1          Welcome

The Chairperson opened the meeting and welcome those present.

That the Waitākere Ranges Local Board:

a)         accept the apology from Member Saffron Toms for absence.

3          Declaration of Interest

Members were reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.

Specifically members are asked to identify any new interests they have not previously disclosed, an interest that might be considered as a conflict of interest with a matter on the agenda.

Secretarial note: The Waitakere Ranges local board acknowledged the passing of Pat Booth who passed recently. Pat was a resident of Laingholm for a few years and a member of the Waitemata District Health Board. The local board extends condolences to his friends and family.

9          Public Forum

           

9.1

Ms Diane Goodley

Ms Goodley spoke to the board on the potential hazzard the steps on the public track from Huia Road through to Foster Avenue could cause the commuters.

She requested that the local board visit the site to access the hazzard on the track.

 

Ms Julia Schaefer

Ms Schaefer spoke to the board on her safety concerns around Woodlands Park Primary School, especially with the lack of foothpaths on the road.

Auckland Transport Update Report – February 2018

a)      receive the report entitled ‘Auckland Transport Update to the Waitakere Ranges Local Board – February 2018.

New community lease to Fire and Emergency New Zealand 1282 - 1284 Huia Road, Huia

 

Resolution number WTK/2018/14

MOVED by Member S Tollestrup, seconded by Member N Henderson:  

That the Waitākere Ranges Local Board:

a)      grant a new community lease to Fire and Emergency New Zealand for Karamatura Reserve, 1282-1284 Huia Road, Huia (Attachment A) being 2012 m² (more or less) on the following terms and conditions:

i)       term:  10 years commencing 1 May 2018 with one 10-year right of renewal;

ii)      rent:  $1.00 plus GST per annum if requested;

iii)     Fire and Emergency New Zealand Community Outcomes Plan as approved be attached to the community lease document (Attachment B);

b)      all other terms and conditions in accordance with the Reserves Act 1977 and the Auckland Council Community Occupancy Guidelines July 2012.

Land owner approval for the extension of the Waitemata Table Tennis Club on Parrs Park, Glen Eden

That the Waitàkere Ranges Local Board :

a)      grants land owner approval for the extension of the Waitemata Table Tennis Club on Parrs Park, Glen Eden

b)      requires that the land owner approval be subject to:

i.          the club securing all funding for the building extension within a two (2) year period from the date of this land owner approval

ii.         the club obtaining all regulatory consents required for the planning and development of the building and associated parking.

21        Procedural motion to exclude the public

MOVED by Chairperson G Presland, seconded by Member S Coney:  

That the Waitākere Ranges Local Board:

a)      exclude the public from the following part(s) of the proceedings of this meeting.

b)         agree that Roma Leota - Policy Analyst be permitted to remain for Confidential Item number C1: Acquisition of land for open space - Swanson after the public has been excluded, because of their knowledge of the subject, which will help the Waitākere Ranges Local Board in its decision-making.

The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows.

This resolution is made in reliance on section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by section 6 or section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public, as follows:
