Terms of Reference
(Excerpt –full terms of reference available as a separate document)
These terms of reference set out the roles, responsibilities and working arrangements for the Auckland City Centre Advisory Board.
The board is a key advisory body, with no decision-making or autonomous budgetary authority.
The board advises Auckland Council on achieving the vision and strategic outcomes of the Auckland Plan, the City Centre Masterplan, the expenditure of the City Centre Targeted Rate, the development portfolio and city centre issues. Auckland Council includes:
· The Governing Body and its relevant committees
· Waitematā Local Board
· Council controlled organisations
Membership:
The board will comprise of up to 16 external city centre stakeholders and three elected members. The board will have between 15 and 19 members at all times.
External board members will have an association with an Auckland City Centre group or organisation and have the ability to understand and provide expert advice on Auckland City Centre issues. The membership includes a position for mana whenua.
The board’s term ends one month prior to the next local government elections in 2019.

Water Utility Consumer Assistance Trust

Te take mō te pūrongo / Purpose of the report
1. Heather Nicholson will provide a brief presentation on the Water Utility Consumer Assistance Trust (WUCAT).
Whakarāpopototanga matua / Executive summary
2. WUCAT has been set up through Watercare/Auckland Council to provide financial assistance to Aucklanders struggling to pay their Watercare accounts.
3. The Trust also provides practical advice and devices which can assist in reducing water use.
4. WUCAT seeks advice from the panel on how best to engage with people with disabilities and affiliated communities who may benefit from their services.

Auckland Plan Refresh and 10-year budget Consultation

Te take mō te pūrongo / Purpose of the report
1. To discuss the consultation process for the Auckland Plan Refresh and 10-year budget for Auckland Council.
Whakarāpopototanga matua / Executive summary
2. Public consultation on the 10-year Budget and the Auckland Plan 2050 will take place concurrently from 28 February to 28 March 2018.
3. The 10-year budget 2018-2028 (LTP), which sets out service levels and budgets and enables rates to be set. The 10-year budget is statutorily required to be completed every three years (with annual budgets prepared in between) and includes local board agreements and a summary of the Tūpuna Maunga Authority Annual Operational Plan.
4. The updated Auckland Plan, which is a long-term spatial plan for Auckland that looks ahead to 2050 and considers how we will address our key challenges and manage growth and development.
5. The final consultation document is available from 28 February 2018.
6. The Disability Advisory Panel has an opportunity to present its views on the consultation document to the council’s Planning / Finance and Performance Joint Committee workshop on 21 March 2018.
7. The panel should consider its position on the key council issues in the document which include:
· regional fuel tax
· environment agendas
· housing
· transport.
8. The panel can request an additional workshop to discuss the panel’s collective views to the Planning / Finance and Performance Committee joint workshop.
