There were no leaves of absence.
· Condolences to the family in the passing of Mama Vainemoroa Titaenua who was tragically stuck by a vehicle on Idlewild Road.
· La'aulo Lupesoliai Joseph Parker son of Māngere, recent heavyweight belt holder but recently defeated by English Anthony Joshua last Sunday. We acknowledge his determination and stamina to compete in the Boxing ring in Cardiff Wales representing Samoa and New Zealand. A huge achievement.
· Resilience of Emergency Management Team and the hard work regarding the recent storms.
· Ambury Farm Regional Park in Mangere Bridge was awarded the prestigious Green Flag and thanks to Friends of the Farm volunteers recognising the enormous amount of work and ititiatives that takes place with officers for the upkeep.
· Thank you to Member Elliott speaking on behalf of the board at the recent Boarding House hearing in Otahuhu.
· Newcomers Manukau United led by Captain Hone Fowler for a great home game win over a well-established and competition leaders Auckland Central. Supporting our local Soccer Football Club and looking forward to the next home game.
· Otahuhu College weightlifter Sione Moniati for his recent achievements.

Local Transport Capital Fund: options for distribution and size of the fund |

Resolution number MO/2018/51 MOVED by Chairperson L Sosene, seconded by Member M Kolo: That the Māngere-Ōtāhuhu Local Board endorses: a) an increase to the local transport capital fund of $10 million per annum (inflation adjusted) from 1 July 2018. b) the distribution of the entire local transport capital fund to be made according to Auckland Council’s Local Boards Funding Policy from 1 July 2018. c) Auckland Transport receiving additional funding to provide an increased level of support to local boards in developing and assessing projects for the local transport capital fund. d) the following feedback: 1. The board request Auckland Transport identify opportunities to attract additional NZTA and external funding to deliver Māngere-Ōtāhuhu’s local transport projects.
2. Deprivation is high in Māngere-Ōtāhuhu area. In principle the Governing Body should consider the deprivation measure be weighted more than the current level in this proposal. |

Resolution number MO/2018/52 MOVED by Member T Lauese, seconded by Member M Kolo: That the Māngere-Ōtāhuhu Local Board: a) delegates the authority to Deputy Chair Togiatolu Walter Togiamua, Member Carrol Elliott and (alternate Chair Lemauga Lydia Sosene) to give local board views and speak to those local board views at any hearings on: · Notified resource consents · Notified plan changes · Notices of requirement. b) request that the local board views are reported back to a subsequent business meeting for endorsement by the local board. c) request that Deputy Chair Togiatolu Walter Togiamua is offered ‘Making Good Decisions’ training, which relates to resource management and consenting processes, to support local board responsibilities in this area.

Resolution number MO/2018/53 MOVED by Chairperson L Sosene, seconded by Member C Elliott: That the Māngere-Ōtāhuhu Local Board: a) notes the report on the Māngere-Ōtāhuhu Local Board’s community-led response to alcohol licensing. b) endorses the Auckland Council submission to the Governance and Administration Committee Sale and Supply of Alcohol (Renewal of Licences) Amendment Bill No. 2. as per the resolution MO/2018/20 passed on 21 March 2018, (attached to the back of the minutes). c) requests the Governing Body and officers to take all reasonable steps to conclude legal proceedings on the local alcohol policy and bring it into force as soon as possible. |

Auckland Council submission: to the Governance and Administration Committee Sale and Supply of Alcohol (Renewal of Licences) Amendment Bill No.2 Additional comments from Mangere - Otahuhu Local Board
10 April 2018
1. Mangere-Otahuhu Local Board supports the intent of the Bill, and the Supplementary Order Paper of 21 February 2018.
2. The local board wishes to provide additional information to the Auckland Council submission, to illustrate the difference the Bill might make on renewal of off- licence. This is based on the board’s experience lodging objections to alcohol licences applications in unsuitable locations and observing the outcome of those processes.
3. The Auckland Provisional Local Alcohol Policy provides that when renewing off- licences, the District Licensing Committee should include the following conditions unless there is a good reason not to do so:
• Prohibited persons: (a) ensure that no intoxicated persons are allowed to enter or to remain on the premises; (b) ensure that signs are prominently displayed detailing the statutory restrictions on the sale of alcohol to minors and intoxicated persons adjacent to every point of sale.
• Register of alcohol-related incidents: The licensee must maintain a register of material alcohol related incidents, noting the date, time and details of each incident, and the steps taken by the licensee in response to the incident.
4. These conditions have not been imposed in cases the board has been involved in.
As the board understands the Bill, when a licence without those conditions comes up for renewal in future, the Bill will ensure that the District Licensing Committee is able to consider imposing conditions concerning a register of alcohol-related incidents and requiring things such as CCTV or exterior lighting.
5. The board supports the Bill giving the District Licensing Committee the power to consider conditions like these. While conditions might not be imposed in every case, the board supports the consideration of such matters being enabled by the Bill.
Select committee hearings
6. The local board asks that the Select Committee schedule hearings in South Auckland. This would be appropriate due to the degree of alcohol harm in South Auckland and the high community interest in the subject.
Decisions requested
8. That the select committee endorse and recommend the Bill to the House, with the changes proposed in the Supplementary Order Paper dated 21 February 2018.
9. That the select committee hold hearings of submissions in South Auckland.
