renewals iii) Auckland Transport customer interface iv) Citizen’s Advice Bureaux funding formula review – does not address the issue of how to fund bureau expansion v) Bill drawn from the ballot to amend the psycho-active substances legislation to provide for a greater penalty on those who sell psycho-active substances vi) Panuku work streams – exclusion of Papakura from both the Transform and Unlock work streams. |

Auckland Transport update - February 2018 to the Papakura Local Board |

Resolution number PPK/2018/12 MOVED by Member G Hawkins, seconded by Member MV Turner: That the Papakura Local Board: a) note the Auckland Transport update for February 2018. b) request Auckland Transport to install yellow hatched lines at the Intersections at Manuroa Road / Great South Road intersection and the Drury round-a-bout, to discourage vehicles moving into the intersection too early. c) request Auckland Transport investigate and report back on the feasibility of installing pedestrian safety measures to allow pedestrians to cross the eastern side of the Settlement Road / Marne Road round-a-bout. d) request Auckland Transport develop a parking strategy for the Papakura town centre and its immediate surrounds. e) request Auckland Transport provide a rough of order costs for an electronic notice board outside the rail station, library and Farmers. f) request Auckland Transport provide a confirmed time for lodgement of the business case to the New Zealand Transport Agency (NZTA) for the Papakura train station park and ride. g) request a workshop be organised with the Auckland Transport Park and Ride and Papakura Bus Metro expansion teams to provide clarity on the delays to the Park and Ride project because of the bus station expansion. h) request Auckland Transport provide an update on the plans for the Hingaia and Linwood Roads and Hingaia Bridge to deal with the congestion in the area. i) reiterate its request for Auckland Transport to reduce speed limits on Airfield Road outside the Holy Trinity Catholic School and Walters Road outside Kauri Flats School as it is currently dangerous. |

Resolution number PPK/2018/13 MOVED by Member G Hawkins, seconded by Member MV Turner: That the Papakura Local Board: a) amend resolution number PPK/2017/228 from the meeting of 25 October 2017 to reflect the new name of the group: That the Papakura Local Board: b) grant a licence to occupy, under the Local Government Act 2002, to the Papakura Tongan Otu Motu Anga’ofa Society Incorporated, for the land at Keri Downs Park, 200R Dominion Road, Papakura (outlined in blue in Attachment B to the report entitled “Licence to occupy for community garden at Keri Downs Park, 200R Dominion Road, Papakura”) under the following terms and conditions: i) Term – one (1) year commencing 1 October 2017, with one, one (1) year right-of-renewal upon registration with the New Zealand Companies Office; ii) Rent - $1.00 (plus GST) per annum, if demanded. b) thank Peter O’Brien, retired accountant, for his work in assisting the group to attain incorporated society status. |
