The chairperson welcomed those present and Member Vanessa Neeson led the meeting in prayer.

a)         accept the apology from Deputy Chair Peter Chan and Member Matt Grey for absence.

a)         confirm the ordinary minutes of its meeting, held on Tuesday, 20 March 2018 and the extraordinary minutes of its meeting, held on Tuesday, 3 April 2018 as a true and correct record.

7          Ward Councillors’ Update

Councillor Linda Cooper spoke to the board on the postponed corporate property rationalisation report for the Finance & Performance Committee. The report has been deferred to the May meeting. She also spoke on the ongoing work on the Long Term Plan and the Fuel Tax.

Deputation: A community-led initiative for a pump track in Te Atatu Peninsula

MOVED by Chairperson S Henderson, seconded by Member V Neeson:  

That the Henderson-Massey Local Board:

a)         receive deputation from Geoff Leyland presenting from Bike Te Atatu and thank him for his presentation.

b)        request staff to investigate options for a pump track in Te Atatu Peninsula.

9.1

Steve McDonald from Grey Power

 

Mr. McDonald spoke to the board on not selling the Auckland Council’s 6 Henderson Valley Road property. He was concerned that the Council Chambers, that was built for the people and where citizenship ceremonies are held, will be sold.

a)      receive the Auckland Transport Update to the Henderson-Massey Local Board – April 2018 report.

Local Transport Capital Fund: options for distribution and size of the fund

 

Resolution number HM/2018/42

MOVED by Member W Flaunty, seconded by Member V Neeson:  

That the Henderson-Massey Local Board:

a)      endorse an increase to the local transport capital fund of $10 million per annum (inflation adjusted) from 1 July 2018 (as per attachment B).

b)      endorse the distribution of the entire local transport capital fund to be made according to Auckland Council’s Local Boards Funding Policy from 1 July 2018  (as per attachment B).

c)      endorse Auckland Transport receiving additional funding to provide an increased level of support to local boards in developing and assessing projects for the local transport capital fund.

d)      expresses disappointment in the structure and content of the Local Transport Capital Fund report making it difficult for elected members and the public to understand.

Reallocation of the 2017/2018 Henderson-Massey Environmental Action Plan Budget

That the Henderson-Massey Local Board:

a)      approve the reallocation of $9,900 from the 2017/2018 Henderson-Massey Environmental Action Plan budget towards the environmental projects summarised below:

a)      delegates Member Brenda Brady and Chairperson Shane Henderson (alternate) as the authority, to prepare and submit local board views and speak those local board views at any hearings on:

·  Notified resource consents

·  Notified plan changes

·  Notices of requirement.

Auckland Food Alliance

That the Henderson-Massey Local Board:

a)      endorse establishment of a pilot Auckland Food Alliance for a period of two years from August 2018,

b)      endorse the approach for Auckland Food Alliance, once established, to focus on Henderson-Massey local board during the pilot phase,

c)      request a minimum of six-monthly updates from the Alliance on progress.

That the Henderson-Massey Local Board:

a)      approve two meeting dates to be added to the 2016-2019 Henderson-Massey Local Board meeting schedule to accommodate the 10-year Budget 2018-28 timeframes as follows:

·   Tuesday, 8 May 2018, 10.00am

·   Tuesday, 5 June 2018, 10.00am

b)      note the venue for both meetings will be in the Council Chamber (level 2) 6 Henderson Valley Road, Henderson.
