Minutes of a meeting of the Waitākere Ranges Local Board held in the Waitākere Ranges Local Board Office, 39 Glenmall Place, Glen Eden on Thursday, 12 April 2018 at 6.00pm.

Chairperson Presland opened the meeting and welcomed everyone present.
Members were reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.
Specifically members are asked to identify any new interests they have not previously disclosed, an interest that might be considered as a conflict of interest with a matter on the agenda.

· addressed the local board highlighting her concerns regarding Watercare’s proposal to pipe/drill the North Harbour No. 2 Watermain through Shetland St and Philip Avenue in Glen Eden. · requested the board to advocate on behalf of residents and facilitate dialogue with Watercare to discuss residents’ concerns including land stability and environmental issues. · submission to the local board (signed by residents) and an information flyer from Watercare (March 2016) was tabled and has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment. |

Foundation Trustees of Piha Library - Yvonne Dufaur · addressed the local board regarding board’s resolution from its 22 March 2018 meeting (item 13 - New community lease to Piha Ratepayers’ and Residents Association Incorporated and approval to enter into a sublease with Piha Community Library Trust, 21 Seaview Road, Piha) and requested that the board defer any action on the proposed lease. |

Resolution number WTK/2018/22 MOVED by Chairperson G Presland, seconded by Deputy Chairperson S Toms: That the Waitākere Ranges Local Board a) approve an additional $3000.00 towards Titirangi Glow Festival 2017 from the community response budget.

Revoke resolution WTK/2013/90 then grant a new community lease to The Waitakere Residents and Ratepayers Association Incorporated and declare Waitākere War Memorial Park at 13 Bethells Road, Waitākere an historic reserve |

Resolution number WTK/2018/23 MOVED by Deputy Chairperson S Toms, seconded by Member N Henderson: That the Waitākere Ranges Local Board: a) revoke resolution number WTK/2013/90 dated 22 May 2013 (Attachment A); b) declare Waitākere War Memorial Park described as Part Allotment 27 Parish of Waipareira as a historic reserve under section 14(1) of the Reserves Act 1977 (Attachment B); c) grant a new community lease to The Waitakere Residents and Ratepayers Association Incorporated for part of Waitākere War Memorial Park, 13 Bethells Road, Waitākere (Attachment C) on the following terms and conditions: i) Term: 10 years commencing 12 April 2018 with one 10-year right of renewal; ii) Rent: $1.00 plus GST per annum if requested; iii) Maintenance fee: $0 on the basis that the community group is operating a council building for the purposes of serving the community be exempt from paying maintenance fee and reflects the intention of the 2013 board resolution WTK/2013/90; iv) The Waitakere Residents and Ratepayers Association Incorporated Community Outcomes Plan as approved be attached to the lease document (Attachment D) v) all other terms and conditions in accordance with the Auckland Council Community Occupancy Guidelines July 2012 and the Reserves Act 1977

Resolution number WTK/2018/24 MOVED by Deputy Chairperson S Toms, seconded by Member S Tollestrup: That the Waitākere Ranges Local Board: a) delegate the authority to Local Board Members Greg Presland and Sandra Coney, to prepare and submit local board views and speak those local board views at any hearings on: · Notified resource consents · Notified plan changes · Notices of requirement. b) request written feedback post decision be sent through for distribution to members and this feedback highight any impact of the LBs comments.

Resolution number WTK/2018/25 MOVED by Member S Tollestrup, seconded by Deputy Chairperson S Toms: That the Waitākere Ranges Local Board: a) endorse and support the resolutions of Henderson-Massey Local Board (as attached to minutes). b) note that the civic spaces at 6 Henderson Valley road are also used by Waitakere Ranges LB and are not duplicated in the boards area.
