TERMS OF REFERENCE
(Excerpt – full terms of reference available as a separate document)
The terms of reference set out the purpose, role and protocols of the Panel.
Panel members abide by the Code of Conduct for members of Auckland Council advisory
panels.
Purpose
As one of council’s engagement mechanisms with diverse communities, the demographic
advisory panels provide advice to the governing body and council staff within the remit of the
Auckland Plan on the following areas:
· Auckland Council’s regional policies, plans and strategies
· regional and strategic matters including those that Council-Controlled Organisations deal
· with any matter of particular interest or concern to diverse communities.
Outcomes
The panel’s advice will contribute to improving the outcomes of diverse communities and
social cohesion as set out in the Auckland Plan. The panel will advise through their agreed
strategic agenda and detailed work programme.
Strategic agenda and work programme
The panel must develop a work programme and set a strategic agenda for the term. The
agendas should be focused and integrated across the panels for collaborative input into
shared agendas, particularly on the Auckland Plan, the Long-term Plan and annual plans.
The panel should advise on council’s organisational strategies relevant to diverse
communities.
The governing body and council staff should work with the panel for the development of their
strategic agendas and work programme. An appropriate committee will approve the panel’s
work programme and any subsequent major changes to it.
Submissions
The panel must not make formal submissions to Auckland Council on council strategies,
policies and plans, for example, the annual plan.
In its advisory role to the council, the panel may have input to submissions made by the
council to external organisations but do not make independent submissions, except as
agreed with the council.
This does not prevent individual members being party to submissions outside their role as
panel members.
Review
The form and functioning of the panels may be reviewed prior to or after, the end of the

New Youth Advisory Panel members' introduction

1. To acknowledge and welcome three new Youth Advisory Panel members.
Whakarāpopototanga matua / Executive summary
2. Three Youth Advisory Panel members had resigned, as they left to pursue studies outside Auckland. They were from the Ōrākei, Whau and Franklin Local Board areas.
3. The three candidates who scored second highest from these local board areas during the 2017 selection process were offered membership on the Youth Advisory Panel until September 2019.
4. On 22 March 2018, the Mayor appointed the following candidates, with the Governing Body’s endorsement:
· Archer Austen Sydney Buissink, Ōrākei local board area
· Ogonna Favor Nweke, Whau local board area
· Bryce Anthony Collin, Franklin local board area
5. These three new members are joining the panel’s first public meeting on Monday 9 April 2018. Their term ends in September 2019, one month prior to the next local government elections.
6. The three new panel members will introduce themselves to the panel at their first meeting.

Youth Advisory Panel retreat update

1. To update the Youth Advisory Panel on the panel’s marae retreat in February 2018.
Whakarāpopototanga matua / Executive summary
2. From 24 to 25 February 2018, the Youth Advisory Panel held a retreat at Te Mahurehure Marae in Point Chevalier. 11 Youth Advisory Panel members attended the retreat.
3. The purpose of the retreat was to discuss the panel’s objectives. Participants also had an opportunity to reflect on their role as panel members.
4. The Chair of the Youth Advisory Panel will provide feedback on the retreat discussions, and seek further ideas on future activities from the panel members who did not attend the retreat.

Youth Advisory Panel Members' Update

1. To inform the Youth Advisory Panel of recent activities panel members have participated in.
Whakarāpopototanga matua / Executive summary
2. Youth Advisory Panel members will present a round-up on recent activities they have participated in.
3. These may include activities in their local ward, national or international events. Members may also discuss future issues or events they are interested in.
4. The Chair and Deputy Chair will update the panel on their presentation to the Governing Body on 21 March 2018. The Chair and Deputy Chair submitted the Youth Advisory Panel’s feedback on Auckland Council’s 10-year budget 2018-2028 and the Auckland Plan 2050.
5. A summary of the panel’s feedback is attached (Attachment A).

1. To update the Youth Advisory Panel on the work of Auckland Council’s Youth Empowerment team.
Whakarāpopototanga matua / Executive summary
2. An update on the Youth Empowerment team’s work programme will be provided. This will include an opportunity to discuss how the Youth Advisory Panel can support the work of the Youth Empowerment team, and suggest ways of improving council’s connectivity with youth, leading towards a youth strategy.
3. The Youth Empowerment team is comprised of staff from Youth Connections and Community Action on Youth and Drugs (CAYAD).
4. Youth Connections is a council initiative supported by the Tindall Foundation, local boards, and other philanthropic funding. Youth Connections is dedicated to improving youth employment, specifically for those furthest from the job market. Around 10 per cent of Aucklanders aged between 16 and 24 are not in employment, education or training (NEET). Youth Connections focuses on this core group. The Youth Connections programme is currently being evaluated to ensure that the best impact is being had.
6. CAYAD is a national programme funded by the Ministry of Health to reduce the harm young people experience from alcohol and other drugs. CAYAD enables communities, organisations and young people to collaborate and create lasting changes in their environment, that will promote wellbeing and reduce the risk of harm.
7. This update also provides the Youth Empowerment team with a chance to hear from the Youth Advisory Panel on issues they feel are top priorities for youth both now and in the future, and where council can best look to improve those areas.

Youth Advisory Panel's community forums

Te take mō te pūrongo / Purpose of the report
1. To discuss the Youth Advisory Panel’s approach to community forums.
Whakarāpopototanga matua / Executive summary
2. The Youth Advisory Panel is entitled to organise one or more community forums within its allocated operating panel budget.
3. The purpose of community forums is to engage with young Aucklanders to seek their views on issues that are important to young people.
4. The panel can also use the forums as a way of understanding young people’s concerns and opportunities, and present the recommendations from the forums to the Governing Body.
5. The panel should prepare to make decisions on the topic, target audience, venue(s) and how to run a forum. The panel may consider a contracted project manager for their forums if they are planning large scale forums.
6. Damian Piilua, Deputy Chair of the Youth Advisory Panel, leads the panel’s working group on community forums, and will provide a progress update on plans for hosting community forums.
