Chairperson Mulholland opened the meeting and welcomed everyone present.

That the Whau Local Board:

a)         accept the apology from member Te'eva Matafai for absence.

3          Declaration of Interest

Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.

That the Whau Local Board:

a)         confirm the ordinary minutes of its meeting, held on Wednesday, 28 February 2018,  as a true and correct record.

5          Leave of Absence

 

 

Request from member Derek Battersby for leave of absence from 1 April 2018 to 5 April 2018 was noted.

 

 

6          Acknowledgements

 

 

Whau’s Seniors High Tea project

The board hosted High Tea for the Whau’s senior community on 8 March 2018 – the primary purpose being to provide a fun afternoon out for Whau senior citizens; the secondary purpose being to ask guests to give feedback to the LTP 2018 - 2028 . The Whau Local Board members wish to acknowledge and extend heartfelt and sincere thanks to:

·         New Lynn RSA whose community spirit shone with the offer of a venue and transport resources free of charge; and thanks also to their women’s institute whose sandwiches delighted the palate.

·         Age Concern who graciously extended invitations to their members in the Whau and whose CEO, Kevin Lamb, assisted with delivering the programme on the day.

·         Steve MacDonald and Grey Power for their support and also for extending invitations to their members in the Whau.

·         The New Lynn Business Association for providing much appreciated funding and resource support.

·         The Wardroom café, who also scintillated with their sweets and savories

·         Last, but certainly not least, to all the lovely, senior, young at heart participants and their care givers, who made the decision to grace us with their presence, and as such making the day a huge success.

Thank you also to those who have been in touch to give such lovely feedback about how much you’ve enjoyed the event.

Given the success, the board will be deliberating on future events for seniors.

That the Whau Local Board:

a)         acknowledge all elected members, staff and other stakeholders including New Lynn RSA for the success of Seniors High Tea project.

b)        consider future funding of this project through the long term plan process.

7          Ward Councillor’s Update

Councillor Clow updated the board on matters being addressed by the Governing Body including public feedback received on long term plan till date, approval of Panuku’s work programme by Finance and Performance Committee, Unlock Avondale project and central government’s initiative towards setting up of an Urban Development Agency.

8.1

Deputation - Rōpu Kia Tukua Te Paru - Stop the Pollution of Tamaki Makaurau Waterways

 

Liz Walker and John McCaffery from “Rōpu Kia Tukua Te Paru - Stop the Pollution of Tamaki Makaurau Waterways” made a presentation to the board thanking the board and staff on the many efforts made by the board to date to have water quality upgraded in the board area and requesting that the board continue to seek faster water quality improvements on both harbours and creeks and estuaries.

That the Whau Local Board:

a)      receive the deputation from Liz Walker and John McCaffery from “Rōpu Kia Tukua Te Paru - Stop the Pollution of Tamaki Makaurau Waterways” and thank them for the presentation.

Deputation - Avondale Community Action

 

Silvia Spieksma from Avondale Community Action (ACA) made a presentation highlighting  the need for effective community consultation by council (using Avondale development as example).

Deputation - Janet Charman

 

Janet Charman made a verbal presentation regarding Avondale community’s need for improved community amenities and stop the sale of open spaces/public land in the area until further public consultation.

That the Whau Local Board:

a)      receive the deputation from Janet Charman and thank her for the presentation.

b)      note that on behalf of the local board the chair will write to the Finance and Performance committee and Auckland Council CEO and attend 17 April Finance and Performance committee meeting regarding the matters raised in the deputation.

·         Addressed the local board regarding the redevelopment of Avondale including proposed sale of public land by Panuku.

 

 

9.2

Lisa Truttman

·         Addressed the local board regarding the site for new Avondale Community Centre/Library/Recreation Centre and need for further community consultation for redevelopment of Avondale including any sale of public land.

 

 

9.3

Sharlene Ferguson - Avondale Community Collaboration

·         Addressed the local board regarding Avondale community’s concerns about lack of community consultation on the High level development plan for Avondale.

 

 

9.4

Steve McDonald – Grey Power

·         Congratulated the local board on the success of Whau Seniors High Tea organised for 8 March 2018 by the board at New Lynn RSA in collaboration with various other groups.

 

 

9.5

Jaclyn Bonnici

·         Addressed the local board regarding dissatisfaction in the community for sale of open space/public land in Avondale and need for further community consultation for the proposed sale by Panuku.

·         Highlighted lack of communication and clarity in community about redevelopment of Avondale.

Approval for one new road name in the Avanda Group Limited subdivision at 10, 30-38 Rankin Avenue, New Lynn.

That the Whau Local Board:

a)      approve the road name ‘Wharetana Crescent’ for the new private road labelled Access 2 with the alternative being Trickle Glaze, and rescind the previously approved road name ‘Pereki Way’ within the residential subdivision at 10, 30-38 Rankin Avenue, New Lynn.

Panuku Development Auckland Local Board six-monthly update 1 August 2017 - 31 January 2018

That the Whau Local Board:

a)      receive the Panuku Development Auckland Local Board update for 1 August 2017 to 31 January 2018.

b)      request Community Facilities and Panuku Development Auckland provide at a May local Board workshop, a draft proposal for a community engagement programme for Avondale Unlock incorporating the Avondale community facility and streetscapes planning projects.

a)      appoint Chair Tracy Mulholland and deputy chair Susan Zhu (as alternate) as the local board’s representatives to the Local Government New Zealand Zone One Committee.

2018 Local Government New Zealand Conference and Annual General Meeting

MOVED by Member D Whitley, seconded by Member D Macdonald:  

That the Whau Local Board:

a)      nominate Chair Tracy Mulholland and deputy chair Susan Zhu (as alternate) to attend the Local Government New Zealand 2018 Conference and Annual General Meeting from Sunday 15 July 2018 to Tuesday 17 July 2018.

b)      confirm that conference attendance including travel and accommodation will be paid for in accordance with the current Auckland Council Elected Member Expense Policy.

c)      note that any members who wish to attend the AGM must provide their names to the Kura Kāwana project team by Friday 13 April 2018 to ensure that they are registered with Local Government New Zealand.

a)      approve two meeting dates to be added to the 2016-2019 Whau Local Board meeting schedule to accommodate the 10-year Budget 2018-28 timeframes as follows:

·   Wednesday, 6 June 2018, 10.45am

b)      note the venue for both meetings will be the Whau Local Board office, 31 Totara Ave, New Lynn.
